In July 2001, the Ministerial Council on Education, Employment, Training and Youth Affairs (MCEETYA) agreed to the development of assessment instruments and key performance measures for reporting on student skills, knowledge and understandings in primary science. It directed the newly established Performance Measurement and Reporting Taskforce (PMRT), a nationally representative body, to undertake the national assessment program. The PMRT commissioned the assessment in July 2001 for implementation in 2003. The Primary Science Assessment Program (PSAP)--as it was then known--tested a sample of Year 6 students in all States and Territories. PSAP results were reported in 2005. The National Assessment Program--Science Literacy was the first assessment program designed specifically to provide information about performance against MCEETYA's National Goals for Schooling in the Twenty-First Century. MCEETYA has since also endorsed similar assessment programs to be conducted for Civics and Citizenship, and Information and Communications Technology (ICT). The intention is that each assessment program will be repeated every three years so that performance in these areas of study can be monitored over time. The first cycle of the program was intended to provide the baseline against which future performance could be compared. PMRT awarded the contract for the second cycle of science testing, for 2006, to a consortium of Educational Assessment Australia (EAA) and Curriculum Corporation (CC). Educational Measurement Solutions (EMS) was sub-contracted to CC to provide psychometric services. The Benchmarking and Educational Measurement Unit (BEMU) was nominated by PMRT to liaise between the contractors and PMRT in the delivery of the project. The Science Literacy Review Committee (SLRC), comprising members from all States, Territories and sectors, was a consultative group to the project. This technical report aims to provide detailed information with regard to the conduct of the National Assessment Program--Science Literacy 2006 so that valid interpretations of the 2006 results can be made, and future cycles can be implemented with appropriate linking information from past cycles. Further, a fully documented set of the National Assessment Program--Science Literacy procedures can also provide information for researchers who are planning surveys of this kind. The methodologies used in the National Assessment Program--Science Literacy 2006 can inform researchers of the current developments in large-scale surveys. They can also highlight the limitations and suggest possible improvements in the future. Consequently, it is of great importance to provide technical details on all aspects of the survey. This report is divided into nine chapters. Chapter 2 provides an outline of the test development and test design processes, including trialling and item selection, and the assessment domains of scientific literacy. The sampling procedures across jurisdictions, schools and classes are discussed in Chapter 3. Chapter 4 includes information about how the tests were administered and marked, including coding for student demographic data and participation or non-inclusion. It also provides an explanation of the reporting processes. Chapter 5 details the processes involved in computing the sampling weights. Chapter 6 provides an extensive analysis of all items included in the final test forms, including item difficulties based on Rasch modelling. Scaling and item calibration procedures leading to the placement of items and student scores within the Proficiency levels of the Scientific Literacy Progress Map are outlined in Chapter 7. Chapter 8 discusses the processes used to equate the 2003 assessment and the 2006 assessment. Chapter 9 provides information about the proficiency scale used for reporting the results, including the cut-scores for each of the levels and the placement of all test items within the levels. The aim of this thesis is to explore the rich photochemistry of volatile organic compounds in the Earth’s atmosphere using modern computational photochemistry. First, this thesis will explore the importance of ground-state sampling on the theoretical determination of photoabsorption cross-sections, a key experimental observable as well as a major component of the photolysis rate constant. Here, we test the use of quantum thermostat molecular dynamics against Wigner sampling, for some challenging atmospherically relevant systems such as microsolvated pyruvic acid. This work will then investigate the photochemistry of a critical molecule in Earth’s atmosphere, pyruvic acid, using trajectory surface hopping. State-of-the-art techniques were employed to calculate experimental observables such as the wavelength-dependent quantum yield and the photoabsorption cross-section, two critical components of the photolysis rate constant. The trajectory surface hopping dynamics also uncover the potential photolysis mechanism for gas-phase pyruvic acid under actinic conditions. To investigate the possible solvent effects of pyruvic acid we then present a joint theoretical and experimental collaboration on the gas-phase photochemistry of the conjugate base of pyruvic acid, pyruvate, identifying a significant change in the photoproducts to that of gas-phase pyruvic acid using photoelectron spectroscopy. Finally, inspired by the previous study, we embark on a detailed exploration of the photodynamics of the pyruvate anion to pinpoint the origins of this stark difference in the photochemical outcome compared to pyruvic acid. Overall, this thesis aims to use modern computational photochemistry to improve our understanding of complex photochemical reactions. The deviation of specific electrical conductance (EC) from conservative mixing behavior is well-established in the scientific literature. This principle is based on the observation that, as salt concentration in a water sample increases, the mobility of individual ions in the sample decreases, and thus their ability to conduct electricity decreases. Despite this fact, some commonly used models for salinity transport in the San Francisco Estuary (estuary) utilize EC as a primary simulation constituent, treating it as a conservative quantity. Such a modeling approach has likely been followed to exploit the wide availability of EC data for model calibration and validation, and to obviate the need to translate between EC and salinity in a domain characterized by multiple source waters with varying ionic make-ups. Arguably, this approach provides a reasonable trade-off between data translation error and model simulation error. In this paper, we critically evaluate this approach, employing an extensive salinity data set that includes measurements of EC and major ion concentrations in the estuary. We demonstrate and quantify EC deviation from steady-state, conservative mixing behavior; review the conservative mixing behavior of three bulk salinity measures (practical salinity, ionic strength, and limiting equivalent conductance); and evaluate their source-dependent correlations with EC in the estuary. We find limiting equivalent conductance—a value that assumes uninhibited mobility among individual ions in a water sample—to be an attractive alternative for salinity transport in the estuary. In addition to being a conservative quantity, it is consistently correlated with EC in the estuary’s dominant source waters, and thus addresses concerns related to data-translation error. We conclude this paper discussing pros and cons of adopting various salinity-transport model constituents.

One of the best ways to engage children in history is by involving them in activities related to their own lives' experiences. This unit gives students an opportunity to study history through a familiar and relevant topic: families. Suggested time for unit implementation is 8 weeks. Students explore family roots, traditions, and how daily life has changed or remained the same; learn how to think critically about history by examining primary sources such as artifacts and photographs; learn how to interview another person to investigate the past; begin to see their places in history and how family history helps define people as individuals and members of a larger society; and have a chance to study the daily lives of people, ideally their own ancestors, who lived long ago and compare that existence with their own lives and the lives of their parents and grandparents. The lesson plan discusses the significance of the topic; lists focus questions; features literacy links; and provides information and student activities, dividing the topic into: "Beginning the Topic,""Developing the Topic," and "Culminating the Topic." Accurate estimates of freshwater flow to the San Francisco Estuary are important in successfully regulating this water body, in protecting its beneficial uses, and in accurately modeling its hydrodynamic and water-quality transport regime. For regulatory purposes, freshwater flow to the estuary is not directly measured; rather, it is estimated from a daily balance of upstream Delta inflows, exports, and in-Delta water use termed the net Delta outflow index (NDOI). Field research in the 1960s indicated that NDOI estimates are biased low in summer–fall and biased high in winter–spring as a result of conflating Delta island evapotranspiration estimates with the sum of ungauged hydrologic interactions between channels and islands referred to as net channel depletions. In this work, we employed a 50-year observed salinity record along with gauged tidal flows and an ensemble of five empirical flow-salinity (X2) models to test whether a seasonal bias in Delta outflow estimates could be inferred. We accomplished this objective by conducting statistical analyses and evaluating whether model skill could be improved through seasonal NDOI flow adjustments. Assuming that model residuals are associated with channel depletion uncertainty, our findings corroborate the 1960s research and suggest that channel depletions are biased low in winter months (i.e., NDOI is biased high) and biased high in late summer and early fall months (i.e., NDOI is biased low). The magnitude of seasonal bias, which can reach 1,000 cfs, is a small percentage of typical winter outflow but represents a significant percentage of typical summer outflow. Our findings were derived from five independently developed models, and are consistent with the physical understanding of water exchanges on the islands. This workbook is designed to present the process of developing instructional materials to persons who want to write teaching material for a specific and defined readership group. Developed by many people in various educational organizations who have writing and editing experience, it is especially relevant for writing teaching materials for adult basic education as well as for an audience for whom English is a second language. The manual is organized in six chapters that lead the reader through the following steps: (1) before you start writing (audience, resources, materials, objectives); (2) start planning and writing; (3) writing to be read; (4) language, style and tone; (5) design your material; and (6) produce and consult on your material. Among people with HIV, alcohol use is associated with increased prevalence of sexual transmission behaviors. We examined associations between alcohol use in the prior year and sexual behaviors approximately six months later among 1857 women, 6752 men who have sex with men (MSM) and 2685 men who have sex with women (MSW). Any alcohol use was associated with increased risk of unsafe vaginal sex among women; anal sex and =>2 anal sex partners among MSM; and anal sex, =>2 anal or vaginal sex partners, and unsafe vaginal sex among MSW. In particular, among women >7 alcoholic drinks/week and among MSW =>5 alcoholic drinks/drinking day increased the likelihood of certain subsequent sexual behaviors. For all groups, especially women, the risk of sex under the influence of drugs/alcohol markedly increased with increases in quantity and frequency of alcohol consumption. These different patterns of drinking and sexual behaviors indicate the importance of tailored counseling messages to women, MSM and MSW.

We evaluated two historically important data sets to characterize the San Francisco Estuary’s salinity regime before the State of California began systematic data collection in the early 1920s. One set documents barge travel along the Sacramento and San Joaquin rivers to obtain water of adequate quality for local industry; a second set documents Delta inflow used to compute antecedent outflow. The barge travel distance reported over 2 decades (1908–1929) was well explained by flow–salinity modeling, indicating internal consistency in these measurements. However, absolute salinity intrusion estimated through the barge travel data is systematically lower than suggested by contemporaneous water-quality measurements available since 1921. Through integration of these data sets, our work showed substantial similarities between 1908–1921 and the subsequent period before construction of Shasta Dam (1922–1944). Our analysis reveals an apparent shift in the estuary’s salinity regime, with lesser salinity intrusion occurring in pre-1919 summer and fall months as a result of higher summer Delta outflow; this shift may be related to lower storage and irrigation diversions as well as a preponderance of wet years with higher summer runoff in the pre–1919 period. We found seasonal patterns of wet year salinity intrusion to be comparable over the full study period (1908–1944), indicating that the relative effect of upstream water management is minimal when flows are high, consistent with findings reported in later periods. The barge and flow data provide qualitative insights on early 20th century conditions, when limited data are available. Post–1920 hydrology and salinity data are preferable for quantitative analyses because of better documentation associated with collection and analysis, and sustained reporting over several decades. Right Here was a five-year initiative of the Paul Hamlyn Foundation and the Mental Health Foundation that aimed to improve preventative and early intervention approaches to supporting the mental health and wellbeing of young people in the UK.The initiative ran from 2009 - 2014 and was delivered across four local sites: Brighton and Hove, the London Borough of Newham, Sheffield and Fermanagh, Northern Ireland. Itoffered a blend of activities to raise awareness of mental health and wellbeing; build confidence and resilience through physical, creative and therapeutic activities; influence policy and practice locally; and deliver products and services that had been developed by young people.A central Right Here team with responsibility for coordinating the initiative also convened a National Youth Panel to contribute to the initiative's governance and influencing agenda; arranged showcasing and dissemination opportunities for the projects' work; and provided consultancy support to the grantholders.Youth participation was critically important to the initiative; both local projects and the central team had a variety of ways of involving young people in the planning of activities, projects and the initiative as a whole. Partnership was also an informing principle at local and national level. The initiative sought to develop new insights around these areas.

The Strategic Legal Fund for Vulnerable Young Migrants1 (SLF) was set up by the Diana Princess of Wales Memorial Fund (DPOWMF) in 2011. When the Diana Fund closed down in late 2012, Trust for London agreed to take over the hosting of the SLF and provided additional funding with Esmée Fairbairn Foundation for a second phase (December 2012 to March 2014 initially, though this has now been extended).In 2012 an interim evaluation of the SLF concluded that it was achieving results, and suggested some changes of focus and operation for the future. One year on, the purpose of this further evaluation is: a. to identify the full range of outcomes, benefits and changes to which the SLF project has contributed in order to understand the value of what has been funded to date. b. to help Trust for London, Esmée Fairbairn Foundation and other potential funders discuss and decide if and how they want to take forward the funding of strategic legal work on migration issues in the current climate. c. to take stock of the model being used to identify, assess, support and review SLF grants and learn lessons about this which can: i) help improve current ways of working; ii) enable decisions about how such a fund should be administered in the future. d. to stimulate discussions about the potential use of such a model in funding strategic legal work in other areas of law.

This study estimated the economic costs and benefits of a range of selected interventions to improve water and sanitation services. The entire analysis is based on changes in water and sanitation service levels. For developing countries, the World Health Organization (WHO) favors intervention options that are low cost, that are feasible, and do not require heavy maintenance. The costs of the interventions include the full investment and annual running costs. The benefits of the interventions include time savings associated with better access to water and sanitation facilities, the gain in productive time due to less time spent ill, health sector and patients costs saved due to less treatment of diarrheal diseases, and the value of prevented deaths. The results show that all water and sanitation improvements were found to be cost-beneficial, and this applied to all world regions.
