In the past few years, scientists from different countries examines the factors affecting the competitiveness of high-tech industries. Much attention is paid in the literature to scientific and technical progress and the effects that it receive from developed countries. In developing countries, the effects of new technologies arise very late. This is because developing countries do not have sufficient technological capabilities and dynamic capabilities. The development of these countries is due to borrowing of new technologies and knowledge from developed countries. In this article, we try to level the theoretical data to identify the factors that most strongly influence the activities related to the borrowing and production technologies technology. What began as a financial crisis in the US in 2007 in less than a year has turned into a general economic crisis becoming a global phenomenon in terms of territorial coverage and universal in terms of its effects. The increased level of connection among countries has favored its rapid expansion all over the world and its effects so far are stronger and deeper compared to any economic crisis experienced so far, including the great Depression of 1929. The crisis plunged most of the developed countries into a serious recession but its negative consequences are already being felt even in countries such as Albania. Although a developing country characterized by a low level of integration of its economy to the global economy, Albania has not escaped the international crisis. Virtual market opens up new business opportunities. Information and communication technologies offer access to the virtual market for each Internet user. The number of Internet users, that is, the consumer potential of the virtual market, has grown in geometric progression in recent years. A large proportion of the population of industrialized countries are using the Internet for searching information about goods and services. However, the population of EU member states are still not as active in the virtual market, as the population of the U.S. or Japan. EU single market space is intended to become the quintessence of the supranational character of modern European economic integration. The leading role in the implementation of the idea of virtualization of Europe belongs to small and medium-sized businesses.
