4. Crossing the Rivers by Touching the Stones: Alternative Approaches in Technical and Vocational Education and Training from the People's Republic of China and the Republic of Korea

Abstract

Purpose: This study aims to answer the following questions: (1) Why have attempts to transplant Western vocational education models failed? (2) Is there anything we can learn from the experiences of Eastern Asian countries when developing their own vocational education models? Design/Approach/Methods: This study reviews the history of transplanting Western skill formation schemes into developing countries, an often-failed die-hard practice supported by both bilateral and multilateral donors. Findings: Our findings suggest that developing countries should design their technical and vocational education and training systems based on their unique cultural, sociological, and economic contexts. It offers two alternative pathways based on the experiences of the People's Republic of China and the Republic of Korea. Originality/Value: These East Asian examples could broaden the perspectives of policymakers in developing countries aspiring to develop functional skill formation schemes.

Abstract

The outbreak of the novel coronavirus, COVID-19, has become one of the most severe pandemics in human history. In this paper, we propose to leverage social media users as social sensors to simultaneously predict the pandemic trends and suggest potential risk factors for public health experts to understand spread situations and recommend proper interventions. More precisely, we develop novel deep learning models to recognize important entities and their relations over time, thereby establishing dynamic heterogeneous graphs to describe the observations of social media users. A dynamic graph neural network model can then forecast the trends (e.g. newly diagnosed cases and death rates) and identify high-risk events from social media. Based on the proposed computational method, we also develop a web-based system for domain experts without any computer science background to easily interact with. We conduct extensive experiments on large-scale datasets of COVID-19 related tweets provided by Twitter, which show that our method can precisely predict the new cases and death rates. We also demonstrate the robustness of our web-based pandemic surveillance system and its ability to retrieve essential knowledge and derive accurate predictions across a variety of circumstances. 41. Cobalt Oxide-Decorated Silicon Carbide Nano-Tree Array Electrode for Micro-Supercapacitor Application.

Abstract

A cobalt oxide (Co3O4)-decorated silicon carbide (SiC) nano-tree array (denoted as Co3O4/SiC NTA) electrode is synthesized, and it is investigated for use in micro-supercapacitor applications. Firstly, the well-standing SiC nanowires (NWs) are prepared by nickel (Ni)-catalyzed chemical vapor deposition (CVD) method, and then the thin layer of Co3O4 and the hierarchical Co3O4 nano-flower-clusters are, respectively, fabricated on the side-walls and the top side of the SiC NWs via electrodeposition. The deposition of Co3O4 on the SiC NWs benefits the charge transfer at the electrode/aqueous electrolyte interface due to its extremely hydrophilic surface characteristic after Co3O4 decoration. Furthermore, the Co3O4/SiC NTA electrode provides a directional charge transport route along the length of SiC nanowires owing to their well-standing architecture. By using the Co3O4/SiC NTA electrode for micro-supercapacitor application, the areal capacitance obtained from cyclic voltammetry measurement reaches 845 mF cm-2 at a 10 mV s-1 scan rate. Finally, the capacitance durability is also evaluated by the cycling test of cyclic voltammetry at a high scan rate of 150 mV s-1 for 2000 cycles, exhibiting excellent stability.

Abstract

Influenced by some traditional thinking, some college student managers do not recognize the importance of mental health education and fail to effectively integrate mental health education into student management, resulting in poor student management results. This paper proposes an improved optimization scheme for the ID3 algorithm, using the improved C4-5 algorithm to construct a decision tree model, selecting information gain and gain rate as the attribute measure of the model and deciding the split form of the sample. Succeeding pruning operations are used to correct model errors, and the rules are described in the form of TF-THEN. Mental health education is the application of the constructed data model. The effectiveness of student management after mental health education was differentially analyzed across the different identity perspectives of teachers and students. There are significant differences between teachers and students in the dimensions of practice effect, strengths evaluation, and direction of improvement, with p-values less than 0.05. In the study of the effectiveness of student management on students’ mental health, after the implementation of student management work, there are significant differences between the experimental group of students and the control group in the dimensions of self-confidence, emotional intelligence, and frustration tolerance, with a difference of 4.61, 1.6, and 7.9 points, respectively. There is a reciprocal interactive relationship between student management and mental health education.
