Abstract

This chapter examines various perspectives on partnership, one of the principles of the Comprehensive Development Framework. Partnership requires clarification of the terms on which it is undertaken, its scope, and the mechanisms that underpin it. In May 1998, the Partnerships Group at the World Bank published the report entitled Partnership for Development: Proposed Actions for the World Bank. The report provided an operation definition of partnership, identified the requirements for successful partnership, and laid out a strategy, short-term actions for the World Bank, and a proposal for a partnership code of practice.

Abstract

This chapter explores multisectoral and integrated approaches to development planning for a renewed emphasis on long-term and comprehensive development strategies. The Comprehensive Development Framework (CDF), and its implementation through Poverty Reduction Strategy Papers emphasizes a long-term, holistic, and strategic approach that is also participatory, flexible, and carefully sequenced. This chapter also highlights several common problems, which resonate with the CDF: ambitious goals, overemphasis on data collection at the expense of implementation, imposition of administrative structures, political naivete about the scope for genuine consensus, poor quality of communication between donors and recipients, and weak linkage between planning and implementation.
