The Australian electricity sector is expected to undergo major changes to reduce the current sectoral CO2 emission of 190 million tons to 96 million tons by 2050. This paper summarizes two major modeling studies that have been undertaken since 2006 to understand the full set of investment, price and financial impact on existing generators, especially coal-based generators. We have used a long-term capacity and dispatch optimization model to comprehensively analyze both least-cost and market-led expansion of the system to accommodate alternative emission reduction targets from a shallow cut to a deep cut. The modeling results demonstrate the cost of meeting the target can be over $30 billion in NPV terms. A mix of clean coal technologies, gas and nuclear technologies is expected to displace the existing stock of conventional coal which varies significantly depending on the emission reduction target. The analysis also show that mandatory renewable targets or technology standards are inefficient policies in comparison to a market-based policy such as the proposed emissions trading scheme. In support of the European Space Agency Soil Moisture and Ocean Salinity (SMOS) mission, a number of soil moisture and sea salinity campaigns, including airborne L-band radiometer measurements, have been carried out. The radiometer used in this context is fully polarimetric and has built-in radio-frequency-interference (RFI)-detection capabilities. Thus, the instrument, in addition to supplying L-band data to the geophysicists, also gave valuable information about the RFI environment. Campaigns were carried out in Australia and in a variety of European locations, resulting in the largest and most comprehensive data set available for assessing RFI at L-band. This paper introduces the radiometer system and how it detects RFI using the kurtosis method, reports on the percentage of data that are typically flagged as being corrupted by RFI, and gives a hint about geographical distribution. Also, examples of polarimetric signatures are given, and the possibility of detecting RFI using such data is discussed. [ABSTRACT FROM AUTHOR]

Plume heights from wildfires are used in climate modeling to predict and understand trends in aerosol transport. This paper examines whether smoke from grassland fires in the desert regions of western and central Australia ever rises above the atmospheric boundary layer. Three methods for deriving plume heights from the Multi-angle Imaging SpectroRadiometer (MISR) instrument were utilized: 1) the MISR standard stereo-height algorithm; 2) the MISR enhanced stereo product; and 3) the MISR INteractive eXplorer (MINX) v.1 tool. To provide context and to search for correlative factors, stereo heights were combined with fire radiant energy flux from the Moderate Resolution Imaging Spectroradiometer instrument, atmospheric structure information from the National Centers for Environmental Prediction/National Center for Atmospheric Research reanalysis project model, surface cover from the Australia National Vegetation Information System, and forward and backward trajectories from the National Oceanic and Atmospheric Administration Hybrid Single-Particle Lagrangian Integrated Trajectory model. Although most smoke plumes concentrate in the near-surface boundary layer as expected, some appear to rise higher. Smoke that gets above the boundary layer will travel farther, remain the atmosphere longer, and therefore have a larger environmental impact. It was previously thought unlikely for grassland fires inject smoke above the boundary layer. Our findings suggest that climate modelers should reevaluate common assumptions about the heights of smoke plumes when producing aerosol transport models involving grassland fires. The traceability for thermal voltage converters (TVCs) usually depends on a range-to-range buildup technique that requires either very small voltage-level dependencies of the converters or precise knowledge of these level dependencies. In practice, this inevitably leads to uncertainties that accumulate in the buildup process and dominate the overall uncertainty of the high-voltage ac-dc transfer measurement. This paper presents an alternative technique that uses a 1000-V inductive voltage divider (IVD) developed at the National Measurement Institute, Linfield, Australia (NMIA). The use of the IVD eliminates the need for the buildup, which leads to a significant reduction in the uncertainty. The standard uncertainty of the new high-voltage TVC calibration setup is on the order of 1 μV/V, which is significantly smaller than the uncertainties derived from the buildup technique. Abstract-Harmonic monitoring has become an important tool for harmonic management in distribution system. A comprehensive harmonic monitoring program has been designed and implemented on a typical electrical medium-voltage distribution system in Australia. The monitoring program involved measurements of the three-phase harmonic currents and voltages from the residential, commercial, and industrial load sectors. Data over a three year period have been downloaded and available for analysis. The large amount of acquired data makes it difficult to identify operational events that significantly impact the harmonics generated on the system. More sophisticated analysis methods are required to automatically determine which part of the measurement data are of importance. Based on this information, a closer inspection of smaller data sets can then be carried out to determine the reasons for its detection. In this paper, we classify the measurement data using unsupervised learning based on clustering techniques using the minimum message length technique, which can provide the engineers with a rapid, visually oriented method of evaluating the underlying operational information contained within the clusters. Supervised learning is then used to describe the generated clusters and to predict the occurrences of unusual clusters in future measurement data. [ABSTRACT FROM AUTHOR]

The National Airborne Field Experiment 2005 (NAFE'05) and the Campaign for validating the Operation of Soil Moisture and Ocean Salinity (CoSMOS) were undertaken in November 2005 in the Goulburn River catchment, which is located in southeastern Australia. The objective of the joint campaign was to provide simulated Soil Moisture and Ocean Salinity (SMOS) observations using airborne L-band radiometers supported by soil moisture and other relevant ground data for the following: 1) the development of SMOS soil moisture retrieval algorithms; 2) developing approaches for downscaling the low-resolution data from SMOS; and 3) testing its assimilation into land surface models for root zone soil moisture retrieval. This paper describes the NAFE'05 and CoSMOS airborne data sets together with the ground data collected in support of both aircraft campaigns. The airborne L-band acquisitions included 40 km x 40 km coverage flights at 500-rn and 1-km resolution for the simulation of a SMOS pixel, multiresolution flights with ground resolution ranging from 1 km to 62.5 m, multiangle observations, and specific flights that targeted the vegetation dew and sun glint effect on L-band soil moisture retrieval. The L-band data were accompanied by airborne thermal infrared and optical measurements. The ground data consisted of continuous soil moisture profile measurements at 18 monitoring sites throughout the 40 km x 40 km study area and extensive spatial near-surface soil moisture measurements concurrent with airborne monitoring. Additionally, data were collected on rock coverage and temperature, surface roughness, skin and soil temperatures, dew amount, and vegetation water content and biomass. In this paper, the validity of Recommendation ITU-R P.1546 in a short-range terrestrial environment is analyzed. Its three versions (P.1546, P.1546-1, and P.1546-2) are compared against simple models and evaluated using measurement results that were obtained by utilizing the pilot signal of a commercial code-division multiple-access mobile telephone network. Measurement results show that P.1546-2, on average, underestimates the field strength by more than 10 dB for typical Australian rural areas. However, it improves the error standard deviation compared to previous versions. The causes of these effects and the suggestions for further development of the Recommendation are discussed and evaluated. [ABSTRACT FROM AUTHOR]

In this paper, a property rights model for electric transmission is proposed and its properties analyzed. The proposed rights, called "border flow rights," support financial hedging of transmission risk and merchant transmission expansion through associated financial rights, called "contracts for differences of differences." These financial rights allow for forward trading of both energy and transmission by a unified exchange, avoiding the bifurcation in current markets between decentralized long-term energy trading and centralized long-term transmission trading. Such long-term trading can help to support the financing of both generation and transmission assets. This paper describes the process of review, design, and delivery of a course in modern embedded systems, an international collaborative teaching project involving the University of New South Wales (Australia), Manchester University, and Imperial College, London University (United Kingdom). This project, being the first of its kind anywhere in the world, provides a learning environment that replicates the current industrial practice in embedded systems design in an easy and comprehensible setting, an environment where the processor, dedicated coprocessors, and software are all integrated to create a functional system such as used in sophisticated electronic devices, including mobile phones, Web phones, televisions, digital cameras, and personal digital assistants. Such collaborations are important in both reducing development costs in developing up-to-date, and increasingly sophisticated, courses and in addressing pedagogical issues that are common between computer and electrical engineering programs in all academic institutions. To assist students' learning experience, the course is supported with purpose built state-of-the-art programmable hardware and software development platforms, carefully planned laboratory experiments, lecture notes, weekly online quizzes, tutorials, and a companion CD-ROM as a learning tool. Since the introduction of this complete package, students' satisfaction, assessment results, and skills obtained through evaluation and assessment methods have improved markedly. The national health insurance system in Australia records details on medical services and claims provided to its population. An effective method to the discovery of temporal behavioral patterns in the data set is proposed in this paper. The method consists of a two-step approach which is applied recursively to the data set. First, a clustering algorithm is used to segment the data into classes. Then, hidden Markov models are employed to find the underlying temporal behavioral patterns. These steps are applied recursively to features extracted from the data set until convergence. The main objective is to minimize the misclassification of patient profiles into various classes. This results in a hierarchical tree model consisting of a number of classes; each class groups similar patient temporal behavioral patterns together. The capabilities of the proposed method are demonstrated through the application to a subset of the Australian national health insurance data set. It is shown that the proposed method not only clusters data into various categories of interest, but it also automatically marks the periods in which similar temporal behavioral patterns occurred. Each year, the IEEE Network July/August issue publishes accepted open call papers, and nine such papers are included in this issue. The challenges of deploying next generation access (NGA) networks come from the network architecture and technical options to provide advanced features. The first article, "Architecting a National Optical Fiber Open-Access Network: The Australian Challenge" by Vijay Sivaraman et al., inspired by the ongoing construction of the national broadband network in Australia, discusses the potential challenges of building a nation-wide and open-access optical network, with emphasis on fiber layout and interconnection between the network and service providers. The deployment of NGA is not only a technical issue, but also an economic one. Based on a thorough techno-economic model, the second article, "Risks Associated with Next Generation Access Networks Investment Scenarios" by Dimitris Katsianis et al. evaluates investment risks of NGA for various scenarios. In addition, the authors discuss the effectiveness of the European Commission's Recommendation on regulated access to NGA, targeting to tackle the regulatory trade-off between encouraging investments and promoting competition. The article profiles Abbas Jamalipour, candidate for member-at-large of the Institute of Electrical & Electronics Engineers Inc. (IEEE) Communications Society. Jamalipour has been an educator at the Sydney University in Australia since 1998 and obtained his doctorate degreee from Nagoya University in Japan. He has written and co-authored seven books and holds two patents. He used to be the chair of Satellite & Space Communications from 2004-2006. Among the position statement of Jamalipour notes that he will promote a fast and fair review processing system for the publication of papers.

This paper considers the problem of localizing multiple agents, e.g. unmanned aerial vehicles (UAVs), robots, etc., moving in two-dimensional space when the known data comprise 1) the inter-agent distances, and 2) the angle subtended at each agent by lines drawn from two landmarks at known positions. Later it is shown that this result has direct application in a different general robotic problem, viz. robot-to-robot relative pose determination (relative reference frame determination), using measured distances.
