However, the building of a future health workforce that is responsive to diverse population needs and demographic and economic change remains challenging. There is a need to improve research and education to address these questions effectively and build capacity for public health approaches in health workforce policy. This paper introduces an agenda for health workforce research.The research agenda has been developed through bringing together expertise and knowledge from a wide range of authors and leading organisations involved in health workforce research and policy. It takes a health system approach and focuses on Europe.Six major objectives for health workforce policy were identified: (1) to develop frameworks that align health systems/governance and health workforce policy/planning, (2) to explore the effects of changing skill mixes and competencies across sectors and occupational groups, (3) to map how education and health workforce governance can be better integrated, (4) to analyse the impact of health workforce mobility on health systems, (5) to optimise the use of international/EU, national and regional health workforce data and monitoring and (6) to build capacity for policy implementation. The research highlights critical knowledge gaps that currently hamper the opportunities of effectively responding to these challenges and advising policymakers in different health systems. Closing these knowledge gaps is therefore an important step towards future health workforce governance and policy implementation.There is an urgent need for building health workforce research as an independent, interdisciplinary and multi-professional field. Action has to be taken to establish new training courses and Master programmes to create competences for leadership in health workforce research.

Better primary care has become a key strategy for reforming health systems to respond effectively to increases in non-communicable diseases and changing population needs, yet the primary care workforce has received very little attention. This article aligns primary care policy and workforce development in European countries. The aim is to provide a comparative overview of the governance of workforce innovation and the views of the main stakeholders. Cross-country comparisons and an explorative case study design are applied. We combine material from different European projects to analyse health system responses to changing primary care workforce needs, transformations in the general practitioner workforce and patient views on workforce changes. The results reveal a lack of alignment between primary care reform policies and workforce policies and high variation in the governance of primary care workforce innovation. Transformations in the general practitioner workforce only partly follow changing population needs; countries vary considerably in supporting and achieving the goals of integration and community orientation. Yet patients who have experienced task shifting in their care express overall positive views on new models. In conclusion, synthesising available evidence from different projects contributes new knowledge on policy levers and reveals an urgent need for health system leadership in developing an integrated people-centred primary care workforce.

- Abstract
Global investment in biomedical research has grown significantly over the last decades, reaching approximately a quarter of a trillion US dollars in 2010. However, not all of this investment is distributed evenly by gender. It follows, arguably, that scarce research resources may not be optimally invested (by either not supporting the best science or by failing to investigate topics that benefit women and men equitably). Women across the world tend to be significantly underrepresented in research both as researchers and research participants, receive less research funding, and appear less frequently than men as authors on research publications. There is also some evidence that women are relatively disadvantaged as the beneficiaries of research, in terms of its health, societal and economic impacts. Historical gender biases may have created a path dependency that means that the research system and the impacts of research are biased towards male researchers and male beneficiaries, making it inherently difficult (though not impossible) to eliminate gender bias. In this commentary, we - a group of scholars and practitioners from Africa, America, Asia and Europe - argue that gender-sensitive research impact assessment could become a force for good in moving science policy and practice towards gender equity. Research impact assessment is the multidisciplinary field of scientific inquiry that examines the research process to maximise scientific, societal and economic returns on investment in research. It encompasses many theoretical and methodological approaches that can be used to investigate gender bias and recommend actions for change to maximise research impact. We offer a set of recommendations to research funders, research institutions and research evaluators who conduct impact assessment on how to include and strengthen analysis of gender equity in research impact assessment and issue a global call for action.

As the principle of patient choice becomes widespread in public and private healthcare systems across the developed countries of the western world and feminism increasingly operates in arenas of entitlement and individualism nevertheless the question remains: How is women’s agency constrained by gendered disciplinary processes in the field of reproduction?

- Abstract
A systematic study of the production of omega-mesons in proton-proton-collisions was carried out in a kinematically complete experiment at three excess energies (epsilon= 92, 128, 173 MeV). Both protons were detected using the large-acceptance COSY-TOF spectrometer at an external beam line at the Cooler Synchrotron COSY at Forschungszentrum J¨ulich. The total cross section, angular distributions of both omega-mesons and protons were measured and presented in various reference frames such as the overall CMS, helicity and Jackson frame. In addition, the orientation of the omega-spin and invariant mass spectra were determined. We observe !-production to take place dominantly in Ss and Sp final states at epsilon = 92, 128 MeV and, additionally, in Sd at epsilon = 173 MeV. No obvious indication of resonant omega-production via N*- resonances was found, as proton angular distributions are almost isotropic and invariant mass spectra are compatible with phase space distributions. A dominant role of 3P1 and 1S0 initial partial waves for omega-production was concluded from the orientation of the decay plane of the !-meson. Although the Jackson angle distributions in the omega-p-Jackson frame are anisotropic we argue that this is not an indication of a resonance but rather a kinematical effect reflecting the anisotropy of the omega angular distribution. The helicity angle distribution in the omega-p-helicity frame shows an anisotropy which probably reflects effects of the omega angular momenta in the final state; this observable may be, in addition to the orientation of the omega decay plane, the most sensitive one to judge the validity of theoretical descriptions of the production process.

The main objective was to clarify whether or not a narrow exotic S = +1 resnance, the Theta+ pentaquark, is populated at 1.53 GeV/c2 in the K0 p subsystem with a data sample of much higher statistical significance compared to the previously reported data in this channel. An analysis of these data does not confirm the existence of the Theta+ pentaquark. This is expressed as an upper limit for the cross section sigma (pp -> p K0 Sigma+) < 0.15 microbarn at the 95 percent confidence level., Comment: 11 pages, 5 figures

- Abstract
The hadronic reaction pp --> Sigma+ K0 p was measured exclusively at a beam momentum of 2.95 GeV/c using the TOF detector at the COSY storage ring. A narrow peak was observed in the invariant mass spectrum of the K0 p subsystem at 1530 +- 5 MeV/c2 with a significance of 4 - 6 standard deviations, depending on background assumptions. The upper limit of 18 +- 4 MeV/c2 (FWHM) for its width is given by the experimental resolution. The corresponding total cross section is estimated to be about 0.4 +- 0.1(stat) +- 0.1(syst) microbarn. Since a resonance in this subsystem must have strangeness S = + 1 we claim it to be the Theta+ state for which very recently evidence was found in various experiments., Comment: 11 pages, 7 figures

- Abstract
The hadronic reaction pp --> Sigma+ K0 p was measured exclusively at a beam momentum of 2.95 GeV/c using the TOF detector at the COSY storage ring. A narrow peak was observed in the invariant mass spectrum of the K0 p subsystem at 1530 +- 5 MeV/c2 with a significance of 4 - 6 standard deviations, depending on background assumptions. The upper limit of 18 +- 4 MeV/c2 (FWHM) for its width is given by the experimental resolution. The corresponding total cross section is estimated to be about 0.4 +- 0.1(stat) +- 0.1(syst) microbarn. Since a resonance in this subsystem must have strangeness S = + 1 we claim it to be the Theta+ state for which very recently evidence was found in various experiments., Comment: 11 pages, 7 figures

- Abstract
Measurements of exclusive pp ® NKY reactions with beam momenta in the range 2.5÷3.2 GeV/c are underway at COSY using the Time-of-Flight spectrometer TOF. The high granularity of the detector, which covers almost the full phase space, allows to measure differential distributions and total cross sections as well. Moreover the hyperon polarization can be studied either with polarized beam or target. Some preliminary results at different energies are given.

- Abstract
A barrel-shaped scintillator hodoscope was developed as part of the time-of-flight spectrometer TOF operated at an external beam line of the cooler synchrotron COSY. The COSY-TOF spectrometer is used mainly to perform kinematically complete experiments on light meson production and proton-proton bremsstrahlung in proton-proton collisions for laboratory energies up to 2.5 GeV. The newly developed scintillator hodoscope (BARREL1), one of several detector segments of the COSY-TOF spectrometer, consists of one layer of 96 scintillator bars of 15 mm thickness arranged to form a barrel with 3 m in diameter and 2.85 m in length. For any given interaction process the TOF spectrometer allows to determine the velocity vectors of all charged ejectiles emerging from the target by measuring the time of flight between the start and the stop detector as well as the point of impact on the stop detector. For the BARREL1 detector the position information is obtained by two-sided light read-out of the scintillator bars. For minimum ionizing particles the spatial resolution was measured to be Delta z(FWHM) = 8 cm, corresponding to a polar angle resolution in the range 0.57 to 2.86 degrees, depending on the hit position. The binning in azimuthal angular direction amounts to 360/96 = 3.75 degrees. For the time-of-flight resolution of minimum ionizing particles a value of Delta t(FWHM) = 0.61 ns was obtained.
