Climate change affects both men and women which, in turn, shapes their varied and contrasting perceptions of climate variability and change. This paper examined the gendered perceptions of climate variability and change among local communities in Queen Elizabeth National Park in Uganda. The objectives are threefold: - identify climatic shocks faced by the local communities; examine the perceptions of men and women of climate variability and change; and to compare their perceptions with empirical meteorological data. This study employed both qualitative and quantitative methods, with data collected from 215 respondents using survey, interviews and focused group discussions. From the findings, indicators of climate variability and change included reduced flooding events, occurrence of human diseases, increasing crop pests and diseases, dry spells and intensity of rains. There was increasing significant temperatures while rainfall was declining. Both male and female significantly associated with increasing temperatures and reduced flooding events. While climatic shocks affected both males and females, the impact was more pronounced depending on distinct livelihood activities and roles and responsibilities undertaken. The study concluded that people’s perceptions of climate change should be taken on by the government and integrated in the national climate programs that support people’s livelihoods and survival mechanisms. Worldwide, coastal environments are recognised as complex systems of immense biophysical, socioeconomic and cultural value. In South Africa, the promulgation of the Coastal White Paper in 2000, and the Integrated Coastal Management (ICM) Act of 2008, signalled a significant paradigm shift in coastal management and governance. This article reports on progress with ICM in South Africa from 1994 to the present time, and draws on information gathered from a comprehensive review of the published ICM literature, as well as various technical reports, an online survey, and information gleaned from participation in various meetings and workshops. Here, we review the enabling legal and institutional framework for ICM in South Africa, examine the various programmes, plans, strategies and guidelines developed to support implementation of the ICM Act, discuss institutional developments, and reflect on preconditions for effective and sustained ICM implementation. Despite significant progress, key challenges to implementing this progressive ICM agenda include lack of political support, inadequate institutional capacity, lack of human and financial resources, uncertainty regarding ICM functions across different spheres of government, conflicting policy frameworks, lack of clarity regarding the application of ICM provisions on private and communal land, limited civil-society involvement in decision-making, and persistence of state-centric approaches. Issues requiring urgent action are the establishment of a National Coastal Committee with broad representation, revitalisation of public interest in the coast, declaration of coastal public property and coastal access land, improved cooperation across relevant government agencies, allocation of funds for ICM, and greater commitment to a more deliberative and collaborative style of governance. This paper provides an overview of social science research in the marine environment of South Africa for the period 1994–2012. A bibliography based on a review of relevant literature and social science projects funded under the SEAChange programme of the South African Network for Coastal and Oceanic Research (SANCOR) was used to identify nine main themes that capture the knowledge generated in the marine social science field. Within these themes, a wide diversity of topics has been explored, covering a wide geographic area. The review suggests that there has been a steady increase in social science research activities and outputs over the past 18 years, with a marked increase in postgraduate dissertations in this field. The SEAChange programme has contributed to enhancing understanding of certain issues and social interactions in the marine environment but this work is limited. Furthermore, there has been limited dissemination of these research results amongst the broader marine science community and incorporation of this information into policy and management decisions has also been limited. However, marine scientists are increasingly recognising the importance of taking a more holistic and integrated approach to management, and are encouraging further social science research, as well as interdisciplinary research across the natural and social sciences. Possible reasons for the lack of communication and coordination amongst natural and social scientists, as well as the limited uptake of research results in policy and management decisions, are discussed and recommendations are proposed. Worldwide, the past 15–20 years has seen a significant shift in thinking and approaches to the management of small-scale fisheries. This is in response to the recognition that conventional fisheries management is not equipped to deal with the complexities, uncertainties and challenges prevalent in small-scale fishery systems. Consequently, a new fisheries paradigm is emerging based on the principles and ideas underpinning systems thinking, complexity theory, participatory democracy and adaptive management. Although fishery science is required to inform management decisions, it must be seen as one of the inputs needed for effective governance. Incorporation of other disciplinary perspectives, knowledge sources and local information is considered necessary for understanding the fishery system and identifying appropriate management responses. Although South Africa has incorporated many of these ideas and principles into broad policies and legislation governing resource management, implementation of this new paradigm in the context of small-scale fisheries is proving difficult. However, recent developments such as the recognition of the socio-economic rights of this group of fishers, the formulation of a new draft small-scale fisheries policy, efforts to identify and address human dimensions in fisheries through research and stakeholder workshops, as well as opportunities for greater participation in policy formulation and management, are all indicative of a shift in institutional culture and approach to this sector. This paper aims to provide an overview of the main ideas underpinning the new small-scale fisheries paradigm and explores the application of these ideas in the context of small-scale fisheries in South Africa. Despite supportive policy frameworks and increased environmental awareness, a growing body of evidence indicates that environmental sustainability is not central to planning and decision-making processes in land reform in South Africa. Increasing pressures on government to meet land reform targets, cumbersome and often inappropriate environmental assessment procedures, and a confusing multitude of laws all contribute to neglect of long-term environmental sustainability considerations in land reform. This is exacerbated by poor recognition of resource rights, a lack of proactive and pre-emptive environmental management plans, and insufficient implementation capacity. This paper argues that the early incorporation of environmental sustainability issues in pre-settlement and post-settlement land reform planning processes could significantly improve the environmental, social and economic outcomes of these projects. A simple, participant-driven environmental sustainability assessment tool is proposed to achieve these environmental and developmental goals. [ABSTRACT FROM AUTHOR]

A historical perspective on MPA identification and governance in South Africa reflects the continued influence of a top-down and natural science-based paradigm, that has hardly changed over the past half century, despite the wealth of literature, and a growing consensus, that advocates the need to adopt a more integrated and human-centered approach. Based on extensive research in two coastal fishing communities, the paper highlights impacts and conflicts arising from this conventional approach to MPA identification, planning and management. It argues that failure to understand the particular fishery system in all its complexity, in particular the human dimensions, and involve resource users in planning and decision-making processes, undermines efforts to achieve conservation and fisheries management objectives. The customary rights of local resource users, and their food and livelihood needs in relation to marine resources, need to be acknowledged, prioritized and integrated into planning and decision-making processes. Convincing ecologists, fisheries scientists and managers, that MPA success depends on addressing the root causes of resource decline and incorporating social factors into MPA identification, planning and management, remains a huge challenge in South Africa.
