A timed comparison was made of two methods of searching. Five bibliographic searchers timed themselves while searching by possible main entries in the National Union Catalog. The authors then timed themselves searching the same items by title in the English Language Books by Title and in Library of Congress National Program for Acquisitions and Cataloging (LC NPAC) depository card file arranged by title. Comparisons revealed that, for a sample size of 771 items, searching by main entries in the National Union Catalog is 89.3 percent slower than searching by title in the LC NPAC file, and it is 84.8 percent slower than searching by title in the English Language Books by Title. Dubbed the "decade of the Hispanic," the 1980s was instead a period of retrenchment for Chicanos and Chicanas as they continued to confront many issues of earlier years in a more conservative political environment. This book presents a theoretical and practical portrayal of how, when, and why public school districts build new schools. Based on extensive data analysis and a comprehensive review of the literature, the book specifies school district reorganization and the subsequent steps necessary to implement plans. A collection of 13 scholarly articles and essays, this book makes available hard-to-find information and theories about American Indian economic development. Part I, "The Land and the People", emphasizes cultural traditions and beliefs of Indian people and traces the development of the concept of sovereignty and its applicability to Indian self determination. Part II, "Historical Background for Underdevelopment", contains a discussion of the significance of United States economic development in relation to Indian land policy, a summary of the history of Indian water rights, and an analysis of the colonial context as a framework for studying the historical underdevelopment of American Indian economies. Part III, a case study of the Navajo Nation, discusses (1) the Navajo postoral economy and the traditional-modern division, (2) underdevelopment and dependency in the Navajo economy, (3) strategies for increasing Indian governmental income and building a stable economic base, (4) Navajo government taxation of corporations operating in the reservation as a means to augment income and assert sovereignty, and (5) fundamental changes in the Navajo government resulting from 20 years of dependency on mineral leases and royalties. This paper describes the current status of development of an open-source shallow-transfer machine translation (MT) system for the [European] Portuguese $\leftrightarrow$ Spanish language pair, developed using the OpenTrad Apertium MT toolbox (www.apertium.org). Apertium uses finite-state transducers for lexical processing, hidden Markov models for part-of-speech tagging, and finite-state-based chunking for structural transfer, and is based on a simple rationale: to produce fast, reasonably intelligible and easily correctable translations between related languages, it suffices to use a MT strategy which uses shallow parsing techniques to refine word-for-word MT. This paper briefly describes the MT engine, the formats it uses for linguistic data, and the compilers that convert these data into an efficient format used by the engine, and then goes on to describe in more detail the pilot Portuguese$\leftrightarrow$Spanish linguistic data. We present a study of 3D dislocation dynamics in BCC crystals based on discrete crystal elasticity. Ideas are borrowed from discrete differential calculus and algebraic geometry to construct a mechanics of discrete lattices. The notion of lattice complexes provides a convenient means of manipulating forms and fields defined over the crystal. Atomic interactions are accounted for via linearized embedded atom potentials thus allowing for the application of efficient fast Fourier transforms. Dislocations are treated within the theory as energy minimizing structures that lead to locally lattice-invariant but globally incompatible eigendeformations. The discrete nature of the theory automatically eliminates the need for core cutoffs. The quantization of slip to integer multiples of the Burgers vector along each slip system leads to a large integer optimization problem. We suggest a new method for solving this NP-hard optimization problem and the simulation of large 3D systems. [ABSTRACT FROM AUTHOR]

The Guarani people currently occupy a large area of the Bolivian Gran Chaco (Fig. 6.1). They speak a language which belongs to the Tupí-Guaraní linguistic family which historically covered a wide territory in the greater Amazon basin. According to tradition, Guarani groups moved west into the region that is today Bolivia seeking the "Ìvì Maraëì"—"Land Without Trouble" prior to the arrival of the Spaniards. When the Spanish entered the Chaco, the "Chiriguanos" Guarani of Isoso were established and well-organized, having earlier defeated the "Chanés" and other groups in the area. Guarani were defeated by the Bolivian state in 1896, at the massacre at Kuruyuki. [ABSTRACT FROM AUTHOR]
