In order to overcome the shortcoming of Fuzzy C-means (FCM) that can not deal with image noise and weaknesses of its common improved algorithms, an improved FCM algorithm using the difference of neighborhood information is proposed in the paper. The algorithm uses the Gaussian function to characterize the differences of space and gray level of neighborhood pixels reasonably, to realize the adjustment of the center pixel membership to achieve the purpose of noisy image segmentation. The experiments show that the algorithm can effectively handle the Gaussian and Pepper & Salt noisy image, which can remove the noise while retaining more complete details of image. In this paper, we introduce a software platform which can simulate and study the countermeasure between the terminal guidance missile and the warship. A criterion for evaluating effectiveness of chaff jamming is studied and requirements of chaff RCS are discussed.
