Brown bears (Ursus arctos) were extinct in Portugal by 1843. In the spring of 2019, a male bear was officially confirmed in northern Portugal, and more bears will likely reach the country shortly. We surveyed participants in a workshop held in Bragança in October 2021 to understand the perceptions and attitudes of different stakeholder groups (Administration, Research, Nongovernmental Organizations, and Local Stakeholders) regarding the return of brown bears to Portugal. Results indicate that, generally, participants would feel safe in areas where bears are present, are positive toward the return of brown bears, and see it as an opportunity for local development rather than a threat. Results also indicate a high level of consensus among groups of stakeholders concerning the issues analyzed. These preliminary results provide a baseline for perceptions and attitudes to consider when planning the conservation of brown bears returning to Portugal. [ABSTRACT FROM AUTHOR]

Composite indicators are a remarkably useful tool in policy analysis and public communication for assessing phenomena, such as Knowledge-Based Economy (KBE), that cannot be expressed by means of a simple indicator. The objective of this study is to propose and compare three MCA-DEA models from a "Benefit of Doubt" (BoD) approach in order to build KBE Composite Indicators. To show the effectiveness of the models, this paper proposes a case study of 36 European countries to assess the degree of development of KBE. The results revealed differences with respect to the optimal weights assigned to the sub-indicators, the discriminating power, the operability, and the participatory nature of the models. Model 1 yielded high scores for every country and low discriminating power. Model 2 favored the most efficient countries in terms of KBE and allows for the incorporation of expert knowledge, thereby giving flexibility to the process. Model 3 made it possible to construct composite indicators from an optimal balance approach and yielded low results overall. These results demonstrate the necessity to analyze the different choices for measuring KBE in order to determine which indicator is more suitable for each context. [ABSTRACT FROM AUTHOR]

An editorial is presented on enhancing social and economic development while preserving nature. Topics include unprecedented changes in land use and ecosystem management driven by human societies in the 20th century; drivers of change such as climate and demographics leading to a worrying increase in environmental risks; and sustainable rural development being the key for maintaining active local communities in rural and semi-natural areas.

Investment in natural capital is increasingly necessary and urgent considering the increasing loss of global biodiversity and the associated social and economic losses. Ecosystem services are tools for quantifying the stock of natural capital and there is great concern about their assessment and valuation. However, there remains a substantial gap between the large amount of information available about ecosystem services and the information required to support decisions and this undermines the efficiency of their management. Multi-criteria analysis techniques can be very useful to efficiently develop decision-making processes to properly channel investment and optimize the costs associated with conservation. This paper proposes an innovative mixed methodology for multi-criteria analysis to assign priorities to ecosystem services in protected areas in terms of importance and vulnerability. The model was applied by a group of experts to prioritize 20 ecosystem services in the Ordesa and Monte Perdido National Park. In order to collect and analyze the individual valuations, a mixed method of Analytic Hierarchy Process (AHP) and Goal Programming (GP) was used, and to aggregate the valuation criteria, a Joint Relevance Index (JRI) was used, which presents the relative importance of each service in an aggregated way. The results show that conservation policies should be primarily directed towards lifecycle maintenance and water conditions. Depending on the vulnerability of the services, conservation policies should be channeled towards provisioning services related to wild animals and wild plants. Considering the relative importance of services in the park, priority should be oriented to lifecycle maintenance, water conditions and intellectual interaction with the environment. In this paper we propose a goal programming model that provides a consensual aggregated solution minimizing conflicts to guide multi-stakeholder decision-making processes and generates information regarding stakeholder groups to be exploited for negotiation purposes. This model permits to quantify variations in conflicts when the relative contribution of each criteria changes and gives insight to negotiation strategies with application in conservation areas. A dataset of a case study in the Meseta Ibérica Biosphere Reserve (Portugal-Spain) was used to test and validate the model. Fifty people belonging to four groups (scientists, government, farmers and businesspersons) assessed 20 management objectives in four dimensions: conservation, logistical support, development, and governance. The results showed the highest conflicts to be found for fauna and flora, education, and guarantees objectives while the most conflictive groups were scientists and farmers. The proposed model substantially reduced the global and intergroup conflicts associated to the same objectives, modelling the weights assigned to each objective in each dimension to find the most consensual/least conflictive solutions. This model can be a useful tool to improve complex decision-making processes in conservation areas with strong conflicts between stakeholders, such as transboundary biosphere reserves. The involvement of competences in the teaching–learning planning process in Higher Education is essential for their success in the European Higher Education Area. This study presents a participatory multi-criteria model based on Voting Analytic Hierarchy Process (VAHP) analysis, focusing on the attainment of competences that permits consensus between lecturers and students in the design of teaching plans using two assessments: the assessment of competences by students and the lecturers' assessment of the contribution of teaching strategies to the attainment of each competence. To validate the methodology, a survey was carried out to determine the preferences of 211 students on the competences of a quantitative subject in several business degrees and a survey of 11 lecturers to assess the contribution of the teaching strategies in the acquisition of each competence. The results show that practical lessons and group work should receive more importance in the teaching plans of the subject Financial Management according to the defined competences, the students' preferences and the criterion of each lecturer for each teaching strategy. The results show the applicability of the participatory methodology proposed to formally agree on the design of teaching plans in higher education organizations between lecturers and students. Small family-owned companies are the most common type of European business structure and are characterised by their orientation to long-term goals. Therefore, they can play an important role in the launching of businesses related to sustainable growth. However, access to finance is difficult for start-ups. Mutual Guarantee Institutions (MGIs) mitigate this problem by facilitating long-term guaranteed loans, but they must assume responsibility for default losses. This paper analyses, as of the end of 2018, the loan default of the portfolio of guarantees formalised by Spanish MGIs with new companies between 2003 and 2012, a period including both economic growth and recession. The objective is to identify the annual evolution and the average global cost of default, as well as the differences in said portfolios according to the purpose of the loan, company size and economic activity. The analysis was developed while considering two scenarios: one determinist, using a ratio method and another stochastic, using an analysis of variance. We found differences in the distribution of defaults for the variables company size and sector of activity. The findings provide relevant information for managers and Public Administrations to improve the distribution of guarantees between Spanish MGIs and public institutions, and their coverage of Small and Medium Enterprise (SME) loan defaults.
