Numbers of citations of outstanding conference papers (OCPs) of IEEE Nuclear and Space Radiation Effects Conferences (NSRECs) from 1966 to 2017 are compared with citations of the most highly cited papers (HCPs) of the corresponding special issues of the IEEE TRANSACTIONS ON NUCLEAR SCIENCE (TNS), as well as average numbers of citations and cumulative $h$ index, $h_{\mathrm {cum}}$ , for all TNS papers published in the same year. 85% of NSREC OCPs are cited at a higher rate than the average for all TNS articles in that year. 55% of NSREC OCP citation totals are higher than $h_{\mathrm {cum}}$ for TNS in that year; these rank among the ~8% most highly cited TNS papers for that year. In ~10% of cases, the NSREC OCP is also the most HCP. Similarly high citation impact is found for papers nominated as candidates for OCPs. Radiation effects papers published in annual NSREC special issues comprise a significant fraction of all TNS articles cited $h_{\mathrm {cum}}$ times or more. These results support the use of $h_{\mathrm {cum}}$ as a metric of citation impact in this work and show that the NSREC OCP process generally meets awards criteria guidelines for impact. Potential reasons for variations in citation rates are discussed, and recommendations are provided to enhance the awards process. [ABSTRACT FROM AUTHOR]

The papers in this special issue were submitted to all the conferences organized by IEEE Technology and Engineering Management Society (TEMS) in a given calendar year. In 2017, IEEE TEMS initiated its flagship conference TEMSCON (held in Silicon Valley), which serves as rebranding from its original International Technology Management Conferences (ITMC). With this Special Issue, we are publishing 81 peer-reviewed manuscripts, a selection from the best work presented in June 2019 at the 28th IEEE Symposium on Fusion Engineering (SOFE), Jacksonville, FL, USA. This is the sixth SOFE Special Issue that IEEE TRANSACTIONS ON PLASMA SCIENCE (TPS) has published, a tradition that started with the 2009 SOFE in order to afford attendees the opportunity to publish an expanded version of their oral or poster presentations in a refereed journal. It has become a popular option. With each successive SOFE, more authors take advantage of the possibility offered by TPS to have their conference papers gain wider exposure and be cited by others working in fusion engineering and its related disciplines. Readers benefit as well. For example, this issue features a total of 22 papers on ITER and Wendelstein 7-X, a unique collection of papers on two projects that sit at the forefront of fusion engineering. This paper present the impact on hardness assurance testing and the enhanced degradation of proton and neutron of the semiconductor device. In this work, it is shown that protons and neutrons can induce enhanced degradation in both trench and planar geometry power MOSFETs. Specifically, large shifts in current-voltage characteristics of some devices were observed at extremely low proton total dose levels (as low as 2 rad(SiO2)). These shifts induced significant increases (more than three orders of magnitude) in device "off" state leakage current. Neutron irradiations show similar degradation at equivalent fluence levels, even though neutrons do not deposit dose due to direct ionization. In addition, this increase in leakage current occurs at a much lower total dose level than expected based on 60Co gamma ray data. These data therefore suggest that the mechanism responsible for the enhanced degradation is a microdose effect associated with secondary particles produced through nuclear interactions between protons and neutrons and the materials in integrated circuits. The secondary particles deposit enough charge in the gate oxide to induce a parasitic drain to source leakage path in the transistor. Although the results are demonstrated for only trench and planar geometry power MOSFETs, microdose effects can impact the radiation response of other integrated circuit types. The IEEE International Conference on Plasma Science (ICOPS) is held annually, sponsored by the Plasma Science and Applications Committee (PSAC) of the IEEE Nuclear and Plasma Science Society (NPSS). The 47th IEEE NPSS ICOPS was organized ONLINE from December 06 to 10, 2020, by the National Institute of Education, Nanyang Technological University, Singapore. The ICOPS2020 was co-organized together with the 2nd Asia-Pacific Conference on Plasma and Terahertz Science (APCOPTS) which is envisioned as the future Asian version of the ICOPS series of conferences. The ICOPS2020 was initially planned as an onsite physical conference from May 24 to 28, 2020, at Marina Bay Sands, Singapore. However, due to the COVID-19 pandemic, it was shifted to online virtual conference. The conference’s technical program included a wide range of plasma science and technology topics, which ranged from basic and fundamental research to traditional and emerging technology applications. Since the ICOPS2020 was co-organized with APCOPTS, it also had a very strong coverage of fields related to terahertz science and applications. A total of 627 presentations from scientists and participants from over 41 countries were made at ICOPS2020 with a record total registration of 754. All presentations were recorded and were available to the registered participants for 90 days after the conference was over. The program also included a women-in-engineering talk by Jackie Y. The objectives of this tutorial are as follows: 1) to help students and researchers develop a basic understanding of how pulsed-power systems are used to create high-energy-density (HED) matter; 2) to develop a basic understanding of a new, compact, and efficient pulsed-power technology called linear transformer drivers (LTDs); 3) to understand why LTDs are an attractive technology for driving HED physics (HEDP) experiments; 4) to contrast LTDs with the more traditional Marxgenerator/ pulse-forming-line approach to driving HEDP experiments; and 5) to briefly review the history of LTD technology as well as some of the LTD-driven HEDP research presently underway at universities and research laboratories across the globe. Since 2017, the IEEE Transactions on Electron Devices (TED) has published a selection of extended versions of papers presented at the Symposia on VLSI Technology and Circuits held in the corresponding years (vol. 64, no. 10; vol. 65, no. 11; vol. 66, no. 12). Since 2018, the papers have been collected in a Special Section of TED titled “Papers from Symposium on VLSI Technology.” This initiative, which was the result of a fruitful cooperation between the Electron Device Society and the VLSI Symposium chairs and committees, has brought to TED a number of carefully selected (by the VLSI TPC first and then through the TED usual review process), high-quality submissions. The Latin American Workshop on Plasma Physics (LAWPP) is a regional meeting with global undertones, whose main purpose is to provide a forum for research carried out in Latin America, while presenting the main trends at international level on the various areas of plasma physics. Therefore, it fosters the establishment of scientific collaborations between Latin American researchers, as well as between them and researchers in developed countries, providing a proper forum to assess their results. The 16th version is to be carried out in Mexico City on 4-8 September, 2017. A special issue on selected papers of the 16th Latin American Workshop on Plasma Physics (LAWPP 2017) will be published within the next four months in the IEEE Transactions on Plasma Science. While it will be based on the Plenary and Invited talks, the guest editors, aided by a technical committee, covering a wide scope of specialties, will invite some of the best papers to be submitted to this issue, and send them to suitable referees. The IEEE International Conference on Plasma Science (ICOPS) is an annual meeting of the plasma physics community known for the broad range of topics addressed as well as for its varied international locations. The 42nd ICOPS was held in Belek, Antalya, Turkey, on May 24–28, 2015. It was the first time that ICOPS was held in Turkey and the region. The General Chair of ICOPS 2015 was Prof. Lütfi Öksüz from Suleyman Demirel University (Isparta, Turkey), the Technical Program Chair was Dr. Christine Coverdale from Sandia National Laboratories (Albuquerque, NM, USA), and the conference Liaison was Prof. Edl Schamiloglu from the University of New Mexico (Albuquerque, NM, USA). As is traditional, the conference consists of all plasma science topics including 7 technical sessions and 35 subsessions. This Series presents selected papers from the ITU Kaleidoscope Academic Conference that convened in Kyoto, Japan from the 22nd to 24th of April 2013.
