Avec la récession budgétaire et les transformations des modèles de gouvernance, l’évaluation a connu un engouement sans précédent et a fait son entrée dans tous les champs professionnels, y compris celui du social. La problématique qui se pose est de savoir comment évaluer les prestations dans un domaine tel que l’animation socioculturelle, qui s’enracine dans les valeurs démocratiques telles que la citoyenneté, la participation, l’empowerment. Pour répondre à cette interrogation, les auteures ont opté pour une méthodologie et un positionnement épistémologique basés sur deux principes : l’exigence de faire place à la pluralité des points de vue des acteurs engagés dans un processus d’évaluation participative et une recherche-intervention basée sur la co-construction d’un outil de cueillette de données qui s’appuie sur les nouveaux médias. Elles partagent, dans cet article, certaines réflexions théoriques, méthodologiques, hypothèses et observations de terrain suscitées en cours de recherche.

- Abstract
Simon (1976) argues that public management takes place in a bounded-rationality context, in which time, resources, information and knowledge are always limited resources available for policy decision making. In such context, Executive Evaluation or 'quick evaluation' is an efficient mechanism to support dedecision-making-in-ongoing-processes in an enlightened way; particularly when the goal is to account for the accomplished results (if any), and provide information for 'real-time' program improvement. This article describes an approach to Executive Evaluation. Methodologically it appeals to knowledge held by relevant local actors, as well as the use of simple, adaptive and relevant instruments. 6. Horticultural practices and varietal diversity of chili pepper ( Capsicum annuum L.) in Central and Northern Benin.

Chili peppers play a significant role in the world diet and can contribute to the improvement of horticultural producers' incomes. In Benin, chili pepper production is hampered by many challenges that need to be characterized, prioritized and addressed. Moreover, the existing diversity, as well as the agronomic potential, of the varieties being cultivated in Benin is still not well understood. In order to define the scientific basis for the improvement of chili pepper production and the preservation of its diversity, one hundred villages were randomly selected and surveyed in Northern and Central Benin by using participatory research appraisal tools and techniques. Twelve production constraints were identified, of which low productivity (19 %), soil infertility (18.5 %), drought (18.3 %), pests and disease susceptibility (17.9 %), early fall of plant organs (15 %) appear as the most important. In terms of diversity, 77 chili pepper varieties (40 from the frutescens group, 24 from the annuum group and 13 from the chinense group) including 72 local and five introduced varieties ( Tataché, Yèyèkouka, Yèyèkouokourè, Côte d'ivoire and MC) were found. The number of varieties varies from three to seven (four on average) per village and from one to five by household. The proportion of loss of diversity per village varies from 0 to 75 % with an average of 26.61 %. Susceptibility to pests and diseases (37.1 % of responses), early fall of plant organs (11.6 % of responses) and susceptibility to drought (8.5 %), were the most important reasons given in attempts to explain the loss of diversity. Farmers' varietal preference criteria are essentially agronomic (90.4 % of responses). The participative agronomic evaluation revealed that the varieties of frutescens group are significantly higher with respect to the evaluated variables, but they are less appreciated by the consumers. RESUMEN: Esta investigación se centra en la aplicación y validación de un programa de prevención de violencia de género en mujeres adultas. Los objetivos del estudio fueron: a) elaborar y evaluar un recurso para prevenir la violencia en mujeres adultas b) comprobar las posibilidades de una metodología colaborativa en la institucionalización de procesos formativos y evaluativos alrededor de esta temática y c) posibilitar la adquisición en las mujeres de elementos de análisis, identificación y estrategias para visibilizar y poder combatir aquellos factores que originan, reproducen y mantienen la violencia. Se ha utilizado un enfoque de investigación participativa con un diseño emergente. La aplicación del programa se realizó en tres puntos de información y atención a las mujeres del ayuntamiento de Barcelona. Se ha adoptado un enfoque de empoderamiento en el análisis temático de los escritos de las mujeres participantes, esto ha sido posible gracias al establecimiento de categorías a partir del análisis de las autoras que han trabajado este concepto. Este análisis nos permite además poder ofrecer indicadores que puedan ser utilizados en otras investigaciones. Los resultados indican que el programa de prevención en violencia de género ha conseguido desarrollar en las mujeres una conciencia crítica respecto a las dinámicas generizadas, una valoración de sí mismas y un deseo de promover procesos de cambio y logros personales. ABSTRACT: The research focuses on the application and validation of a program of prevention of domestic violence in adult women. The objectives of this study were: a) develop and evaluate an action to prevent violence in adult women b) verify the possibilities of a collaborative approach in institutionalizing training and evaluative processes around this issue and c) permit the acquisition in women element analysis, identification and strategies to make visible and to combat those factors that cause, reproduce and maintain violence. It has adopted an approach empowerment in analyzing the writings of women; this has been possible through the establishment of categories from the analysis of the authors who have worked this concept. This analysis also allows us to provide indicators that can be used inother investigations. We used a participatory research approach with an emergent design. The implementation of the program was conducted at three points of information and attention to women of the City of Barcelona. The results indicate that the prevention program has achieved gender violence on women develop a critical consciousness about dynamics of gender relations, an assessment of themselves and a desire to promote processes of change and achievement.

Este é um trabalho de pesquisa coletiva que vem sendo construído por várias mãos no espaço da parceria. O texto apresenta a revisão de literatura, metodologia e resultados parciais de uma investigação que entende Avaliação Participativa (AP) em seu acoplamento com Tecnologias da Informação e da Comunicação (TICs), um tema sobre o qual as pedagogias ainda não produzem respostas suficientes e adequadas. Mostra como foram captadas (observação e mini-estudos etnográficos), registradas (protocolos e estudos de caso) e analisadas (referenciais) as formas de avaliação que foram praticadas em cenários universitários, educação presencial e não presencial, educação a distância (EAD) e em cenários de ações sociais e educação não formal, praticadas em periferias urbanas (ONG).This is a collective research that has been constructed collaboratively by many hands. The text presents the literature research, the methodology and the partial results of an investigation that understands Participative Evaluation (PE) in its connection with the Information and Communication Technologies (ICTs), a topic about which the pedagogies still do not produce sufficient or adequate answers. It shows how the kinds of evaluation that were practiced in university settings, presential and distance education and; and in social action and non-formal education settings, practiced in urban peripheries (NGO) are collected (observation and mini ethnographic studies), registered (protocols and case studies) and analyzed (referentials).

The modern teaching tendencies are essential for the production of significant learning. Given the need for a greater understanding of the meaning making, this study investigated the teaching practice of teachers in training and the moments of participative evaluation, when theoretical knowledge is associated with practical knowledge. We observed that there was high interaction between intern teachers and students, leaving room for student participation, even though the teachers had difficulty in implementing a dialogical discourse. This article presents the "Granada-Employment" Project external evaluation of implementation and results, as an active policy designed to improve the employment of groups excluded or at risk of labour exclusion, which combines traditional elements -- such as vocational training policies and sociolabour insertion tracks -- with other innovative tools -- as territorial pacts. The Contextualized Participative Mode of Evaluation (CPME) applied is ad hoc designed and follows the pluralist and participative theo-retical premises. It allows the policy actors' participation in the evaluation indicator definition and results interpretation. On the other hand, it joins to the public policy analysis that considers the context as a determinant variable both of the policy outcomes and the evaluative praxis. The main conclusions show, firstly, the effectiveness of the participative evaluation methodology applied to bottom-up implementa-tion processes, which has allowed the finding of the territorial agent as determinant actor of the territorial pacts policy-making. Secondly, they present the achievements and keys of this vocational training policy, which have contributed to reach high level of labour insertion among the unemployed. The design and implementation of contextualized, decentralized and specialized training actions are key elements for the success of this kind of measures. [ABSTRACT FROM AUTHOR]

Paris Declaration puts development aid in front of a new complexity, dealing with the need for integrating different policies, activating many different stakeholders, implementing the strategy at different levels. Consequently, evaluation has to dismiss rigid input-output analytical frames and to assume a more responsive methodologies. Using UNDP ART Initiative as a test, the paper suggests how to innovate evaluation with more reflexive and participatory approach based on the inclusion of diverse point of view, the analysis of the possible configurations of context-mechanisms, and the analysis of the process-outcomes dynamics. "Communication and Education Skills for Health" includes an understanding of nursing as a human relation client - nurse to identify and respond to the need of help, developing communication as the main instrument for the provision of care. To achieve competence in this subject during the academic course 2009-10, we developed an active methodology based in meaningful learning. The evaluation was made through practical demonstration of the acquisition of skills in verbal and nonverbal communication through drama techniques (rol-playing) evaluated by teachers and supplemented by a peer review. This system was a challenge for both students and teachers. In order to know: the agreement of students with this method of learning and assessment, the agreement of results between teacher and student's assessments and the level of achievement of learning objectives in the unit "Helping Relationship and Communication", we designed a descriptive study with 95 students. The results showed the satisfaction of the students, the lack of consistency in the evaluations of teachers and students (coinciding with other studies) and demonstrated the effectiveness of this methodology to acquire specific skills in communication. The article reports on the study of users' point of view in library evaluation. It states that library evaluation from the users' point of view is divided into the reflection method, collaboration method and into the independent evaluation method. It shows that library evaluation based on users depends on the users' reflected evaluation, collaboration with librarians, and established independent organizations. The study also mentions that the reflection method is made up of assessment satisfaction, outcome and SERVQUAL while the collaboration method is composed of public and team specialists.

This article compares the influence of evaluation in two different public education contexts. One evaluation was knowledge-focused, with the evaluators acting as external judges in a context of top-clown changes at post-implementation stage in infant and primary schools. The other was development-focused from a constructivist perspective in a context of bottom-up changes during the building of a shared model in a university administration department. The effects of the former were limited to the impact of disseminating scientific information. The latter evaluation had several effects, many of them indirect and diffuse. The main source of influence was participative discussion about evaluation procedures and their results. The advisability of participative evaluation to support system changes and model construction is discussed. The authors also suggest that the concept of influence be considered in the broad sense so different types of influence (multidirectional, indirect, unintended, non-instrumental) can be included as an evaluation impact. 19. Soil quality: Evaluation of on-farm assessments in relation to analytical index.

• Two on-farm strategies to assess soil quality were tested. • Both strategies were sensitive to distinguish soil management systems. • One strategy was significantly correlated with an analytical index. Although soil quality assessments are mostly based on analytical approaches, on-farm evaluations help farmers, advisors and researchers to analyse soils rapidly and inexpensively. This study's hypothesis was that two on-farm soil quality assessments, the Rapid Diagnosis of Soil Structure (DRES) and the Practical Guide for Participative Evaluation of Soil Quality (PGPE) are able to distinguish the quality of soils under different management systems as effectively as the widely-used and analytical strategy SMAF (Soil Management Assessment Framework). Thus, this study aimed to test DRES, PGPE and SMAF in soils under different management systems, as well as to determine the correlation between the results from each on-farm assessment (DRES and PGPE) and SMAF results. Cambisols of conventional farming, no-tillage farming, organic farming, agroforestry systems and native vegetations were sampled in the 0−25 cm layer in two different municipalities with subtropical climate in southern Brazil. SMAF assessment was performed by integrating six soil quality indicators (total organic carbon, microbial biomass carbon, macroaggregate stability, bulk density, soil pH and available soil P) into a final soil quality index. DRES assessment combined on-farm information about soil aggregates, compaction, rupture resistance, root system and biological activity into a final soil quality index. PGPE assessment integrated the on-farm observation of organic matter, root system, soil structure, soil compaction and infiltration, erosion, water retention, soil macrofauna and soil cover into a final soil quality index. The on-farm strategies to assess soil quality DRES and PGPE were proven to be able to distinguish different soil management systems, as well as was the analytical method SMAF. The PGPE distinguished a wider range of sites than DRES, regardless the municipality or soil texture. The PGPE was more correlated with the SMAF than the DRES, especially in clayey and clayey loam soils. These results highlight the value of on-farm soil quality assessments, providing timely results for ease of interpretation. [ABSTRACT FROM AUTHOR]

Resumo O objetivo deste artigo é analisar ações em saúde mental a partir da rede de atenção psicossocial pela perspectiva dos usuários. Usou-se metodologia participativa de quarta geração. De acordo com os resultados, os dados evidenciam desafios na implementação de ações de saúde mental na atenção básica e em diferentes pontos da rede psicossocial, visto que os usuários reconhecem a existência de uma rede de saúde, mas indicam acesso limitado a ela, pois entendem que as ações poderiam ser realizadas em espaços facilitadores de sua aproximação e inserção na comunidade. Há fragilidade na articulação e na efetivação de cuidados integrados nos serviços e, consequentemente, as demandas de saúde mental se mantêm centralizadas nos serviços especializados, demonstrando forte inibição do trabalho em rede. Conclui-se que os limites do trabalho em rede apresentam desafios no cotidiano dos usuários dos serviços e apontam outros desafios para a construção de novas possibilidades e avanços em direção à inserção social.
