Three mode comparability studies were conducted on the following Saturday national ACT test dates: October 26, 2019, December 14, 2019, and February 8, 2020. The primary goal of these studies was to evaluate whether ACT scores exhibited mode effects between paper and online testing that would necessitate statistical adjustments to the online scores to make them comparable to paper scores. All participants took the full ACT multiple-choice test (English, math, reading, and science), and participants in the February study had the option to take the writing test. The studies each employed an experimental, randomly equivalent groups design. All study participants received college-reportable scores, so their motivation to perform well on the ACT was expected to be like typical examinees during a national testing event. Findings reveal that students who test online tend to perform slightly better than students who test on paper, especially on the English, reading, and writing tests. ACT will equate scores across modes as needed to ensure that ACT scores can be treated as interchangeable regardless of testing mode, and ACT will continue to monitor comparability between paper and online testing and investigate reasons for observed mode effects on the ACT test.

With the widespread onset of the COVID-19 pandemic in 2020, Australian universities anticipated a significant loss of students and revenue and hence forecast the need for significant job reductions. Using Higher Education Statistics (HES) data on student numbers and full-time equivalent (FTE) staff by field of study, we explored changes which occurred between 2019 and 2020, this data only becoming publicly available in 2022. Against expectations, and with the exception of the field of study of Management and Commerce, nationally student numbers did not decline, but increased marginally. Our interest lay in the impact of this on casual academic staff employment in Australia's public universities, noting institutional strategies of having a flexible pool of casual staff to manage fluctuations in student demand. While the HES data does not allow firm conclusions, trends may become clearer with the release of the 2021 data. Nonetheless, it appears that many universities reduced casual academic staff numbers and marginally increased full and part time appointments. Overall, there were fewer academic staff to teach a static or increased number of students. What this exercise suggests is that irrespective of student enrolments, some universities may have used the pandemic as an opportunity for restructures and academic renewal. It also highlights the difficulties that universities may experience in managing their academic workforce.

After being sued for inequity and inadequacy in school funding, many states have reformed their education aid policies. Using Connecticut as an example, this paper shows how to design a state education aid formula that can effectively address funding inequity and inadequacy while taking political feasibility into account. It first develops a measure of the gap between education cost and revenue capacity, both of which are estimated using school district characteristics that are outside the direct control of local officials at any given point in time. It then uses each district's cost-capacity gap to evaluate the state's existing education aid distribution. This paper shows that while larger-gap districts, on average, receive greater amounts of state aid per pupil under Connecticut's existing distributions, significant inequity and inadequacy remain. This paper proposes, as a potential solution, a gap-based formula that allocates state aid to close the cost-capacity gaps. The formula includes tools such as minimum and maximum levels of aid to increase its political appeal. The research method and the formula design that this paper presents are sufficiently general and flexible to be adapted easily and applied to other states.

This occasional paper presents subgroup findings from the Monitoring the Future (MTF) study on levels of, and trends in, the use of a number of substances for nationally representative samples of high school graduates ages 19-30, "Monitoring the Future National Survey Results on Drug Use, 1975-2018. Volume II, College Students & Adults Ages 19-60" (see ED599071). The data have been gathered in a series of follow-up surveys of representative subsamples of high school seniors who were first surveyed in 12th grade as part of the MTF study. The subgroup trends shown in this occasional paper complement the last section of Chapter 5 (Trends in Drug Use in Early and Middle Adulthood) of that monograph by presenting the trend data for young adult subgroups in both graphic and tabular form. The results are described and discussed in Chapter 5, but the extensive set of tables and figures is provided in this occasional paper for the reader who wishes to view the figures and the underlying numerical values. Three demographic dimensions are differentiated: gender, region of the country, and population density. Gender includes trends for males and females; region describes trends for each of the four major regions defined by the U.S. Census; and population density differentiates trends for five levels of community size. The Table of Contents and List of Figures in this occasional paper contain links to the content and figures. Following each figure is a table giving the numerical values associated with each trend line in that figure.

From an analysis of 40 private educational choice programs in 19 states plus D.C., this report summarizes the facts and the evidence on the fiscal effects of educational choice programs across the United States. The programs in the analysis include 3 education savings accounts programs, 19 school voucher programs, and 18 tax-credit scholarship programs. This study estimates the combined net fiscal effects of each educational choice program on state and local taxpayers through FY 2018--in both the short run and the long run. The report also provides context by presenting basic facts about the size and scope of each program, in terms of participation and funding, relative to each state's public school system. It presents the facts on taxpayer funding disparities between students using the choice programs and their peers in public schools. The information contained in this report provides information to help understand whether educational choice programs have positive, negative, or neutral fiscal effects on state and local taxpayers. The results from this fiscal analysis are not surprising given that educational choice programs are funded at a significantly lower public expense than public school systems. Overall, students participating in educational choice programs comprise 2.3 percent of publicly funded K-12 students but represent just 1.0 percent of total public spending. These basic facts provide important background for evaluating claims that private educational choice programs will harm the resource levels for students who remain in district schools.

Education has faced unprecedented disruption during the COVID-19 pandemic; evidence about the subsequent effect on children is of crucial importance. We use data from an oral reading fluency (ORF) assessment--a rapid assessment taking only a few minutes that measures a fundamental reading skill--to examine COVID's effects on children's reading ability during the pandemic in more than 100 U.S. school districts. Effects were pronounced, especially for Grades 2-3, but distinct across spring and fall 2020. While many students were not assessed in spring 2020, those who were seemed to have experienced relatively limited or no growth in ORF relative to gains observed in other years. In fall 2020, a far more representative set of students was observed. For those students, growth was more pronounced and seemed to approach levels observed in previous years. Worryingly, there were also signs of stratification such that students in lower-achieving districts may be falling further behind. However, at the level of individual students, those who were struggling with reading prior to the pandemic were not disproportionately impacted in terms of ORF growth. This data offers an important window onto how a foundational skill is being affected by COVID-19 and this approach can be used in the future to examine how student abilities recover as education enters a post-COVID paradigm. This report examines the relationship between students' participation in high-impact practices (HIP) and their perceived learning gains, with special attention paid to the nature of these relationships among Black and Hispanic students and among students 25 years or older. In 2018, with support from Lumina Foundation, the National Association of System Heads (NASH) launched an effort with four public college and university systems to demonstrate how a coordinated approach could expand and improve quality implementation of high-impact practices in an equitable manner. Drawing on National Survey of Student Engagement (NSSE) data involving more than 28,000 students from 15 institutions across three states participating in the Lumina-NASH initiative, this report assesses the benefits associated with participation in various HIPs in terms of students' academic and practical learning. Overall, analyses point to a substantial boost in perceived learning gains for students participating in HIPs, with an especially large benefit associated with participating in service-learning courses involving a community-based project. Participation in HIPs is strongly associated with learning gains for Black and Hispanic students as well as for students 25 years and older. However, analyses suggest that these relationships vary among the different HIPs measured by NSSE.

This working paper provides insights into how all teachers can provide linguistically and culturally responsive and equitable education for all students by orchestrating instruction to meet their varying socioemotional, cultural, linguistic and academic needs. Grounded in social justice, the Cultural, Linguistic, Equity, and Responsiveness (CLEAR) paradigm presented in this paper describes a guiding framework for educators who wish to integrate sociocultural and sociolinguistic responsiveness and critical pedagogical practices to achieve quality, equitable education for their students. This paradigm includes a set of key understandings, commitments, habits, and actions to answer the question: "What do all educators need to know and be able to do to provide quality, equitable education for multilingual learners?"

Nationally, 38.5% of the students who began at a four-year college in 2011-12 attended another college within the first six years of college entry, and more than half of these students attended a community college. Eight percent of students who began at a four-year institution took up to 10 credits at a community college during the same period. Given the number of students involved, it is helpful to better understand how this kind of postsecondary enrollment pattern affects students. This paper considers a sample of "supplementally enrolled" students who began in and primarily enrolled in four-year colleges but who also earned limited numbers of credits at community colleges. We use student data from the Education Longitudinal Study of 2002 and a propensity score matching approach to compare key outcomes of four-year college students who earned 1 to 10 credits at two-year colleges during their first three years at college with those of four-year college students who never earned credits in a two-year college. Many of the supplementally enrolled students took STEM courses at a two-year college. We find that the supplementally enrolled students had higher STEM and total credits earned, higher bachelor's degree attainment, and better employment outcomes than the students who never earned credits from a two-year college. Subgroup results also suggest that supplemental enrollment can potentially improve STEM degree attainment outcomes, particularly for low-socioeconomic-status and female students.

Why do some students learn more in some schools than others? One consideration receiving growing attention is school management. To study this, researchers need to be able to measure school management accurately and cheaply at scale, and also explain any observed relationship between school management and student learning. This paper introduces a new approach to measurement using existing public data, and applies it to build a management index covering 15,000 schools across 65 countries, and another index covering nearly all public schools in Brazil. Both indices show a strong, positive relationship between school management and student learning. The paper then develops a simple model that formalizes the intuition that strong management practices might be driving learning gains via incentive and selection effects among teachers, students and parents. The paper shows that the predictions of this model hold in public data for Latin America, and draws out implications for policy.

This study uses longitudinal data combining information from the Postsecondary Student Information System (PSIS) with data from personal income tax (T1 Family File) to analyze the impact of short-duration credentials (certificates and diplomas from colleges and universities), completed after an undergraduate degree, on the outcomes on the labour market of graduates from Canadian public universities.

Disrupted schooling can heavily impact the amount of education pupils receive. Starting in early June of 2011 a huge social outburst of pupil protests, walk-outs, riots and school occupations called the Chilean Winter caused more than 8 million of lost school days. Within a matter of days, riots reached the national level with hundreds of thousands of pupils occupying schools, marching on the streets and demanding better education. Exploiting a police report on occupied schools in Santiago, I assess the effect of reduced school attendance in the context of schools occupations on pupils' cognitive achievement. This paper investigates whether or not there is a causal relationship between the protests and school occupations and the standardised test performance of those pupils whose schools were occupied.

Facing legal challenges and public pressures, Connecticut needs an objective and rigorous study of its public education costs. This study is the first to estimate the cost function of Connecticut public K-12 education and to evaluate the equity and the adequacy in the state's school spending based on regression-estimated education costs. It finds large disparities across districts in education costs and cost-adjusted spending. Districts with the largest enrollments, the highest school-age-child-poverty rates, or the least amount of property wealth, on average, have the highest costs and the lowest cost-adjusted spending. A large percentage of the state's public school students are enrolled in districts where spending is inadequate relative to the predicted cost of achieving a common student performance target, which contributes to student underperformance. Thus, school districts, especially the high-cost ones, need a large amount of additional spending to improve student performance. The research approach used in this paper can be generalized and applied to other states.

England currently faces a shortage of teachers, in part due to declining retention. Research suggests that one important influence on teachers' decisions about whether to leave teaching is the quality of working conditions in their school. Understanding which specific aspects of working conditions have the strongest relationship with retention could therefore help improve the supply of teachers. This report uses data collected from a large sample of teachers in the Teaching and Learning International Survey (TALIS) 2018, linked to data from the School Workforce Census (SWC), to investigate how the quality of working conditions varies and how it influences both job satisfaction and whether teachers subsequently leave their school or the teaching profession overall. Prior analysis using the TALIS 2013 data investigated the relationships between school working conditions and teacher job satisfaction and desire to move school. The present research updates and extends that analysis. In particular, the new data affords the opportunity to compare working conditions across primary and secondary phases, model the relationship between working conditions and whether teachers are observed to actually leave their school or the profession, investigate the importance of school discipline, and compare changes in working conditions for lower secondary teachers over time. Teacher turnover has adverse consequences for student achievement and imposes large financial costs for schools. Some have argued that high-stakes testing may lower teachers' satisfaction with their jobs and could be a major contributor to teacher attrition. In this paper, we exploit changes in the tested grades and subjects in Georgia to study the effects of eliminating high-stakes testing on teacher turnover and the distribution of teachers across grades and schools. To measure the effect of testing pressures on teacher mobility choices we use a "difference-in-differences" approach, comparing changes in mobility over time in grades/subjects that discontinue testing vis-à-vis grades/subjects that are always tested. Our results show that eliminating testing did not have an impact on the likelihood of leaving teaching, changing schools within a district, or moving between districts. We only uncover small negative effects on the likelihood of grade switching. However, we do find relevant positive effects on retention of beginning teachers in the profession. In particular, the average probability of exit for teachers with 0-4 years of experience fell from 14 to 13 percentage points for teachers in grades 1 and 2 and from 14 to 11 percentage points in grades 6 and 7.

The Adult High School (AHS) program enables an adult student, as defined in section (s.)1004.02(5), Florida Statutes (F.S.), to complete the required courses and state assessments to earn a standard high school diploma. Course requirements in adult high school programs are designed in accordance with core content standards per s. 1003.41, F.S. A program of instruction for both traditional and co-enrolled AHS students shall be based on the Florida Department of Education (FDOE) adult education curriculum frameworks found in the 2019-2020 Adult General Education Curriculum Frameworks. Instructional methodologies may include, but are not limited to, traditional lecture instruction, competency- and performance-based adult education, distance learning and computer-assisted instruction. This article investigates the causal relationship between women's schooling and fertility by exploiting variation generated by the removal of school fees in Ethiopia. The increase in schooling caused by the reform is identified using both geographic variation in the intensity of its impact and temporal variation generated by the timing of the implementation. The model finds that the removal of school fees led to an increase in schooling for Ethiopian women and that each additional year of schooling led to a reduction in fertility. An investigation of the underlying mechanisms linking schooling and fertility finds that the decline in fertility is associated with an increase in labor market opportunity and a reduction in women's ideal number of children. Major philanthropic initiatives that incorporate features of venture-capital practices have become increasingly prominent, particularly in K-12 public education. In this study, we provide empirical evidence on the reach, character, and impact of the Broad Superintendents Academy, a prominent and controversial venture-philanthropic initiative designed to transform leadership in the nation's largest school districts. Using a novel dataset on all Broad trainees and a linked panel data set of all large school districts over 20 years, we find that Broad superintendents have had extensive reach (e.g., serving nearly 3 million students at their peak). We also show that, within districts that hired Broad trainees, Broad superintendents were 40 percent more likely to be Black than their non-Broad peers, but also had tenures that were 18 percent shorter. Panel-based estimates provide evidence that Broad-trained leaders had no clear effects on several district outcomes such as enrollment, school closures, per-pupil instructional and support-service spending, and student completion rates. However, Broad-trained leaders initiate a trend towards an increased number of charter schools and higher charter-school enrollment.

A growing body of evidence suggests that vocationally focused programs of study substantially improve high-school completion and longer-run economic success. However, the corresponding recommendations to expand vocational programs may have unintended, negative consequences for low-income, academically successful students (i.e., the "missing one offs") who have the capacity and motivation to attend highly selective universities. This study contributes to our understanding of these issues by examining an innovative, college-preparatory program targeted to academically successful Chilean students attending vocational high schools serving lower-income communities. This program (Escuela Desarrollo de Talentos or EDT) provides academic and social-emotional supports aligned with admission to selective universities. We examine the educational effects of EDT participation using a fuzzy regression-discontinuity design based on its eligibility rules. We find that the EDT program did not increase the probability of graduating from high school but did increase performance in math courses. We also find corresponding evidence suggesting that EDT participation increased math performance on college entrance exams and shifted students away from further postsecondary vocational training and towards matriculation at elite universities.

This paper studies the impact of the First Great Migration on children. We use the complete-count 1940 Census to estimate selection-corrected place effects on education for children of Black migrants. On average, Black children gained 0.8 years of schooling (12 percent) by moving from the South to the North. Many counties that had the strongest positive impacts on children during the 1940s offer relatively poor opportunities for Black youth today. Opportunities for Black children were greater in places with more schooling investment, stronger labor market opportunities for Black adults, more social capital, and less crime.

While the importance of social-emotional learning for student success is well established, educators and researchers have less knowledge and agreement about which social-emotional skills are most important for students and how these skills distribute across student subgroups. Using a rich longitudinal dataset of 221,840 fourth through seventh grade students in California districts, this paper describes growth mindset gaps across student groups, and confirms, at a large scale, the predictive power of growth mindset for achievement gains, even with unusually rich controls for students' background, previous achievement, and measures of other social-emotional skills. Average annual growth in English language arts and math corresponding to differences between students with fixed and growth mindset in a same school and grade level is 0.07 and 0.05 standard deviations respectively, after adjusting for students' characteristics and previous achievement. This estimate is equivalent to 48 and 35 additional days of learning.

Using discontinuities within the Swedish SAT [scholastic aptitude test] system, we show that additional admission opportunities causally affect college choices. Students with high-educated parents change timing, colleges, and fields in ways that appear consistent with basic economic theory. In contrast, very talented students with low-educated parents react to higher scores by increasing overall enrolment and graduation rates. Remarkably, most of this effect arises from increased participation in college programs and institutions that they could have attended even with a lower score. This suggests that students with low-educated parents face behavioral barriers even in a setting where colleges are tuition-free, student grants are universal and application systems are simple.

Testing students and using test information to hold schools and, in some cases, teachers accountable for student achievement has arguably been the primary national strategy for school improvement over the past decade and a half. Tests are also intended to be used as a diagnostic tool to identify individual student needs, so that students can be set on a trajectory for long-term academic success. We use panel data from three states -- North Carolina, Massachusetts and Washington State -- to investigate how accurate early measures of achievement are in predicting later high school outcomes. We contribute to the literature in three distinct ways. First, the long panels we employ allow us to quantify the accuracy of models predicting how early (3rd and 4th grade) measures of student background and achievement predict several later schooling outcomes: 8th grade test achievement, high school course-taking, and high school graduation. Second, we test the extent to which predictions based on distinct segments of student data (e.g. grades 3 to 8, then 8 to 12) sacrifice forecast accuracy; this is of particular policy relevance for states or localities that do not yet have long administrative data panels. Finally, we test the degree to which the use of parameter estimates from models predicting schooling outcomes derived from one state diminish the accuracy of predicting outcomes in other states.

Family and social networks are widely believed to influence important life decisions but identifying their causal effects is notoriously difficult. Using admissions thresholds that directly affect older but not younger siblings' college options, we present evidence from the United States, Chile, Sweden and Croatia that older siblings' college and major choices can significantly influence their younger siblings' college and major choices. On the extensive margin, an older sibling's enrollment in a better college increases a younger sibling's probability of enrolling in college at all, especially for families with low predicted probabilities of enrollment. On the intensive margin, an older sibling's choice of college or major increases the probability that a younger sibling applies to and enrolls in that same college or major. Spillovers in major choice are stronger when older siblings enroll and succeed in more selective and higher-earning majors. The observed spillovers are not well-explained by price, income, proximity or legacy effects, but are most consistent with older siblings transmitting otherwise unavailable information about the college experience and its potential returns. The importance of such personally salient information may partly explain persistent differences in college-going rates by geography, income, and other determinants of social networks.

Using detailed administrative data for public schools, we document racial and ethnic segregation at the classroom level in North Carolina, a state that has experienced a sharp increase in Hispanic enrollment. We decompose classroom-level segregation in counties into within-school and between-school components. We find that the within-school component accounted for a sizable share of total segregation in middle schools and high schools. Recognizing its importance could temper the praise for school assignment policies that reduce racial disparities between schools but allow large disparities within them. More generally, we observe between the two components a complementary relationship, with one component tending to be large when the other one is small. Comparing the degree of segregation for the state's two largest racial/ethnic minority groups, we find that White/Hispanic segregation was more severe than White/Black segregation, particularly within schools. Analyzed as separate administrative units, schools with large shares of Black students tended to have more White/Black segregation across classrooms than schools with smaller shares. Finally, we examine enrollment patterns by course and show that school segregation brings with it differences by race and ethnicity in the courses that students take, with White students more likely to be enrolled in advanced classes.

This study finds that, breaking with decades of slow improvement, U.S. reading and math scores on the National Assessment of Educational Progress (NAEP) and other assessments have seen historic declines since most states implemented national Common Core English and math curriculum standards six years ago. This descriptive analysis is designed to be understood by a general, non-technical readership. It primarily compares student achievement gains on the NAEP after implementation of Common Core to student achievement gains in the years preceding implementation of Common Core. Since test score results, by their nature, tend to "bounce" somewhat from one year to the next and gains are rarely perfectly smooth, a significant part of the analysis determines the average annual gain since implementation of Common Core and compares that to the average annual gain before implementation of Common Core. This report also includes a section addressing defenses by Common Core advocates denying responsibility for the poor results. The following state samples are included: (1) California; (2) Florida; (3) Georgia; (4) Illinois; (5) Kentucky; (6) Massachusetts; and (7) New York.

Rising inequality in the United States has raised concerns about potentially widening gaps in educational achievement by socio-economic status (SES). Using assessments from LTT-NAEP [Long-Term Trend assessment administered by the National Assessment of Educational Progress], Main-NAEP, TIMSS [Trends in International Mathematics and Science Study], and PISA [Programme for International Student Assessment] that are psychometrically linked over time, we trace trends in achievement for U.S. student cohorts born between 1954 and 2001. Achievement gaps between the top and bottom quartiles of the SES distribution have been large and remarkably constant for a near half century. These unwavering gaps have not been offset by improved achievement levels, which have risen at age 14 but have remained unchanged at age 17 for the past quarter century.

The European qualifications framework (EQF), with its eight levels, serves as a translation grid between qualifications acquired in different European countries. Part of Cedefop's work to make qualifications easier to understand and compare, this study takes a closer look at those acquired through initial VET and assigned to EQF levels 3 and 4 via national classifications and frameworks. It explores what they have in common and in what way they differ. It looks at their purpose and value on the labour market or for further learning, and how they are assigned to the national qualifications frameworks (NQFs) and EQF levels. It also sheds light on the different weighting of occupational and transversal skills and competences and levels of complexity, and between qualifications at both levels within the same occupational area; these issues are not that often examined. While it confirms that describing the intended outcomes of learning improves understanding and eases comparison of vocational qualifications, the study highlights other aspects that are equally important, such as their currency and value on the labour market and in further learning.
