It also provides a baseline for our examination of more specific attitudes later in this and following chapters. OVERALL SATISFACTION WITH THE POLICE Opinion polls and our own survey show that the vast majority of Americans rate the police favorably in general terms. Most Americans say that they “trust,” have “confidence” in, and “approve” of the police. However, the factors that shape such overall satisfaction are not fully understood. To what degree and in what ways is satisfaction influenced by race and ethnicity, by the conditions in one's neighborhood, by personal encounters with police officers, by people's general beliefs about police misconduct, or by media reporting on the police? As noted in Chapter 1, consensus is lacking on the impact of these factors on citizens' perceptions of the police; instead, the research literature contains a hodgepodge of diverse findings (Brown and Benedict 2002). Nor have previous studies examined all of these factors simultaneously, as we do here. This chapter examines four types of racialized policing: discrimination against minority individuals, discrimination against minority neighborhoods, racial prejudice among police officers, and racial profiling during traffic stops. Like the misconduct examined in the previous chapter, the frequency and scope of racially biased policing remains unknown. Despite a recent flurry of studies of racial profiling during traffic stops, there are no reliable estimates of how many stops are motivated entirely or largely by the drivers' race. Similarly, we do not know how often police discriminate in other ways against individuals because of their race. Almost no studies have investigated whether the race of officers affects citizen attitudes toward the police, despite the conventional wisdom that officers' race does make a difference. Although racial prejudice among officers is thought to be commonplace (Jefferson 1988:522) and likely influences their behavior at least to some degree, the extent of racial animus on the part of police is opaque. Citizens' views of racialized policing may be considered just as important as the objective reality of policing. Behavior perceived as racially motivated may increase the frequency of face-to-face altercations between minorities and officers and generate broader distrust of the police. Such perceptions also may make people less inclined to call the police to report crimes, to cooperate with police investigations, and to consider police work as a career. Americans are ambivalent about the police. We are fascinated by them, as evident in the popularity and proliferation of police shows on television – from dramas such as NYPD Blue and Law and Order to reality programs such as COPS. These shows typically present the police in a sympathetic light, even when they act aggressively or improperly against citizens. Programs such as COPS appear to present the “reality” of everyday patrolling, but with a camera crew present the featured officers are obviously on their best behavior. On the negative side, Americans' opinions of the police are periodically shaken by revelations in the media of serious incidents of police misconduct (such as brutality) or more entrenched and ongoing problems (such as corruption). Most people were appalled at the gratuitous beating of Rodney King in Los Angeles, as reflected in the massive drop in public approval of the Los Angeles Police Department (LAPD) in the wake of the beating. Just two weeks after the beating, black and Hispanic confidence in the LAPD fell a whopping 50 percentage points – from 80 to 31 percent among Hispanics and from 64 to 14 percent among blacks – according to a Los Angeles Times poll on March 20, 1991. Approval among whites also fell, but less dramatically (from 74 to 41 percent). The killing of Amadou Diallo in February 1999 – after New York City cops fired 41 bullets at him – created a furor in the city, with daily protests outside police headquarters. Drunk driving is not only an important subject in its own right, but it also provides a clear window for viewing general issues of criminology, criminal law jurisprudence and social control. Focusing on drunk driving reinforces the important sociological point that criminal law does not define a generic type of behavior, but only signals a legal response to a variety of behaviors which the political community wishes to condemn and control. Drunk driving offers an extremely rich subject matter for those who study the sociology of sanctions and social control.
