Adapun tujuan penelitian ini adalah untuk mengetahui dan menganalisis implementasi regulasi penyetaraan jabatan administrasi ke dalam jabatan fungsional pada Pemerintah Daerah Provinsi NTB dan untuk mengetahui dan menganalisis pengaruh penyetaraan jabatan administrasi ke dalam jabatan fungsional terhadap kinerja Aparatur Sipil Negara di lingkungan Sekretariat Daerah Kantor Gubernur NTB. Jenis Penelitian yang digunakan adalah penelitian empiris, Pendekatan yang digunakan dalam penelitian ini antara lain: Pendekatan Perundang-undangan, Pendekatan konseptualdan Pendekatan Sosiologis. Adapun hasil dari penelitian ini bahwa Implementasi Regulasi Penyetaraan Jabatan Administrasi Ke Dalam Jabatan Fungsional Pada Pemerintah Daerah Provinsi NTB tidak efektif, hal ini dikarenakan oleh faktor komunikasi, sumber daya, disposisi dan struktur birokrasi yang masih dalam proses adaptif dan tidak optimal dalam mendukung kebijakan penyetaraan organisasi Pada Pemerintah Daerah Provinsi NTB.

In this paper, a new pulse width modulation (PWM) control method for the isolated current-mode resonant converter with a fixed switching frequency is presented. The circuit topology is the same as a conventional resonant converter with synchronous rectification and without any additional components. The control technique for the output voltage regulation is proposed with the unique PWM control for synchronously-rectifying switches. By using the transformer's leakage inductance and the PWM control, the boost conversion can be realized. Also, the zero-voltage switching (ZVS) operation can be done for primary switches, simultaneously. In this article, we survey the author's recent results on an extension of the Brascamp-Lieb inequality; revealing its connection with a solution to the Skorokhod embedding problem, we extend the inequality.

Recently, high power-density, high power-efficiency, and wide regulation range isolated DC-DC converters have been required. This paper presents considerations of physical design and implementation for wide regulation range MHz-level LLC resonant DC-DC converters. The circuit parameters are designed with 3-5 MHz-level switching frequency. Also, the physical parameters and the size of the planar transformer are optimized by using derived equations and finite element method (FEM) with Maxwell 3D. Some experiments are done with prototype LLC resonant DC-DC converter using gallium nitride high electron mobility transistors (GaN-HEMTs); the input voltage is 42-53 V, the reference output voltage is 12 V, the load current is 8 A, the maximum switching frequency is about 5 MHz, the total volume of the circuit is 4.1 cm3, and the power density of the prototype converter is 24.4 W/cc., Active and Passive Electronic Components, 2016, 027406; 2016

High power efficiency and high power density are required in regulated isolated dc-dc converters. In this paper, a novel pulsewidth modulation (PWM) control method that is suitable for an isolated current-mode resonant dc-dc converter operated at a megahertz-level switching frequency is proposed. The output voltage with the proposed method can be regulated with no additional components at a fixed switching frequency. In addition, the zero-voltage switching (ZVS) of primary-side switches at turn on can be maintained. The principle of the proposed method and the method of the ZVS operation in the proposed method are explained. Some experiments have been performed with a 5-MHz isolated step-down dc-dc converter using gallium nitride high-electron-mobility transistors; the output voltage is 12 V, and the total volume of the circuit is 16.14 cm3. With the proposed PWM control method, the input voltage range is 42-45.5 V, and the maximum load current range is 10 A at Vi = 45.5 V. We compared preoperative and 1 month postoperative logarithm of the minimum angle of resolution (logMAR) best corrected visual acuity, intraocular pressure, and corneal curvature radius (K1, horizontal meridian; K2, vertical meridian; Km, average of K1 and K2). The Mann-Whitney U-test was used to determine the significance of differences.Results: There was a significant difference in preoperative and postoperative logMAR best corrected visual acuity (P=0.01). There were no significant differences in preoperative and postoperative intraocular pressure (P=0.24) or corneal curvature radius (K1, P=0.54; K2, P=0.49; Km, P=0.45).Conclusion: After 2% EDTA chelation treatment, post-operative logMAR best corrected visual acuity improved significantly. Moreover, since there was no significant difference in corneal curvature radius, there was little influence on corneal surface form. We believe that the results of our 2% EDTA chelation treatment were comparable with results obtained with 3.75% EDTA chelation treatment in previous reports. Two percent EDTA chelation is an effective treatment for band-shaped keratopathy and a useful method for any institution. In this paper, the method of the realization of a MHz level switching frequency DC-DC converter for high power-density is presented. For high power-density, Gallium Nitride field effect transistor (GaN-FET) and current-mode resonant DC-DC converter are adopted. In addition, the proposed pulse width modulation (PWM) control method which is suitable for the isolated current-mode resonant DC-DC converter operated at MHz level switching frequency, and the novel primary-side zero voltage switching (ZVS) turn on method for the proposed PWM control are presented. Some experiments have been done with 5MHz isolated DC-DC converter which has GaN-FET, and the total volume of the circuit is 16.14cm3. With the proposed PWM control method, input voltage range is 36-44V, and maximum load current range is 8A at Vi = 44V. Partition coefficients of Mn2+, Fe2+, Co2+, Ni2+ and Zn2+ between olivine and silicate melt have been determined in the system Mg2SiO4-SiO2-H2O at high pressure and temperature. A partition coefficient is defined by the ratio of the concentration of an element in olivine to that of the element in silicate melt. Olivine has two octahedral sites (M1 and M2 sites). Elements are partitioned among an M1, an M2 sites and silicate melt. We distributed the bulk concentration of the element in olivine to that in the M1 and M2 sites with olivine using the intracrystalline cation distribution data. Partition coefficients between an M1 site and silicate melt, and between an M2 site and silicate melt are shown in a PC-IR (partition coefficient versus ionic radius) diagram. The partition coefficient of Zn2+ is exceptionally apart from a linear relationship that those of other elements show. However, a linear relationship is completed, including the partition coefficient of Zn2+, in a PC-MO (a partition coefficient versus a metal oxygen distance) diagram. M-O distances are the parameter which show the characteristic of both an ionic and a covalent bonding of elements.

Partition coefficients of Mn2+, Fe2+, CO2+, Ni2+, and Zn2+ between orthopyroxene and silicate melt have been determined in the system Mg2SiO4-SiO2-H2O at pressures of 1 and 3 GPa and at a temperature of 1400℃. The partition coefficient was defined by the ratio of the concentration of an element in orthopyroxene to that of the element in silicate melt. Partition coefficients were plotted on a partition coefficient versus ionic radius (PC-IR) diagram. Partition coefficients were linearly related to ionic radii. However, the partition coefficient of Zn deviated from the linear relationship between partition coefficients and ionic radii. This was called the Zn2+ anomaly. However, a partition coefficient versus metal and oxygen (M-O) distance (PC-MO) diagram was depicted instead of a PC-IR diagram. On a PC-MO diagram, partition coefficients were linearly related to M-O distances. An element with a small M-O distance are concentrated in orthopyroxene. The Zn2+ anomaly disappeared on PC-MO diagrams. The partitioning behavior between a site (an M1 or M2 site) in orthopyroxene and silicate melt was estimated by using the intracrystalline cation distribution data. These partition coefficients were plotted on both a PC-M(1)O diagram and a PC-M(2)O diagram. The element of a small M(1)-O distance was concentrated in orthopyroxene on the PC-M(1)O diagram. The lines were negative gentle slopes for the PC-M(2)O diagram. Partition coefficients between the M2 site in orthopyroxene and silicate melt were not almost dependent on the M(2)-O distance.

Radiolarian fossils of early Cretaceous (middle Barremian-early Aptian) were obtained from the country rock (bedded red chert) of the manganese deposit of the Hinode mine in the Tokoro Belt. By this discovery of radiolarians the geological age of the formation of the manganese deposit of the Hinode mine was determined for the first time to be formed during a short period of ca. 110-120 Ma. Radiolarian fossils of early Cretaceous in age were also extracted from bedded cherts of the Wakasa, Koryu, Syotosibetu, and Hokkaido mines which were similar manganese deposits to the Hinode mine. This fact suggests that manganese deposits in the Tokoro Belt were formed almost simultaneously during late early Cretaceous time.

X-ray fluorescence (XRF) analytical methods have been developed to determine Mn, Fe, Cr, Co, Cu, Ni, Zn, Ba, and Pb contents in manganese ores. Standards were prepared from 7 reference samples analyzed by ICP and synthetic samples because the silicate standard samples of GSJ can not be used to analyze the manganese ores. Pellets were prepared by mixing 2.5g of samples and 3.5cc polyvinyl alcohol solution, and were subjected to a pressure of 5,000kg per square cm. Brief geochemical interpretation shows that manganese deposits in the Tokoro Belt have been considered to be formed by submarine hydrothermal activity. Trace elements of the manganese ores are of two distinct types: one type has rather high chemical concentrations such as hydrogenous deposits (deep-sea ferromanganese nodules), the other has low concentrations which is similar to those of submarine hydrothermal deposits. These compositional trends of manganese deposits in the Tokoro Belt is considered as a reflection of a submarine hydrothermal origin with limited hydrogenetic effects on the deposits.

Recently contact metasomatic zone and massive ore bodies were found in the manganese epithermal deposits of the Jokoku mine. Various kinds of contact minerals occur in the contact metasomatic zone which is formed by replacement of the Palaeozoic limestone. The massive ore bodies also formed by replacement of the limestone. These ore bodies are made up of carbonate ore consisting predominantly of rhodochrosite, associated with dolomite, calcite, kutnahorite and small amount of sulphide minerals. The parts of the Jokoku mine studied here belong to the metasomatic deposit type, which has been influenced by early hydrothermal solution.

The natural anisotropic garnets from the skarn deposits in Japan were found a wide range of chemical compositions of grossular-andradite solid solution. No relationship between chemical compositions and the optical properties was found. Anisotropic garnet and its stability field have been studied in the pressure range of 250-1,500 bar and the temperature range of 550-870℃ with or without H2O and CO2. The transition boundary from anisotropic to isotropic form was negative, and the stability field of anisotropic garnet is relatively low pressures and temperatures under H2O and CO2 conditions.

The described mineralogical-crystallochemical classification bears some similar features with geochemical classification of elements. This similarity emphasizes a greater importance in conforming the vast practical data on petrology. The present classification also bears some resemblance to the technical classification of elements by Berg (1929). The similarity seems logical since the mineralogical. crystallochemical classification of elements unites them on the basis of crystallochemical similarity, determining the type of chemical bonds of the formed compounds, the possibility of crystalline substances. In their turn they determine the common mineral genesis in one mineralogical-crystallochemical group of elements, their co-existence in ores and chemical raw materials and the possiblity of formation of alloys.

Vanadium acmite (NaV3+Si2O6) was synthesized in presence of H2O at high pressure. The refractive indices of synthetic vanadium acmite are a=1.736 (3), γ=1.785 (5) and the cell parameters are a=9.640 (1) Å, b=8.748 (2) Å, c=5.297 (1) Å, β=106.89 (1)° and V=427.4 (1) Å3 . This pyroxene is stable at least up to 30 kb at 800℃ with H2O under reducing environment, and it melts incongruently to occur opaque crystal and liquid. Acmite75 -vanadium acmite25, acmite50-vanadium acmite50 and acmite25-vanadium acmite75 compositions also crystallizes easily at 500 bars and 600℃ with H2O. The cell parameters of synthetic acmite-vanadium acmite series change linearlly with molar compositions. This systematic changes in cell parameters suggest that a continuous solid solution series exists between NaFe3+Si2O6 and NaV3+Si2O6, Melting of pyroxene of composition acmite50 -vanadium acmite50 is relatively insensitive to PH2O in the studied pressure range of 5 - 30 kb.

Natural specimens of rhodonite, pyroxmangite, wollastonite and bustamite, metamorphosed to different grades, were analysed. Experiments were carried out to construct the phase diagrams of these manganese silicate minerals, in order to estimate the formation pressure and temperature conditions. Lateral changes in ore mineralogy accompany those in the host rocks, in a classic example of facies variation in a zoned deposit. Ce depletion of manganite reflects a hydrothermal contribution to the sea water from which it precipitated, but the absence of volcanics suggests a remote source. It is likely that manganite precipitated directly from sea water above the redox interface while rhodochrosite may be early diagenetic and have formed in an anoxic environment. Late diagenesis has converted manganite to braunite. Both ore types have been metamorphosed at the contact with igneous intrusions to produce four distinct mineral assemblages. The oxide ores are characterised by low Fe/Mn ratios and have trace element concentrations and rare earth element patterns similar to those of present-day submarine hydrothermal deposits. The distribution patterns distinguish two types of deposits: hydrogenous deposits with relatively high concentrations; and submarine hydrothermal deposits with low concentrations. These compositional trends combine with geological evidence to suggest that the Fe phases precipitated first, closer to their source, while Mn was deposited later and at greater distance.
