This chapter describes a case study in social capacity building from the New Orleans neighbourhood of Hollygrove following Hurricane Katrina in 2005. Using an action research case study approach, we describe the journey of Hollygrove residents in rebuilding their neighbourhood, focusing on a ten-year period beginning with initial community initiatives in 2008 that led to SafeGrowth training workshop in 2009 and subsequent programming in the following years. The SafeGrowth programmes equipped the resident teams with problem-solving and leadership skills, after which they enacted a series of projects to cut crime and fear. Their newfound skills helped build their capacity to resolve crime problems and facilitate community development. They also discovered how to collaborate with municipal partners to sustain their success and overcome long-standing quality of life issues. We demonstrate how the action research praxis inherent within SafeGrowth offers power for problem-solving and community empowerment, thereby creating a more resilient neighbourhood. Crime reduction strategies are often faced with the criticism of crime displacement. Conversely, criminologists find that reductions in crime in one area have a 'diffusion of benefits' to surrounding areas. However, these findings are limited due to a lack of extensive longitudinal data and qualitative data that provide context. We examine a natural experiment in displacement: the removal of a convergence setting in which calls for service immediately declined. However, other areas emerged as problematic and, in some places, crime increased dramatically. Using a qualitatively informed trajectory analysis, we examine whether the removal of a convergence setting results in displacement across the entire city. The article presents the authors' comments on the future of community policing in Canada. Recent policing initiatives taken by the Canadian government failed because they lacked the common street sense. The government must take lessons from the failure of its past policing initiatives. The police infrastructure has to be strengthened in order to secure proper law and order in the country. The authors also highlight the need to create responsive police structures.

This paper advances crime prevention through environmental design (CPTED) theory and practice by introducing a holistic and integrated crime prevention theory called Third-Generation CPTED. We use Third-Generation CPTED to expand both the situational focus of traditional CPTED and the social ecology/neighbourhood focus of Second-Generation CPTED, by creating a new theory that integrates human motivation and aspirations within a neighbourhood Liveability Hierarchy. Central to our theory is the planning concept of liveability and, because safety from crime, fear, and victimization is such an integral part of quality of life, we present two underlying themes on which liveability depends: public health and sustainability. We propose some theoretical assumptions and propositions that underpin the theory and suggest areas for future research. Our contention is that a holistic and integrative Third-Generation CPTED elevates liveability from the role of basic infrastructure and habitat to providing residents with opportunities to enhance their own personal aspirations and improve their quality of life.
