This paper is concerned with the socio-spatial and ethical politics of redistribution, specifically the allocation of natural resources rents from political and economic cores to the economic and geographical peripheries whence the resource originated. Based on a case study of the coal seam gas sector in Queensland's Surat Basin, this paper focuses on the operation of the Queensland State Government's regional development fund for mining and energy extraction-affected regions. Employing an environmental justice framework, we critically explore the operation of these funds in ostensibly helping constituent communities in becoming resilient to the worst effects of the 'staples trap'. Drawing on secondary demographic and housing data for the region, as well as primary information collected from key respondents from mid-2018 to early 2019, we show that funds were distributed across all of the local government areas, and allocated to projects and places primarily on a perceived economic needs basis. However, concerns were raised with the probity of the funds' administration. In terms of recognition justice, the participation of smaller and more remote towns and local Indigenous communities was hampered by their structural marginalisation. Procedurally, the funds were criticised for the lack of local consultation taken in the development and approval of projects. While spatially concentrated expenditure may be the most cost-effective use of public monies, we argue that grant application processes should be open, transparent and inclusive, and the outcomes cognisant of the developmental needs of smaller communities, together with the need to foster regional solidarity and coherence. Objective: The Composite International Diagnostic Interview 3.0 is a standardised diagnostic interview commonly used in population-based mental health surveys, but has not been used in community-residing Indigenous Australians. This paper seeks to determine whether the Composite International Diagnostic Interview 3.0 can produce valid diagnostic information when compared with a diagnostic interview in an urban Indigenous Australian sample. Method: This research was conducted over 10 weeks with adult Indigenous clients of two participating Aboriginal Medical Services in South-East Queensland. Using a cross-sectional, repeated-measures design, participants were administered the Composite International Diagnostic Interview 3.0 by an Indigenous interviewer and within 2 weeks attended a second appointment with an Indigenous clinical psychologist, who produced a diagnostic summary. The Composite International Diagnostic Interview 3.0 diagnoses were compared with the diagnostic summaries and clinical concordance between the two measures was calculated. Results: The diagnostic accuracy of the Composite International Diagnostic Interview 3.0 differed by module. The Post-traumatic Stress Disorder and Major Depression modules had good utility in diagnosing post-traumatic stress disorder and major depressive episodes, respectively; however, the Mania module that provides diagnoses of bipolar disorder was found to be unsuitable for this population. Although there were no identified contraindications for the use of the Generalised Anxiety and Alcohol Use Disorder modules, further research on the diagnostic accuracy of these modules is warranted. Conclusions: The Composite International Diagnostic Interview 3.0 can accurately diagnose some common mental disorders in an Indigenous Australian population, but was found to be unsuitable for others. Given these findings, care should be taken when using the Composite International Diagnostic Interview 3.0 in epidemiological prevalence studies with Indigenous Australian populations. Objectives: Suicide is a leading cause of maternal mortality. Suicidality during and around the time of pregnancy can have detrimental impacts on a child's development and outcomes. This paper examines prevalence, demographic characteristics, and timing of initial contact with first responders and health services for a cohort of women who experienced suicidality during and around the time of pregnancy. Methods: Findings are drawn from the Partners in Prevention (PiP) study, a population-wide linked data set of suicide-related attendances by police or paramedics in Queensland, Australia. A sub-cohort of women was identified, who were between 6 months preconception and 2 years postpartum at the time of a suicide-related contact with police or paramedics (PiP-Maternal). Findings are compared to other girls and women who had a suicide-related contact with police or paramedics (PiP-Female). Prevalence, demographic characteristics, timing of contact with first responders and health services, re-presentations, and mortality are reported. Results: The PiP-Maternal cohort comprised 3020 individuals and 3400 births. Women in the PiP-Maternal cohort were younger, more likely to be of Aboriginal and/or Torres Strait Islander descent and live outside of a major city than the PiP-Female cohort. There were high rates of out-of-hours calls to police and ambulance, and similar perceived seriousness of the call between women in the PiP-Maternal and PiP-Female cohorts. Women in the PiP-Maternal cohort were less likely to be admitted to an emergency department within 24 hours, even after matching on covariates. Prevalence of suicidality for women who were pregnant and up to 2 years postpartum was 1.32% (95% CI = [1.27, 1.37]). Conclusion: Vulnerabilities and high rates of contact with police or paramedics, coupled with lower levels of follow-up, highlight the critical need to improve service responses for women with mental health needs during these phases of life. Lesbian, gay, bisexual, transgender, and intersex (LGBTI) police liaison programs were established around Australia from the late 1980s onwards to ameliorate discriminatory relationships between LGBTIQ people and police. With specialized training to better understand LGBTIQ issues, police liaison officers can provide support to LGBTIQ people as victims, offenders, or witnesses. Interestingly, very few LGBTIQ people seek support from these officers, even though many know they exist. This paper reports the results of a survey of a sample of LGBTIQ community members across two Australian states (Queensland and New South Wales) that explored why LGBTIQ people seek support from LGBTI police liaison officers. An online questionnaire asked LGBTIQ people about their perceptions of, and experiences with, police generally, and LGBTI police liaison officers specifically. Similar to past research, our analysis primarily found high levels of awareness of liaison officers, but very few participants accessed them. Further, and concerningly, the participants were generally reluctant to seek them out for support. Objectives: Demand for places in postgraduate psychiatry training programmes has increased over recent years. All systems have capacity limits, and concerns have been raised regarding the sustainability of the current intake. This paper presents a modelling exercise to exploring the presence and strategies to resolve bottleneck in the Queensland training programme. Methods: Mathematical modelling based on the RANZCP training regulations and the characteristics of the accredited training programme. Results: A training bottleneck was identified which has been impacted by increased training intake, demand for Advanced Training certificates, and location factors. Conclusions: This investigation raises important questions regarding the future management of postgraduate training in psychiatry in Queensland that may be applicable more widely across Australia and New Zealand. In particular, it highlights the large impact that can result from even small incremental increases in trainees across varying levels of the postgraduate programme and the importance of limiting trainee intake in a manner proportional to the availability of mandatory terms. The theme of mistrust in resettlement contexts is largely overlooked in refugee discourses. Through a qualitative inquiry of post-migration experiences of four women raising children alone in Brisbane, Australia, this paper outlines how the presence of mistrust could at times create difficult resettlement circumstances for these women, who then needed to negotiate additional obstacles in everyday life. The definition of social mistrust used here is a form of deliberate and ongoing suspicion about lone refugee women’s choices and lifestyles from other community members. Importantly, the women achieved a sense of well-being despite experiencing mistrust, both in inter-group and intra-group contexts, indicating that they conceptualised access to and benefits from social networks with different emphases on trust. Sociocultural narratives of mistrust, particularly gender-specific perspectives can enrich refugee discourses and challenge established notions of trust inherent to understandings of social networks in resettlement. The findings discussed in this paper contribute to debunking the ‘myth’ of homogeneity in relation to refugee groups and demonstrate the diversity of experiences among sub-groups of refugee women. Objective The aim of the current paper is to analyse time trends of non-fatal suicidal behaviour (NFSB) and its repetition at the Gold Coast in 2005-2015. Methods Data on presentations for NFSB were obtained from the Emergency Department (ED) Information System. Potential cases were identified through keyword searches, which were further scrutinised and coded. Annual person-based age-standardised rates for NFSB were calculated. Chi-square test, Poisson regression and Cox proportional hazards regression were used.Results: There was a significant increase in the age-standardised rates of NFSB for males (incidence Rate Ratio = 1.05; 95% confidence interval (CI): 1.04-1.07) and females (iRR = 1.06; 95% CI: 1.04-1.07). Age-specific rates showed significant increases for all age groups, except 25-34 and 55+ for females. Different types of poisoning were the predominant method of NFSB (poisoning only - 61.7% of episodes), followed by cutting (23%). Within the first year after the index episode, 13.4% of subjects repeated NFSB. Multivariate Cox regression model showed that sex, age and method predicted repetition.Conclusion: The increasing trends of NFSB and relatively high repetition rates emphasise the need for preventative actions. Clinical pharmacy service delivery is currently a significant challenge in remote areas. Mount Isa Base Hospital provides clinical pharmacy support to ten remote sites across an area of over 300,000 square kilometres. These sites do not have on-site pharmacists available and, due to the vast distances and unpredictable travel conditions, the outreach pharmacist from Mount Isa Base Hospital only visits sporadically. Provision of direct patient care and advice on medication safety with this model was restricted and insufficient. Telepharmacy provides an opportunity for these services to be vastly expanded. In an attempt to increase pharmacist accessibility for remote hospital sites, the Mount Isa Base Hospital pharmacy department developed an inpatient telepharmacy service. Telehealth equipment is being used to communicate directly with patients and hospital staff, review inpatient medication charts, generate patient medication lists, identify and resolve clinical interventions and provide medication-related advice and counselling. As a result of this implementation, all patients and health professionals in remote north-west Queensland hospitals now have access to a pharmacist. The number of inpatient medication reviews, clinical interventions and patient-pharmacist/clinician-pharmacist interactions occurring at each remote hospital site has increased. Since service initiation, 106 medication-related reviews have been completed via telepharmacy, including 48 patient interactions, and 111 medication-related interventions have been made. This paper outlines the process for the development of an inpatient telepharmacy service for remote hospitals and discusses the benefits and limitations associated with implementation. THIS PAPER DISCUSSES THE key findings from a qualitative case study that was conducted in response to one regional Queensland state school's identified need for a customised approach to parent engagement in the early years. Data was collected via six semi-structured focus group interviews with parents (n = 18) of children in the Preparatory year level at the school. A priori analysis of the data revealed three key barriers to parents' engagement with the school: communication, consistency and family commitments. The intention of this study was to capture parents' perspectives and experiences in order to customise and strengthen the school's approach to parent engagement. The key findings and implications presented herein contribute to the body of knowledge on parent engagement practices in early childhood education settings. This paper investigates the perceived well-being of residents of two coastal rural areas located in the central part of the Great Barrier Reef region in Australia. Typically, well-being studies concentrate on collating data from respondents about their perceptions of levels of satisfaction on specific predetermined points. However, recording respondents' satisfactions with various contributors to their well-being does not provide researchers with an indication of how important those contributors are to the respondents. This paper presents an approach to the analysis of well-being that combines the perceived importance of the well-being factors with the reported levels of satisfaction with the factor, aggregated to a regional level. A total of 372 individuals were asked to comment on how satisfied they were with twenty-seven well-being factors from the domains of society, the natural environment, and the economy and services. The highest reported satisfaction rates were associated with family relations, family safety, family health, family education levels, and work (>75%). Information about the perceived importance of the well-being factors was also recorded and combined with information about levels of satisfaction, thus creating an index of dissatisfaction—an index that allows one to identify an 'action list', or set of regional priorities that, if addressed by policy makers, has the potential to enhance regional well-being. Several high-scoring factors in the index, such as condition of the landscape and beaches and access to nature, came from the domain of the natural environment, indicating the importance of integrated approaches to well-being that also include environmental concerns. Objective: To describe the processes undertaken to maximise cultural competence in a complex research project and illustrate how this enhanced the quality of the research and impact of the research outcomes.Methods: An epidemiological survey of the mental health of Indigenous people in custody in Queensland was conducted using culturally informed research processes.Results: The research process that enhanced cultural competence is described. The research outcomes were positive in terms of participant and community experiences, participation rates, publications and other research outputs, capacity building and translation of research findings.Conclusions: This paper describes in practical terms how to conduct culturally informed research and how this approach enhanced the scientific rigour of a complex Indigenous health research project. Objective: The main risk of serious harm at major public figure gatherings comes not from terrorists or criminal activity but from fixated persons, many of whom have a serious mental illness. This paper reviews a collaborative mental healthpolice diversionary model for assessing and managing mentally ill individuals who attend major events because of their fixation on a dignitary or some idiosyncratic cause. Method: We examine the role of a multidisciplinary fixated threat assessment service during the pre-operational, operational and post-operational phases of major events in Queensland in 2014, including the G20 World Leaders' Summit. The benefits and challenges of this unique approach are reviewed. Results: The royal visit and G20 Finance Ministers' Meeting presented opportunities for the Queensland Fixated Threat Assessment Centre to develop and refine its approach to assessing and managing the threat posed by fixated persons at such events. Based on this experience, we also developed a typology to assist in the assessment of mentally ill people who present at public figure gatherings. In the week prior to the G20 Summit, six fixated people required hospitalisation for acute psychosis. A further 18 cases were identified during the event, one of whom was an involuntary patient whose leave from hospital was revoked as a consequence of his concerning behaviour at one of the G20 venues. There were no other admissions to hospital during the event, but in the remaining cases, where indicated, follow-up was arranged through the treating mental health service or general practitioner. There were no disruptive incidents involving fixated individuals during the G20. Conclusion: This novel diversionary model for assessing and intervening with concerning, fixated persons at major events proved effective in mitigating the risk posed by these individuals. It also highlighted the need for police, security and mental health services to consider the fixated in major event planning, for the safety of the event, the public and vulnerable mentally ill, fixated persons. The outcomes of agricultural innovation systems can be viewed as the emergent product of multiple interacting, multilevel, concomitant initiatives of diverse duration. The new language of environmental innovation partnerships, organizational groups and innovation brokers (IBs) engages with this perspective. In the cotton farming systems case analysed here, the participants developed what could be considered to be an innovation partnership, stimulated by an agrienvironmental incentive scheme that supported on-farm implementation of environmentally sensitized irrigation practices within a catchment. The participants pooled their resources and appointed a short-term IB to facilitate the 'purchase of knowledge' by local irrigators and their agronomic advisers, relevant to their self-identified irrigation knowledge needs. The IB also facilitated linkages among the partners' various irrigation, water, cotton and catchment initiatives. The partners hypothesized that new or modified organizational groupings would emerge and that system-wide practice changes would result, and that if the new organizational arrangements could be sustained post-project, a legacy of ongoing capability for systemic change could be achieved. This research shows that the shortterm objectives were met, but the expected post-project legacy did not emerge. In this paper, informed by more-than-human and biosecurity literatures, I attend a neglected nonhuman considered a serious agricultural pest: the fruit fly. In addressing what it takes to live without fruit flies, biosecurity is theorised as ongoing, enacted achievement sustained (or not) by everyday and eventful interactions of heterogeneous spaces, strategies, and participants--human and nonhuman. Relations of fruits, flies, and people are explored through one vital attempt to biosecure life: Australia's Fruit Fly Exclusion Zone (FFEZ), a tristate pest-free area established to protect commercial horticulture from the fruit fly. Fruit flies become problematised as their appetites and mobilities confound fruit production and marketing, and affdiated biosecurity controls. Making fruit safe enrolls policy and agricultural sectors, but also more dispersed agents (travellers, residents, trees) and management sites (primarily off-farm). Since its introduction, the FFEZ's ongoing biosecuring normalised, with only occasional outbreak events. However, recent unprecedented outbreaks evoke questions about the FFEZ's future status. In such eventful times, it is worth reflecting on what kinds of living are possible in biosecurity zones--for flies, for resident human communities, and for agrifood networks. [ABSTRACT FROM AUTHOR]

THE ARTS ARE AN IMPORTANT AREA of development for young children in their early years. By engaging with arts activities, young children are able to use their senses to explore the world. This paper reports on current arts practice in two kindergartens and two preparatory classrooms in Queensland, Australia. All sites are located in neighbouring suburbs. Findings reveal children in kindergarten are exposed to an arts-rich environment. In preparatory classrooms, few examples of arts activities could be observed, with children mostly accessing only one weekly 30-minute music lesson with a specialist teacher. Arts practice in classrooms was related to each teacher's philosophy of arts education, and the amount of arts education exposure they received during teacher education. Findings bring to the surface the tensions between kindergarten and preparatory education, and highlight the importance of adequate arts education in early childhood teacher education programs. THIS PAPER DETAILS THE EARLY childhood transition activities of three schools in southern Queensland, Australia, as reported by school administrators. The transition programs were analysed using the categories of theTransition to School Matrix of the New South Wales (NSW) Department of Education. Activities fell into the first four categories (Key Aspects) of the NSW Matrix. Specific weaknesses existed in responding to the needs of the local community (Key Aspect 3), linking children's early learning (Key Aspect 4), and especially evaluation and review (Key Aspect 5). Implications of these results are discussed, including the relationship between conceptions of readiness and characteristics of transition programs, the need to improve collaboration between preschool and primary schools, the development of transition programming geared towards all preschool-aged children (including those who did not attend preschool) and for schools to move from a series of transition activities to fully planned, monitored and evaluated programs. Objective: Suicide among Indigenous Australians is a well-recognized public health issue. Due to scarcity of epidemiological investigations in this area the exact size of this problem and its main characteristics remain uncertain. In this paper we present trends and methods of Indigenous suicides based on the Queensland Suicide Register for the period 1994--2007. Methods: Trends of age-standardized suicide rates were calculated for Indigenous and non-Indigenous populations. Suicide methods were compared between the two groups, with particular focus on hanging. Discriminant analysis was used to ascertain the size of under-estimation of suicide rates due to a considerable number of cases with unknown ethnicity in the Queensland Suicide Register. Results: Between 1994 and 2007, Indigenous populations had suicide rates 2.2 times higher than non-Indigenous Australians. Age-specific suicide rates for Indigenous men were highest in the 25 -- 34 age group, while in women they were highest among 15 -- 24 year olds. In children younger than 15 years, Indigenous suicide rate was almost ten times higher than of non-Indigenous counterparts. More than 90% of Indigenous suicides occurred by hanging. It was estimated that lack of information about ethnicity for 7% of suicide cases might have caused an under-estimation of Indigenous suicide mortality for 15.4% in men and 9.1% in women in the period 1994--2007. Conclusions: Suicide mortality of Indigenous Australians has reached alarming levels, particularly among youths. Objective: This paper describes the development of a collaborative group of mental health clinicians who have come together to improve practice in adult acute mental health settings for the inpatient management of schizophrenia. Method: Sixteen acute adult mental health inpatient services across Queensland worked together to develop clinical indicators related to the inpatient treatment of schizophrenia. Data collection was conducted by using information available on existing databases and through statewide chart audits using scannable form technology. Through a secure intranet site, and statewide forums, clinicians were able to access information on clinical indicators enabling them to compare their site data to peer and state data. Results: Available data from 15 of the 16 sites provided information on clinical indicators including average length of stay, 28-day readmission rates, antipsychotic prescribing, medication dose and the use of multiple antipsychotic medications at discharge. Conclusions: The formation of the Mental Health Clinical Collaborative has brought together clinicians across the State to develop clinical indicators and openly discuss ideas to inform and improve clinical practice. This process has been effective in improving the quality of routinely collected information across the State and in engaging clinicians in using health information to drive clinical practice. Objective: The aim of this paper is to describe the Eating Disorders Outreach Service (EDOS), which supports clinicians in the treatment and management of eating disorder patients across Queensland. EDOS’s mandate is to facilitate intake to the specialist inpatient and outpatient services at the Royal Brisbane and Women’s Hospital (RBWH) and to provide eating disorders education and consultation liaison to clinicians statewide. Method: EDOS provides services in four key areas: intake facilitation, service development, education and training, and consultation liaison. Each area is described in detail. Results: EDOS has grown since its inception to currently comprise a full-time team manager and a number of specialist clinician positions in psychiatry, nursing, dietetics, social work and psychology. The Service has become an integral part of the RBWH Adult Eating Disorders Service, providing statewide assessment and treatment recommendations, consultation liaison services and specialist intervention programs. Conclusions: EDOS has been successful in facilitating patient access to local general medical and psychiatric facilities. EDOS also plays a significant leadership role in the development of effective statewide networking forums for clinicians and key stakeholders, in inservice delivery and in the provision of evidence-based educational opportunities, each of which has contributed to improved access to services for eating disorder patients. This paper describes the piloting process that was behind Australian Magnesium Corporation Limited decision to build a 97 000 t per annum magnesium smelter near Rockhampton in Queensland, Australia in 2001. Before the engineering design for this smelter, Australian Magnesium Corporation Ltd had completed an extensive piloting program. This involved a batch minipilot plant in 1993 which was followed by a continuous minipilot plant which operated for eight months in 1994. Finally, a 1500 t per annum demonstration plant was built and operated at Gladstone in Queensland between 1998 and 2002. The minipilot plants assessed the stability of the chemicals used in the process, the solvent losses, the crystallisation yields and also tested the viability of operations previously only tested on a laboratory scale. The demonstration plant was designed to evaluate the complete integration of the process, assess the effectiveness of the selected industrial scale equipment and materials of construction while providing information for a bankable feasibility study. Objectives: To describe the development of the first Australian psychiatric emergency centre co-located with the Emergency Department at the Royal Brisbane and Women's Hospital. This paper covers the current operational model, significant partnerships and benefits of this service, which assesses and treats over 7200 presentations per year. Conclusions: The co-location of the Psychiatric Emergency Centre and Emergency Department has created a unique model of service delivery and effective working relationships between the two services. Objective: The aim of this paper is to analyse the reasons for a major increase in expenditure on inpatient pharmaceutical costs over a two year period and to describe strategies developed to prevent further increases. Conclusions: By educating our medical staff on the costs of the most commonly prescribed medications and favouring cost effective medications such as risperidone over olanzapine we have been able to contain our inpatient drug costs and achieve a 14% reduction this financial year. Most analyses of the connection of safety legislation to the capital/labour relation are organised around the question of the failure of safety legislation to prevent injury and death at work. However, these accounts are problematic in that they rely on a necessary relationship between the imperatives of capital and the actions of owners and managers. This paper uses a case study of the Queensland (Australia) coal mining industry to argue that a connection between safety legislation and the capital/labour relation can be found by starting, not from the question of failure, but from an exploration of the effects of the apparatus of safety. By approaching the question from this direction it allows a significant change within the mining labour process to be traced. The apparatus of safety operated both to differentiate the manager from the miners as labourers and to constitute the manager as the (partial) site of co-ordination and discipline. Thus the new category was aligned with capital and a prior condition for the real subsumption of labour was set in place. In this form of analysis the failure of safety legislation and the reforms which it engenders appear in a new light. They are no longer organising principles of analysis but parts of a strategy which was continually aiming at a shift towards a more capitalist labour process. [ABSTRACT FROM AUTHOR]

Objective: This paper describes the background to, implementation of and evaluation challenges associated with an innovative, arts-based, wellbeing and mental health recovery project in a remote Indigenous setting. Results: Creative Recovery is a community-based arts initiative for Indigenous people with mental health problems. It has been rolled out as a pilot project in a remote Cape York community and is aimed at promoting wellbeing and recovery. The theoretical basis for the initiative is modelled on ideas of the role that social capital plays in improving mental health. This involves both the beneficial impact community participation and the social cohesion it creates can have, not only on an individual's mental health, but also on the social and emotional wellbeing of the communities they are part of. Such initiatives have already been adopted as an integral part of mental health promotion in countries such as the UK, and in other Australian states such as Victoria and Western Australia. The following paper will locate Creative Recovery in the current field of mental health promotion theory and Indigenous social and emotional wellbeing, and will discuss some of the evidence for and challenges inherent in adopting such initiatives. Objectives: This paper describes the challenges in implementing an innovative arts-based mental health project in a remote Indigenous community. Method: The author (the Art Centre Manager) presents a personal narrative of the development of the Aurukun Creative Livelihoods project. Results: A partnership between an existing arts and mental health project (Creative Recovery) and the Wik and Kugu Arts and Craft Centre is described. Introduction: The Australian Government has provided $20 million to establish the Population Health Research Network (PHRN), with representation from all States and Territories to facilitate population health research through data linkage. Health LinQ is part of the Queensland node involving four Queensland universities, Queensland Health and the Australian e-Health Research Centre. Method: This paper reviews the potential for using administrative databases to study the mental health experience of Indigenous Queenslanders. Researchers can define cohorts for study within the administrative data or link them to their own data. Robust protocols preserve confidentiality so that researchers only receive anonymized data. Indigenous status can be defined either through place of residence or through the recording of Indigenous status in datasets such as the Queensland Hospital Admitted Patient Data Collection. Results: Available data include hospital morbidity, mental health data and mortality. Indigenous status is correctly identified in about 89% of cases with variation by definition used. Conclusions: Administrative data provide researchers and decision makers with accessible, cost-effective information without the intrusion and cost of additional data collection. Objective: The aim of this paper is to overview the history, structure and activities of the Queensland Mental Health Review Tribunal in relation to Indigenous patients. Results: The Mental Health Review Tribunal is an independent statutory body established under the Mental Health Act 2000 (MHA2000) to safeguard the rights of patients receiving involuntary treatment under the Queensland MHA2000. In the period from when the Tribunal commenced in 2002 to end of June 2008, people of Aboriginal and Torres Strait Islander background represent 2.3% of all patient registrations with the Tribunal. The Tribunal has established a range of strategies to encourage Aboriginal and Torres Strait Islander patients to attend and participate in their hearing. This includes widening the Tribunal's body of knowledge, strategies to inform patients about the Tribunal, culturally sensitive hearing practices, and widening the circle of participation in the hearing. Conclusions The future direction for the Tribunal in this strategy will be influenced by more formal evaluation of the outcomes and by further development of a model for the provision of cultural advice. Objectives: This paper provides an example of a mental health research partnership underpinned by empowerment principles that seeks to foster strength among community organizations to support better outcomes for consumers, families and communities. It aims to raise awareness among researchers and service providers that empowerment approaches to assist communities to address mental health problems are not too difficult to be practical but require long-term commitment and appropriate support. Methods: A collaborative research strategy that has become known as the Priority Driven Research (PDR) Partnership emerged through literature review, consultations, Family Wellbeing Program delivery with community groups and activities in two discrete Indigenous communities. Progress to date on three of the four components of the strategy is described. Results: The following key needs were identified in a pilot study and are now being addressed in a research-based implementation phase: (i) gaining two-way understanding of perspectives on mental health and promoting universal awareness; (ii) supporting the empowerment of carers, families, consumers and at-risk groups through existing community organizations to gain greater understanding and control of their situation; (iii) developing pathways of care at the primary health centre level to enable support of social and emotional wellbeing as well as more integrated mental health care; (iv) accessing data to enable an ongoing process of analysis/sharing/planning and monitoring to inform future activity. Conclusion: One of the key learnings to emerge in this project so far is that empowerment through partnership becomes possible when there is a concerted effort to strengthen grassroots community organizations. This project focuses upon the use of jam2jam, a generative computer system, to increase access to improvization experiences for children and to facilitate new kinds of relationships with artists. The network jamming system uses visual and audio cultural materials to enable communities to be expressive with artistic materials that they value as a community. As the system is part of a network, performances can be shared between communities at great distances and recordings of performances can be uploaded to a digital social network () and shared both locally and with the wider community. This paper examines a preliminary project where artwork made by Indigenous mental health clients in Far North Queensland was digitized and given to a group of 8–12-year-old urban Indigenous children to ‘improvize’ with and make music/video clips using the jam2jam instrument. It seeks to generate a discussion and identify applications within creative arts-led community health settings to facilitate new kinds of relationships with self, peers, local community, culture and artists through collaborative improvization. Art therapy encompasses both preventative and curative activities and aims to improve ways of engaging those who might be reticent in seeking more traditional forms of psychological support offered through ‘talking therapies’. The Longreach base of the Royal Flying Doctor Service in Queensland provides mental health support to people living in rural and remote locations in central western Queensland and has been complemented since 2006 by the addition of a full-time art therapist.
