The study argues that forms of land expropriation, information gained through petitioning and outcomes of petitioning have influences on trust in the center. Specifically, there are three main arguments. Firstly, compared with land expropriation for public use, in participatory manners, and without negative influences on living security, land expropriation for commercial use, in imperative manners, and with negative influences on living security is more likely to cause petitioning. In the three forms of land expropriation, claims are hardly satisfied by local governments since they have surpassed the state rules. Secondly, during petitioning trust in the center changes in three phases: at the beginning, resisters distinguish the center from lower-level governments and retain high-level trust in the center. Secondly, activists gain increasing information about the center during times of petitioning to Beijing. They realize that the center has known their grievances, which are also worth its attention. Finally, failure of resistances results in decline of trust in the center’s capacity as well as trust in its commitment. Thirdly, the declined trust in the center does not necessarily imply the demand for popular elections. Also analyzed is how ordinary people respond to state power in this state-led modernization., Focusing on the background of modernization and development, I shall study the multi-layers of relations between the State and Hui Muslim civilians, so as to show that, under the discourse of the State, their responses to the state are not simply challenging state power, but are more complex in this relations between the state and the people based on concrete situations. Some of their tactics of resistance are visible while others are hidden. This it is simplistic to view the state and the civilians as in direct opposition., By studying concrete cases of farmers moving into the county seat, the government building a"new village, the government's "beautifying project and the people's resistance to the relocation of the county seat, this thesis examines the weak and strong resistance of the people. This study analyzes how the state manipulates the policies and the processes of modernization for political interests, which are hidden behind political discourses about helping the poor out of poverty. The state seeks to implement its policies, while the Hui civilians use their relevant peasant, Hui and Muslim identities to protect their own interests. Summary: Within his own intellectual context, John Locke's argument for the people's natural right of resistance in the Second Treatise of Government was profoundly original. But he derived its conceptual foundation and rhetorical ornament from the six political texts immediately available to him when he wrote the Second Treatise in 1681-82. Locke based his "very Strange Doctrine" of popular resistance to political tyranny upon the natural right of rational individuals to judge and punish criminals in the state of nature. Textual analysis demonstrates that none of his six texts presented this argument. Locke did, however base his resistance theory upon such moral concepts as natural law, natural equality, and natural liberty, which--as textual analysis further indicates--he derived from texts by Samuel von Pufendorf and Richard Hooker. Locke's radical argument further benefited from Ciceronian and Biblical rhetoric. He intended this rhetoric to be comfortingly familiar to his intended readers, the English gentry of the 1680s, and therefore effective in persuading them to resist the invasion of their rights by King Charles II in 1681-82., Dorothy F. STERN, the American Jewish Committee's advisor on hate groups warned authorities that some kind of "incident" is likely to occur on April 19, 1995. The second anniversary of the Waco fire. He was proved right. A bomb destroyed the Federal building in Oklahoma City. The bombing raised the suspicion that the bombing suspect, Timothy McVeigh might have ties to a militia. Stern's has written, "A Force Upon The Plain: The American Militia Movement and the Politics of Hate" which has been published by Simon and Schuster. It is an attempt at providing a definitive history of the Militia Movement. Stern was Director of the National Organization Against Terrorism and is also the author of "Loud Hawk: The United States versus the American Indian Movement" and "Holocaust Denial." Stern lives with his family in New York City. INT. 2: Interview with KENNETH S. STERN continues. INT. 3: Sculptor DUANE HANSON died on Saturday in a Baca Raton hospital in Florida at the age of 70. The cause was non-Hodgkin's lymphoma, according to the The Miami Herald. We'll hear an interview with Hanson conducted in 1990. Hanson was known internationally for his life-size super-realistic sculptures of people. His sculptures are so life-like that a museum worker in Florida once called the fire department for help when one of Hanson's sculptures failed to respond to his attempts to get her attention. Hanson was born in Alexandria, Minn in 1925. Summary: A cross-national study examining both intra-and international determinants of collective political violence within nations was conducted in an effort to replicate and extend previous findings: that international factors indirectly (and directly) increase political violence through their effects on income inequality. The robustness of these findings was tested in a panel regression analysis by examining model respecifications and including new variables. The international variables tested indirectly affected political violence through income inequality. In a photography exhibit now on display at the Museum of Modern Art in New York City, Sultan is represented by work from a project he began in 1983 about his family's history. A key feature of the work, and a feature that appears in all of Sultan's work, is capturing subjects at "off" moments, situations where they least expect, or wish, themselves to be photographed. he project, which will eventually be a book titled "Pictures from Home," is Sultan's study of his parents pursuit of the American dream in California, and of Sultan's own childhood in the postwar, baby boom generation. The exhibit mixes recent photos of his parents with snapshots taken in the `50s and early `60s. In combining recent and old photos, Sultan's new, fictionalized account of his and his parent's life becomes part of his reassessment of his family history. REV.2: Poet GREGORY DJANIKIAN. Cecil Spring Rice describes in absorbing detail the latest events in Russia, including the General Strike, Count Witte's negotiations with Emperor Nicholas II, and the public unrest. Spring Rice also describes how Grand Duke Nicolas planned to use Witte as a shield between the people and the throne because Witte was hated by the reactionaries and expendable. Also narrated are the actions of Dmitri Trepov and the strikers.

Clair A. Orr reports that Colombian government forces have left to remove the Governor of the State of Bolivar and the General in command of the coast forces. There is talk of revolution, and several have asked whether the United States would assist them. In the postscript, Joseph Bullock Coghlan notes that as of yet, there has been no fighting.

George Kennan reviews the Russian Empire's social and political conditions that could influence the outcome of a Russian war with Japan. The lack of personal security and oppressive bureaucratic regulations dispirit much of the population whose grievances are ignored or punished. Revolutionary activity can be found throughout Russia and has infiltrated the state's armed forces. A war would further strain the state's bureaucracy and increase popular discontent. Even supporters of the government view the potential of war with "gloomy forebodings."
