This paper presents a comparative procurement of performance appraisal products, in the context in which there are several homogeneous, which can be delivered to the public sector (goods/products/services, etc.). The proposed method provides a summary measure of the efficiency, economy, or comparative effectiveness of each unit of analysis, as well as other helpful information in performance management. Such information may include good operating practices, and the setting of performance targets at which a unit/activity/product/service can be set, by reference to the size of the most productive scale, at which another unit operates. Identify an efficient unit as a model, to which an inefficient unit can be reported, to improve its performance and productivity over time. In the paper, a case study was conducted, which aims to identify the best levels of performance of the established indicators. One effective way to improve service performance is to improve procurement management. In terms of purchasing or purchasing itself, the cost spent reaches around 60% of the total budget. The better the procurement function is implemented, the more cost savings will be acheived. The procurement activities at the hospital have the aim to fulfill medical and non-medical needs in quality health services and to ensure continuity in health services. Hospital goods or services procurement itself is guided by policies regulated in Presidential Regulation Number 16 Year 2018 and LKPP Institution Regulation Number 9 Year 2018. Based on this, a strategic policy emerged in the procurement of goods/services aimed at achieving VFM, namely the implementation of a procurement consolidation strategy. This research used 11 main criterias to measure VFM through Analytical Hierarchy Process (AHP). Those are quality (19.4%), time (14.0%), costs (13.4%), efficiency (9.50%), effectiveness (8.80%), provider or supplier (8.40%), quantity (7.20%), risk allocation (6.90%), sustainability (4.70%), location (4.00%), and innovation (3.60%). As the results, an assessment of the performance of the implementation of the consolidation strategy in the procurement of goods / services of Joglosemar's Vertical Hospital obtained a value of 61,945 which included in the category of satisfaying performance. Australia is a leading user of collaborative procurement methods, which are used to deliver large and complex infrastructure projects. Project alliances, Early Contractor Involvement (ECI), and partnering are typical examples of collaborative procurement models. In order to increase procurement effectiveness and value for money (VfM), clients have adopted various learning strategies for new contract development. However client learning strategies and behaviours have not been systematically analysed before. Therefore, the current paper undertakes a literature review addressing the research question "How can client learning capabilities be effectively understood?" From the resource-based and dynamic capability perspectives, this paper proposes that the collaborative learning capability (CLC) of clients drives procurement model evolution. Learning routines underpinning CLC carry out exploratory, transformative and exploitative learning phases associated with collaborative project delivery. This learning improves operating routines, and ultimately performance. The conceptualization of CLC and the three sequential learning phases is used to analyse the evidence in the construction management literature. The main contribution of this study is the presentation of a theoretical foundation for future empirical studies to unveil effective learning strategies, which help clients to improve the performance of collaborative projects in the dynamic infrastructure market. Infrastructure development plays an important role to stimulate the nation's economic growth. During 2011, infrastructure industry contributed 5.5% to the GDP of Indonesia with real growth of 9.3%. Two mega infrastructure projects have been developed in the past few years: Sunda Strait Bridge (SSB) to connect Sumatra and Java Islands, thus increase economic integration between the two major islands, and; Soekarno-Hatta International Rail Link (SHIARL) as an alternative mass transportation which is expected to provide accessibility and mobility for people and goods around Greater Jakarta area to the airport. The two mega infrastructure projects listed in MP3LI program in 2011 required comprehensive study in the aspects of planning, funding, and techniques of projects developments. This research is proposed to produce a conceptual design of SSB and SHIARL in order to gain maximum result and generate added values to the projects. This research employed a combination of quantitative and qualitative methods through questionnaire survey distributed to the related stakeholders of the projects and focus group discussion (FGD). The results identified additional functions for innovation to both mega infrastructure projects. Malaysia is moving forward towards a developed country by the year 2020. Therefore, implementation of Private Financial Initiative (PFI) in Malaysia is really needed in order to improve the delivery and quality of infrastructure facilities and public services in this nation. The success of this program can only be made possible by healthy participation from both public and private sectors in Malaysia. The most essential aspect that needs to be fulfilled in this program is value for money (VFM) whereby maximum efficiency and effectiveness of every purchase is attained. Hence, at the preliminary stage of this study, estimating materials price index in Malaysia is the main objective. This particular paper aims to discover the best forecasting method to estimate cement price index by different regions in Peninsular Malaysia since cement is the main material used in construction industry. Cement index data used were from year 2005 to 2011 monthly data of different regions in Peninsular Malaysia. It was found that Backpropagation Neural Network with linear transfer function produced the most accurate and reliable results for estimating cement price index in every region in Malaysia. The neural network models selection were based on the Root Mean Squared Errors (RMSE), where the values were approximately zero errors and highly significant at p<0.01. Therefore, artificial neural network is sufficient to forecast cement price index in Malaysia.
