This chapter discusses the correlation between development, empowerment or disempowerment and technocracy. The immediate emphasis is on neo-liberal ideas for privatization of once public services, the implication being that nongovernmental organizations should now do what the state was once expected to develop into doing. Where the state is weak, the nongovernmental organizations can and should be strong. Government bureaucracies, divided into rival ministries competing for influence in line with specialist expertise, pursue contradictory objectives even within the same development project. If the clients are sometimes victims of mismanagement and pseudo-scientific expertise, the are rarely passive victims. Development, whether by the state or by nongovernmental organizations, is ever and always a political battleground, never a mere technical exercise or a foregone conclusion. The author wants to argue first in defense of a Foucauldian approach because of the need for a long-term perspective on state-planned development in which there is a rationalization of space through rural centralization. Foucault made people understand the technology of power which disciplines through commanding the distribution of individuals in space.
