This article explores the experience to date under a 1947 British law designed to encourage union participation in economic planning for industries which have not been nationalized. The author feels that the law has fallen far short of original expectations and finds the reasons for this failure in the organizational form of the joint planning councils, the statutory provisions under which they operate, and the quality of the union representation on the councils.
