Integrated Logistics Support (ILS) is a tool that ensures the operation and longevity of products and systems throughout their lifecycle. The method structures logistics support activities and yields results that simplify, prevent, or mitigate risk areas, ultimately aiming to minimize lifecycle costs. ILS was developed within the defense industry, but its use in the civilian sector is still limited, indicating untapped potential. The purpose of the research is to investigate the process of ILS implementation and the potential benefits it could bring to the civilian industry. The emphasis is on comprehending the process and methodically developing guidelines that organizations can adopt. This purpose is achieved through an initial literature review examining integrated logistics support. The ideas are then implemented in a case study to demonstrate the process and generate improvement strategies. Based on the case study, the conclusion is drawn that the method achieves the desired effects. A generalized methodology is presented, which can be utilized by civilian companies and organizations.

This thesis aims to identify key differences between how Integrated Logistics Support is performed on Manned and Unmanned Ground Vehicles. Thereby providing the industry with the requested basis for necessary changes in Integrated Logistics Support for future systems. By conducting semi-structured interviews, six experts provided knowledge of inherent differences between Manned and Unmanned Ground Vehicles. The interview data was used to develop Maintenance Concepts for Manned and Unmanned Ground Vehicles. By comparing these maintenance concepts, differences were identified mainly in the form of maintenance and support operations due to the disappearance of the onboard operator. Multiple questions were also raised by the experts, asking when unmanned ground vehicles should be considered consumable, how redundant they should be, where the boundaries of cyber lie within the system, and to what degree they are autonomous. This work signifies the importance of continued research on the topic of Integrated Logistics Support in regard to future unmanned systems., Den ökade användningen av Obemannade Markfordon (UGV) påverkar hur Integrerat Logistikstöd (ILS) utförs på grund av att ombordoperatörer tas bort. Denna uppsats syftar till att identifiera viktiga skillnader mellan hur Integrerat Logistikstöd utförs på Bemannade och Obemannade Markfordon. Därigenom ges branschen den efterfrågade grunden för nödvändiga förändringar inom Integrerat Logistikstöd för framtida system. Genom att genomföra semistrukturerade intervjuer bidrog sex experter med kunskap om grundläggande skillnader mellan Bemannade och Obemannade Markfordon. It is here where the need for an adequate process of appropriation and knowledge of change management for monitoring by the shipyard owner, which in the case under study is COTECMAR, becomes evident. As for the user operator of the system (National Navy), the adequate change management will allow it to carry out efficient and reliable maintainability processes that will contribute to maximize the useful life of the asset and its systems. Faced with this scenario, the National Navy and COTECMAR have been carrying out a process of implementation of management methodologies and development of computational tools to meet these information requirements necessary within the Integrated Logistic Support., Los buques navales en cada una de las fases de su ciclo de vida pueden cambiar su configuración (características físicas, funcionales y de desempeño), incorporando sistemas de alto costo que pueden impactar la fiabilidad y mantenibilidad a lo largo de su vida útil. Increased trends towards servitization within previously exclusively manufacturing industries makes a larger part of maintenance become the responsibility of the manufacturer. This increased responsibility makes it more important for suppliers to know how different parameters contribute to cost, to be able to price their contracts correctly. Systems Engineering (SE) and Integrated Logistics Support (ILS) are two current methodologies on how to manage large systems. These methodologies are mainly used within defence industries and large capital-intensive infrastructure projects but are today also utilised in civilian industries. With the new methodology of Model Based Systems Engineering (MBSE) and the new demands of servitization it becomes more important to know how different parameters affect the final cost of a project during the very early phases of development. Within ILS the parameters Administrative Delay Time (ADT) and Logistics Delay Time (LDT) have previously not received attention proportional to their contribution to overall availability in projects. This thesis is based in literature, interviews of industry professionals, and the study of a real case of an electrical charging infrastructure project currently in development. From these sources multiple paths to resolve the issues with support from ILS, MBSE, SE, and other management literature are explored. Several attributes of the case, and characteristics of MBSE and ILS leads to the conclusion that coupling the methodologies with Lean methods would lead to better insight into where critical points in the explored system are and give ways of resolving issues with ADT and LDT that exist. The combination of MBSE and Lean methods could successfully identify possible critical points in the error handling of the electrical charging infrastructure system early in the process of implementation. Conclusionary the combination of MBSE, ILS, and Lean is a possibly powerful way to identify and improve the availab, Tjänstefiering är en trend som gör att en allt större del av underhåll inom tidigare endast tillverkande industrier blir tillverkarens ansvar. Swedish military logistics are in large part dependent on civilian business assets in the acquisition of certain materiel. Here are products with high commercial-turnover-rate, which for a military organization who want to be able to buy the same product years later makes it difficult. The Swedish Defence Materiel Administration (FMV) and their consultant partners frequently run into this problem in their support functions, specifically the integrated logistics support (ILS) process. By request of the FMV consultant partner Svekon, the main purpose of the study is to investigate the subject of Swedish logistics and general ILS processes. This with the goal of determining how suitable ILS-processes can be designed for materiel systems with high-turnover-rates. The study is divided into investigations of the ILS subject, the current process within FMV and its partners, and factors around Swedish defence-logistics that play a part in the process. Methods include interviewing personnel who work within two exemplified materiel areas, including FMV, Svekon, civilian contractors, and the users within the Swedish Armed Forces (SwAF). Second is a literature study based on prior works and theories around ILS and Swedish logistics conduct, including models, guidelines, and factors that contribute to an efficient ILS-process. With the gathered material from both methods the major contributing factors and models are discussed and put into highlighting an ILS-framework to follow. The conclusion through a broader understanding of military logistics suggests that the term “logistics” and suitability of “efficiency” are in large part up to interpretation by the different actors, due to different underlying processes and goals. As such, the final contribution is a set of universal success factors that with the example of an applied ILS-framework for Svekon can be used by any ILS actor to construct a process according to their background., Svensk militärlogistik är till stor del beroende av civila affärstillgångar vid anskaffning av viss materiel. This paper introduces the concept of Product Support Operations (PSO) as an extension of traditional processes such as manufacturing and supply chains using the relational Deming Systems Model. The Deming Model will be expanded to include key system interactions occurring after the customer has purchased the product or service. This modified Deming Systems Model will be used to explain the concept of a Product Support Operations (PSO) function as a holistic means to improve customer service and product performance within the context of how the customer uses the product. This paper is aimed at professionals seeking to better understand internal organizational interactions in relation to customer needs and requirements. The K-1 Tracked Vehicle (K-1 TV) has been the main battle tank of the Republic of Korea Army (ROKA) for the last twenty years. Maintaining the highest level of combat readiness of the K-1 TV is one of the most critical missions for ROKA logisticians. This research focuses on the improvement of the depot level maintenance (DLM) since it has considerable influence over the combat readiness of the K-1 TV. A simulation model of the DLM process has been built. Four major logistics elements are the input parameters: component failure rate, repair rate, inventory service level, and logistics delays. The model with these logistics elements is simulated for the acquirement of data and the results provide guidance about the interactions of logistics elements. The analysis of the results shows the effective procedures and the significant elements during DLM of the K-1 TV. In conclusion, the procedures of the analysis give valuable insights related to the methodologies of analysis of the logistics elements and facilitate logisticians to conduct the efficient logistics support., The original document contains color images.

The research was conducted through a wide overview of the ILS philosophy and implementation, specifically focusing on the USAF experience in acquisition logistics and the lessons learned from the European TORNADO program in the area of support. Although a successful model ready to be introduced in the IAF was not found, some recommendations for the EFA program and some general guidelines applicable to the wide IAF acquisition logistics environment were identified and discussed. The aspects related to the personnel education in acquisition logistics, the computerization of all support functions, the emphasis on ILS contracting, and the integration of different logistics standards were the most significant findings applicable to the IAF.

Coalition logistics refers to collaborative support of military forces by allies, including host nation support, cooperative management of supply and maintenance, and shared logistics planning for codeveloped weapon systems. Coalition logistics has never been a dominant theme of combined operations in U.S. alliances. As a result, opportunities for coalition logistics are going unrealized or underexploited, and payoffs from pursuing these opportunities have not been analyzed. This Note reports on a survey of such opportunities as they pertain to the U.S. Air Force and outlines prerequisite research needed to capitalize on them. Despite formidable political and economic obstacles to implementing coalition logistics, there are trends at work that appear to augur favorably for that approach in the long run. The author suggests research areas for assessing the merits of possible directions for coalition logistics and to determine how to reduce the barriers to implementation.

Inadequate logistics support planning marred the major weapons systems acquisitions of the Turkish Army. Budgetary restraint emphasized the purchase of least-cost weapon systems and reduced operational and sustained readiness to secondary roles. Moreover, inadequate planning required the Turkish Army to inefficiently use additional resources to operate and maintain these systems. This thesis provides guidance allowing the Turkish Army to use a life- cycle support management plan for future weapon systems acquisitions.

This document establishes product assurance program content requirements for Naval Ocean Systems Center projects as directed by NOSCINST 4855.1, 'NOSC Product Assurance Program. The provisions cover both the hardware and computer software aspects of program planning, implementation and management for projects of any type and in all phases of engineering development (i.e., conceptual, validation, full-scale), production and in-service operation. The product assurance program elements addressed include reliability, maintainability, system safety, human factors, quality assurance, configuration management and integrated logistic support. This history of Integrated Logistic Support (ILS) within DOD and the Air Force pays particular attention to the role of the Deputy Program Manager for Logistics (DPML). It describes four tasks which must be accomplished to achieve the two basic objectives of ILS: (1) Increased supportability of weapons through early consideration of logistics in design; and (2) More efficient logistics support through integrated management of the logistics elements during acquisition. It was determined that the tasks associated with the first objective were the responsibility of systems engineering whereas the tasks associated with the second objective were the responsibility of the DPML. Investigation of three current Air Force programs (F-15, A-10, and F-16) supports the contention that the first objective was the responsibility of systems engineering but did not support the contention that the DPML was responsible for integrated management of logistic resource acquisition. The author concludes that Air Force policy concerning the objectives of ILS and the role and responsibilities of the DPML is inadequate and that AFR 800-8 and AFSCR/AFLCR 400-10 should be rewritten. He also recommendes that the role of the AFLC DCS/Acquisition Logistics be reevaluated with regard to the second objective of ILS.

A system is needed that can be rapidly transported to any worldwide contingency area and interface with an unprotected beach and/or a quay wall in a protected harbor, depending on the mission. Appropriately outfitted, it must have the capability to support cargo operations (breakbulk, containerized, and vehicular), naval ship homeport, and troop support services. The deployable waterfront (DWF) is currently being investigated for its feasibility and cost effectiveness in providing these mission capabilities. This report defines the concept and identifies existing systems that are useful for comparing the integrated logistic support (ILS) requirements and operation and support costs of these systems. A baseline comparison system (BCS) for the DWF will be developed which represents the system's characteristics and capabilities. The BCS wll be used to identify the supportability, cost, and readiness drivers of the system and to project its reliability, maintainability, and availability characteristics. A framework will be established for conducting the ILS and cost comparisons. The scenario describes the personnel and support equipment requirements, duty cycle, equipment life, and a description of four missions in which the systems are compared. This report is one of a series presenting the Structured analysis for the Logistic Support Analysis (LSA) Task and the Integrated Logistic Support (ILS) Element. Included are the System Analysis for the LSA Subtask. 301.2.1, 'Operational and Support Functional Requirements Identification Task Report', and Subtask 301.2.2,'Unique Functional Requirements' , with the corresponding description of the processes, data flows, data stores, external entities involved on each. An overview of the Structured Analysis and its place in the overall systems development process, is also presented.

This interaction established NAVSEA ILS policy, assigns responsibility for ILS actions and products, and established standard requirements for preparation and revisions to ILSPs. It applies to total ship and system/equipment acquisitions, modernization, conversion, and modification programs under the cognizance of NAVSEASYSCOM. One of the considerations in the acquisition and deployment of ships/weapons systems is ILS. ILS can be defined as a disciplined, unified, and interactive approach to the management and technical activities necessary to: (1) integrate support considerations into system and equipment design; (2) develop support requirements that are related consistently to readiness objectives, to design, and to each other; (3) acquire the required support; and (4) provide the required support during the operational phase at minimum cost.

The primary purpose of this thesis was to evaluate the effectiveness of the process by which facilities are programmed to support major new weapon systems. The study used personal interviews to obtain the perceptions of fifty-one authorities in the fields of systems acquisition and facilities acquisition at the five organizational levels, from the base level to HQ USAF. Data collection was concentrated in four major areas: (1) the B-1 bomber, (2) the Peacekeeper missile, (3) Policy and Programs, and (4) Simulators. Results of the study indicate that five areas are perceived as being major concerns: (1) timely identification of facility requirements, (2) the timing of the Military Construction Program in relation to the systems acquisition cycle, (3) funding concerns, (4) communication and coordination problems, and (5) political concerns. Some significant differences in the perception of problem areas also appear to exist between organizational levels. The conclusions and recommendations of the study were based on both the results of the interviews and an extensive review of the current literature relating to the systems and facilities acquisition processes. These results indicate that although some corrective actions can be accomplished within the existing system, many of the problems would require legislative or organizational changes to more closely integrate the systems and facilities acquisition processes.

The purpose of this paper is to review and evaluate manpower aspects of Integrated Logistics Support (ILS). Manpower authorizations are a critical resource, and the basis for personnel procurement, distribution and training. The nature of the manpower problem is described in terms of five situations where manpower problems could (or did) effect system deployments. The current manpower planning system is then described and evaluated for specific provisions guarding against the cited problems. The study finds significant disconnects between the system developer and the Major Army Command (MACOM) logistician, and between the command logistician and the command force developer. Specific recommendations are offered for relevant regulations, including AR 70-17 (add MACOM planning input); AR 700-127 (specify MACOM planning requirement, upgrade pre-deployment assessments, and add a post-deployment assessment program); and AR 310-49-1 (clarify procedures for manpower planning and documentation). The concept of Integrated Logistics Support (ILS) has emphasized the use of models to investigate the quantitative aspects of logistics acquisition management. According to a Rand report, sufficient models exist to satisfy the needs of ILS but additional effort is required to streamline the use of the models and make them more accessible to potential users. The Systematic Cost- and Logistics-Effectiveness (SCALE) procedure is a recent attempt by Battelle Columbus Lab. to conceptualize a framework in which specific mathematical models would interact in a logistics support context. LSC, ORLA and MOD-METRIC are 3 Air Force models proposed for SCALE integration. They contain considerable overlap in input requirements and lack a working vehicle for resolving model-to-model inconsistencies. This study shows that a FORTRAN-based consolidation routine reduces input requirements by one third and allows the user to build a single data array that can be accessed by any of the models. The input routine also facilitates the use of certain key outputs (described) which make it advantageous to integrate the models in a sequential fashion. This report looks at Integrated Logistics Support (ILS) in the field support environment rather than from the more common viewpoint of the equipment development process. The author draws upon the field experience of experienced missile officers to describe how the ILS factors combine to create materiel readiness problems. Doctrine and organization are considered equally important problems affecting readiness and are added to the list of ILS items. Mission and Function Manuals from organizations in the wholesale support structure were studied to search ILS related tasks. The resulting survey of these support organizations points out that their functional orientation tends to block the complete flow of logistics intelligence from the field. An annex includes the selected function statements by organization and provides a useful source for continuing studies. (Author)

The primary purpose of this study was to review the peculiarities between Navy and Marine Corps acquisition procedures, concentrating on their inter-relationships as they affect the Marine Air Traffic Control Unit (MATCU) Program. Within the Marine Corps, certain types of equipment (e. g. aircraft and aircraft-related) are funded, procured and supported with Navy 'Blue Dollars'; other equipments are funded with Marine Corps 'Green Dollars'. When acquiring equipment and systems with 'Green Dollars', Marine Corps acquisition procedures--as outlined in MCO P5000.10--are followed. However, for 'Blue Dollar' programs, current directives generally require compliance with both Marine Corps and Navy acquisition procedures. This duplication frequently results in confusion and conflict, especially in the areas of determining the proper approval authorities and of coping in the Navy system. The author identifies and discusses ten problem areas and makes recommendations for their resolution.

This report provides visibility to some logistical support problems found to be common to a selected number of Navy and Air Force systems. By knowing the primary problems of existing systems, the principles of Integrated Logistic Support (ILS) can be more effectively applied. The problems of primary concern were found to be in the areas of technical data, support and test equipment, supply support, personnel training and computer/software support in general. The conclusions reached were: (1) All support problems can be reduced by reducing just the problems in the technical data area; (2) All problem areas can be significantly reduced through application of ILS principles; (3) Existing Air Force computer program systems can never be adequately supported; and (4) Provisions now exist for procuring supportable computer program systems. These are as directed by AFR 800-14 and AFR 800-14, Vol II.

The study was initiated to determine whether current logistics data feedback systems are providing the necessary information and data to influence future weapon system development. The Army's technology base is defined as research (6.1), exploratory development (6.2), and some non-system advanced development (6.3A). Current logistics data feedback systems are identified and analyzed as regards the kinds of information generated and the recipients of this information. Regulations relative to this subject area were identified and carefully reviewed. Functional interfaces between DARCOM Laboratories and the TRADOC School's technology base programs were examined. In order to respond to evolving aircraft maintenance/material support process and planning procedures and reporting systems, the Navy CASEE (Comprehensive Aircraft Support Effectiveness and Evaluation) Model requires periodic updating and restructuring. The CASEE enhancements described in this report resulted from basic needs within the CASEE user community to have CASEE reflect the changing criteria that are instrumental in evaluating fleet operating and maintenance policies and options. Specific enhancments were selected and implemented based on their projected utility in known and anticipated CASEE applications. Each was defined by a problem statement and a corrective action description. Program listings incorporating the enhancements were subsequently generated. A new CASEE version, Version 5, was developed as an initial attempt to reflect SCIR (Subsystem Capability Impact Reporting) system reporting criteria. Optional logic was developed to allow CASEE to more accurately simulate Navy Non- Cyclic flight operations that are more typical of shore-based operations. To provided even more visibility into the Intermediate Maintenance Activity (IMA), which was enhanced in Version 3, changes were made to improve the ability of CASEE to simulate support equipment availability at the IMA.

ARIES is a computerized mathematical model which assists ILS managers in their planning. It enables them to optimize recoverable item component reliabilities, maintenance capabilities, and maintenance strategies--as well as initial stockage levels for the multi-echelon base-depot supply system -- while taking into account the corresponding impact upon system availability and life cycle cost for unscheduled maintenance. Item demand is assumed Poisson. ARIES evaluates the minimized expected backorder solution to determine the expected number of NORS vehicles for both the case where complete cannibalization of parts is assumed and the case where there is no cannibalization. The ARIES solution defines the expected backorder value for each item; this parameter is a necessary input to the MSCAM model to perform refined reliability/maintainability trade-offs on the individual items. The manpower and item stockage level requirements for the individual bases and depot are determined by the ARIES solution.

The Replacement Unit/Repair Level Analysis Model (RURLAM) was developed as a part of PROMP-70--Program for the Refinement of the Materiel Acquisition Process in 1970. This was a program pursued by the Army Materiel Command aimed at improving the materiel acquisition process. One of the tasks under PROMAP-70 was to reduce the requirements for logistics support resources and systems changes by integrating the elements of logistics support into all phases of system acquisition. Joint Applied Project, It is critical that the Department of Navy (DON) acquisition personnel and Department of Defense (DoD) support contractors understand the impact to naval ships' weapons systems Total Ownership Cost (TOC) when procuring outfitting equipage and test equipment supporting the maintenance concept. This project focuses on reducing the logistics footprint of U.S. Naval ships through the optimization of weapon system Allowance Equipage Lists (AELs). After reviewing Integrated Logistics Support (ILS) data utilized to support and certify logistically the new construction ships' outfitting, it became apparent that there were many redundancies and other problems associated with the ILS data. The problems within the weapon system AELs include numerous redundancies, Hazardous Materials (HAZMAT) and items that should be on separate outfitting documents. Correcting these problems would circumvent unnecessary costs and would reduce the logistics footprint in the ships' outfitting. The main objective of this research is to propose some directions concerning logistic development for the Republic of Korea Army (ROKA). This study develops a methodology for the Australian Army to adopt to ensure that a systems approach is applied to the concept and acquisition phases of the Materiel Cycle. This involves an integration of Systems Engineering, Integrated Logistics Support, and Logistics Support Analysis. The study examines each of these disciplines separately before considering their relationship with one another. A methodology is then produced which integrates these disciplines. The organisations involved in the concept and acquisition phases of the material cycle are examined. The study proposes that the key organizations for Army are the Combined Arms Training and Development Center, the Land Development Branch within the Capability Development Division, the Capability Programming and Resource Planning Division, and the Defence Acquisition Organisation. Key documentation in the concept and acquisition phases of the material cycle is identified. The study proposes that the key organizations apply the systems development methodology to the production of key documentation in the concept and acquisition phases of the material cycle.
