The goal of the paper is to present the use of multicriterial decision methods to assure the transparency of public acquisitions in the context of regional economic growth. Based on multiple criteria algorithms and using adequate methods to determine the importance of each criterion, a computer program was created to assist the decision maker. The software was created by the department of Mathematics and Computer Science of “Aurel Vlaicu” University of Arad and implements the procedure for public tenders. The application is designed both for Electre and Topsis models, without limitations in the number of alternatives or criteria. Besides describing the algorithm and the software, the paper deals with a case study: a public procurement in the field of road construction. In Romania, the financial support for road construction is provided by the administrative budget of the counties, using various funds: local taxes, public or private funds, EU financing. The contract is assigned to one of the applicant companies through a public acquisition process. The decision considers a set of criteria, in order to obtain the best quality to price ratio and applies the Electre multi-criteria decision-making model. Input data is obtained from the tenderers’ files handed in by each applicant. Before running the algorithm, a careful financial background check of the applicant is conducted. In this case study, seven tenderers passed the eligibility check and were admitted to the final phase. A number of eight criteria were considered and weighted by the experienced staff of the county administration. The computer application was used for ranking the alternatives and to designate the winner of the tender through an independent and transparent acquisition process. [ABSTRACT FROM AUTHOR]
