The National Guard's role in the War on Terrorism continues to decrease with the troop drawdown in Iraq and Afghanistan, while multiple threats on the Southwest border continue to increase. Americans are expressing growing concerns over organized crime and international terrorism and the U.S. government's apparent inability to secure the Southwest border in the face of those threats. It is time for the United States to examine the National Guard's role and mission in relation to defending the homeland. In a time of significant budget cuts and downsizing of all government organizations, the use of the National Guard to permanently augment the Department of Homeland Security is a viable option. The National Guard can contribute additional capabilities and capacities in equipment and manpower to augment the Border Patrol and help fill gaps in border security. The gains made by the National Guard since 911 have been exponential, and a reversal to the pre-911 era of strategic reserve status will make the National Guard less relevant. CHDS State/Local, Illegal cross-border activity is a severe homeland defense and security problem along the international Southwest border. The issue of illegal human smuggling is not new to the United States-Mexico border or to law enforcement agencies; however, the phenomenon is rising and human smugglers are adjusting to law enforcement tactics. This thesis has three objectives. First, it describes and identifies the fundamental dimensions of U.S. Border Patrol operations in the busiest, most vulnerable section of the border. Second, it integrates prominent border security factors into a mathematical predictive model -- the Arizona-Sonora Border (ASB) Model * that provides an illustration of possible border security operational strategies and the outcome apprehension probability of migrants given the implementation of various operational strategies. Last, this thesis seeks to provide a comprehensive picture of the complex dynamics along the USBP Tucson Sector. The United States Border Patrol (USBP) is responsible for interdicting unauthorized entry into the U.S. The USBP must decide how to allocate its detection and interdiction assets to maximize the probability of catching illegal aliens along the border. We study the case where an infiltrator can observe USBP preparations, and then choose a path into the U.S. We define the infiltrator's courses of actions to maximize the probability of escape, and then express the USPB's courses of actions to minimize that maximum achievable probability of escape. This case applies especially well to a signal entry, e.g. a well-planned, one-time smuggling of a weapon of mass destruction. The events of 11 September 2001 were a watershed moment in American history; one that has catapulted national security back to the center stage. In response to the growing fears of terrorism and the heightened concern for illegal immigration that subsequently followed, President Bush signed the Secure Fence Act in October 2006, thus entangling two very distinct issues: counterterrorism, and illegal immigration. The legislation authorized the construction of 700 hundred miles of double-layered fencing in addition to cameras, ground radar and improved lighting along the U.S.-Mexican border. The proposed border fence was designed to prevent "unlawful entry into the United States, including entries by terrorists, other unlawful aliens and instruments of terrorism." This thesis examined the probable effectiveness of the border fence on illegal immigration and counterterrorism, by analyzing other such structures in the context of these two very different phenomena. This study investigated the border fence in San Diego, California and its affect on illegal immigration in addition to the security fence along Israel's border with Gaza to explore its effect on terrorism. The 9/11 terrorist attacks spawned heated debates about border security roles in preventing terrorism. The United States is generally known as a "nation of immigrants," welcoming those seeking economic and religious freedom. This thesis explores the effects of three policy options (increased manpower/financial resources for border inspection agencies, technology, and private sector-government cooperation) on the prevention of terrorism within U.S. borders. It also explores the effects of those policy options on trade flows and the movement of legitimate people across international borders. Scope is limited to land border security policy from 1990-2003. Three case studies are included: (1) the Border Patrol's "prevention through deterrence" strategy, which began in 1994 and benefited from a monumental increase in manpower/financial resources to the INS; (2) an analysis of which border technology options are the most secure and inexpensive means of preventing illegal immigration, stopping the introduction of contraband into the United States, and maintaining legitimate flows of commerce/people that have increased since the passage of NAFTA; and (3) an analysis of why private sector-governmental partnerships that both increase transportation security while lowering border wait times developed on the U.S.-Canadian border but not on the U.S.-Mexican border. It appears that President Wilson is drifting into war with Mexico without any preparations. Theodore Roosevelt hopes to raise a division and will stop being a critic once in uniform. Roosevelt wants to serve and be a public example of service even if the division is used to further the political goals of Wilson and the Democratic Party. Sending the National Guard to the border was a mistake that allowed the "hardships of war" without the "benefits of efficient war." Many families are suffering as their men patrol the border.

Theodore Roosevelt tells Brigadier General Greenway his plan is "absolutely right." There is a remote possibility the United States will engage in a war with Germany, and if there is a war with Mexico, Roosevelt will not go if it can be honorably avoided. Roosevelt believes that the United States should cut off the importation of warms into Mexico, put militia on the Mexican border, and trust the regular army to handle the work of conquest.

Operation Swift Response was established in August 2019 to operate for a period of 28 days, during which the participating security agencies were expected to coordinate a strategic response to secure specific land and maritime border areas of the country against smuggling and other transnational organized crimes (TOCs). Three years later, the operation is still ongoing, albeit under a new name; Joint Border Patrol Team (JBPT). Despite the border intervention, Nigeria continues to grapple with the same border security challenges that prompted the establishment of the JBPT. Therefore, this study attempts to examine the establishment and operations of the JBPT, in order to understand the challenges militating against fulfilling its mandate of securing the nation's borders along the affected regions. The study will also analyze Nigeria's border peculiarities and recommend possible ways of effectively securing the nation's borders.

Due to the unique circumstances surrounding border security enforcement operations in Western Lake Erie, there is a need to determine if improvement is possible. In a maritime environment there are limited options available for law enforcement to increase operational control. In Western Lake Erie, as with the entire International Boundary with Canada and Mexico, the responsibility for border security falls upon Customs and Border Protection. The concept of a semi-permanent inspection location was initiated in Western Lake Erie by Customs and Border Protection personnel and the discussion has continued without a final determination of its viability or feasibility. In this thesis, the researcher will attempt to determine if a semi-permanent inspection location would increase border security within budgetary limitations while not alienating the pleasure boating public.

This paper argues that to counter border spillover violence, America must control the border with Mexico and generate the public and political commitment to do so. This study applies a military problem solving methodology to identify how best to counter spillover violence. The methodology, which is described in a student text at the U.S. Army Command and General Staff College, enables the author to sift through the data of six prominent, recent studies which address the U.S.-Mexico drug problem. The conclusions and emphasis that arise from the methodology discern that border control, which is downplayed in the six prominent studies, should be--in fact--the U.S. government's critical focus.

As the United States (U.S.) establishes better control of the border, traffickers and smugglers continue to develop advanced methods and employ new tactics to counter enforcement technology. Investigating how emerging technologies in aerial surveillance and detection AS&D might be applied to border security and the potential implications of fielding such technology by Customs and Border Protection (CBP), will provide a foundation for countering this evolving threat. This thesis examines possible contributions of such technology to the mission of the U.S. Customs and Border Protection.

The construction of a US-Mexico border fence has proved an increasingly divisive method for securing the southern US border since its initial construction as the San Diego Fence in 1990. Since the terrorist attacks of September 11, 2001 the construction of a US-Mexico border fence has morphed from a method to stem the tide of illegal immigration from Mexico into a legislated method to prevent the entrance of terrorists. All terrorists except two have gained entrance into the US through manipulation of the US immigration system. Those two exceptions crossed the US-Canada border. This thesis analyzes what threat Mexico poses as a transit for terrorists attempting to enter the US by surreptitious means, and what deterrent or defeat effect a US-Mexico fence provides. The absence of a terrorist attempt to gain entrance into the US via Mexico indicates that Mexico does not provide the essential support required for an Al Qaeda terrorist, and that other countries and other means of entrance provide a more viable option and likelihood for success. The one support element that could provide a terrorist entrance from Mexico is that of the "coyote". A strategy of vigorous enforcement against illegal immigration without combating the motives for illegal immigration has helped to enable the "coyote" to gain the capability to transport a terrorist into the US from Mexico. The US-Mexico border fence has a limited deterrent effect against terrorists as demonstrated by the migration of illegal immigrants to more remote crossing sites. Finally, this thesis provides recommendations to better secure US land borders.

This occasional paper is a concise overview of the history of the US Army’s involvement along the Mexican border and offers a fundamental understanding of problems associated with such a mission. Furthermore, it demonstrates how the historic themes addressed—disapproving public reaction, Mexican governmental instability, and insufficient US military personnel to effectively secure the expansive boundary—are still prevalent today.
