Intelligent Parking and Guidance System (IPGS), is an important part of ITS (Intelligent Transportation System). The factors influencing route guidance, such as the position of vehicles, the information on traffic conditions, the parking spaces, etc., are dynamically variable. Such variations are real time changing constrained conditions for GIS (Geographic Information System). How to construct the optimal model of vehicle route guidance under such constrained conditions is a difficulty that puzzles GIS. The paper studies how to select optimal parking and driving route based on dynamic conditions. In reality, there are plenty of factors influencing parking, for example, the traffic, the road conditions, the parking spaces, the parking fee and the walking time from parking to destination, etc. How to resolve the problem of parking guidance under these factors, especially those dynamic ones? Our solution is to, firstly, find factors influencing parking as many as possible; then, find which are significant and which are subordinate, so as to determine their weights relative to all factors. Next, setting all of the influencing factors as Factor Set, and driving velocity on optional roads as Evaluation Set, multi-level fuzzy comprehensive evaluation is to be carried on according to AHP. Therefore, the selection of parking is changed into the problem of driving velocity. The route on which vehicles run fastest is the optimal guidance route. At a certain time interval (for example, 10s), the route to optimal parking of running vehicles will be found by repeated calculation with updated influencing factors. At last, the applicability and precision have been verified by calculating with simulated traffic data. [ABSTRACT FROM AUTHOR]
