Solaris is a transformative Solar Polar Discovery-class mission concept to address crucial outstanding questions that can only be answered from a polar vantage. Solaris will image the Sun's poles from ~75 degree latitude, providing new insight into the workings of the solar dynamo and the solar cycle, which are at the foundation of our understanding of space weather and space climate. Nearly all studies of impulsive geomagnetic disturbances (GMDs, also known as magnetic perturbation events MPEs) that can produce dangerous geomagnetically induced currents (GICs) have used data from the northern hemisphere. In this study, we investigated GMD occurrences during the first 6 months of 2016 at four magnetically conjugate high latitude station pairs using data from the Greenland West Coast magnetometer chain and from Antarctic stations in the conjugate AAL-PIP magnetometer chain. Events for statistical analysis and four case studies were selected from Greenland/AAL-PIP data by detecting the presence of >6 nT/s derivatives of any component of the magnetic field at any of the station pairs. For case studies, these chains were supplemented by data from the BAS-LPM chain in Antarctica as well as Pangnirtung and South Pole in order to extend longitudinal coverage to the west. Amplitude comparisons between hemispheres showed (a) a seasonal dependence (larger in the winter hemisphere), and (b) a dependence on the sign of the By component of the interplanetary magnetic field (IMF): GMDs were larger in the north (south) when IMF By was >0 (<0). A majority of events occurred nearly simultaneously (to within ±3 min) independent of the sign of By as long as |By| ≤ 2 |Bz|. As has been found in earlier studies, IMF Bz was <0 prior to most events. When IMF data from Geotail, Themis B, and/or Themis C in the near-Earth solar wind were used to supplement the time-shifted OMNI IMF data, the consistency of these IMF orientations was improved.

Although most MPEs occurred within 30 min after a substorm onset, ∼10% of those observed at the four lower latitude stations occurred over two hours after the most recent onset. A broad distribution in local time appeared at all five stations between 1700 and 0100 MLT, and a narrower distribution appeared at the lower latitude stations between 0200 and 0700 MLT. There was little or no correlation between MPE amplitude and the SYM/H index; most MPEs at all stations occurred for SYM/H values between −40 and 0 nT. SME index values for MPEs observed >1 h after the most recent substorm onset fell in the lower half of the range of SME values for events during substorms, and dipolarizations in synchronous orbit at GOES 13 during these events were weaker or more often nonexistent. Here we present details of four large‐amplitude MPE events (|ΔBx|> 900 nT and|dB/dt|> 10 nT/s in at least one component) observed between 2015 and 2018 in conjugate high latitude regions (65‐80° corrected geomagnetic latitude), using magnetometer data from (1) Pangnirtung and Iqaluit in eastern Arctic Canada and the magnetically conjugate South Pole Station in Antarctica and (2) the Greenland West Coast Chain and two magnetically conjugate chains in Antarctica, AAL‐PIP and BAS LPM. From 1 to 3 different isolated MPEs localized in corrected geomagnetic latitude were observed during 3 pre‐midnight events; many were simultaneous within 3 min in both hemispheres. Their conjugate latitudinal amplitude profiles, however, matched qualitatively at best. During an extended post‐midnight interval, which we associate with an interval of omega bands, multiple highly localized MPEs occurred independently in time at each station in both hemispheres. These nighttime MPEs occurred under a wide range of geomagnetic conditions, but common to each was a negative IMF Bz that exhibited at least a modest increase at or near the time of the event. A comparison of perturbation amplitudes to modeled ionospheric conductances in conjugate hemispheres clearly favored a current generator model over a voltage generator model for 3 of the 4 events; neither model provided a good fit for the pre‐midnight event that occurred near vernal equinox.

This paper discusses the ionosphere's response to the largest storm of solar cycle 24 during 16–18 March 2015. We have used the Global Navigation Satellite Systems (GNSS) total electron content data to study large‐scale traveling ionospheric disturbances (TIDs) over the American, African, and Asian regions. Equatorward large‐scale TIDs propagated and crossed the equator to the other side of the hemisphere especially over the American and Asian sectors. Poleward TIDs with velocities in the range ≈400–700 m/s have been observed during local daytime over the American and African sectors with origin from around the geomagnetic equator. Our investigation over the American sector shows that poleward TIDs may have been launched by increased Lorentz coupling as a result of penetrating electric field during the southward turning of the interplanetary magnetic field, Bz. We have observed increase in SWARM satellite electron density (Ne) at the same time when equatorward large‐scale TIDs are visible over the European‐African sector. The altitude Ne profiles from ionosonde observations show a possible link that storm‐induced TIDs may have influenced the plasma distribution in the topside ionosphere at SWARM satellite altitude.

Recent calls for improvement in undergraduate education within STEM (science, technology, engineering, and mathematics) disciplines are hampered by the methods used to evaluate teaching effectiveness. Faculty members at research universities are commonly assessed and promoted mainly on the basis of research success. To improve the quality of undergraduate teaching across all disciplines, not only STEM fields, requires creating an environment wherein continuous improvement of teaching is valued, assessed, and rewarded at various stages of a faculty member's career. This requires consistent application of policies that reflect well-established best practices for evaluating teaching at the department, college, and university levels. Evidence shows most teaching evaluation practices do not reflect stated policies, even when the policies specifically espouse teaching as a value. Thus, alignment of practice to policy is a major barrier to establishing a culture in which teaching is valued. Situated in the context of current national efforts to improve undergraduate STEM education, including the Association of American Universities Undergraduate STEM Education Initiative, this essay discusses four guiding principles for aligning practice with stated priorities in formal policies: 1) enhancing the role of deans and chairs; 2) effectively using the hiring process; 3) improving communication; and 4) improving the understanding of teaching as a scholarly activity. In addition, three specific examples of efforts to improve the practice of evaluating teaching are presented as examples: 1) Three Bucket Model of merit review at the University of California, Irvine; (2) Evaluation of Teaching Rubric, University of Kansas; and (3) Teaching Quality Framework, University of Colorado, Boulder. These examples provide flexible criteria to holistically evaluate and improve the quality of teaching across the diverse institutions comprising modern higher education.

Using a three-dimensional nonhydrostatic general circulation model, we investigate the response of the thermosphere-ionosphere system to the 5-6 August 2011 major geomagnetic storm. The model is driven by measured storm-time input data of the Interplanetary Magnetic Field (IMF), solar activity, and auroral activity. Simulations for quiet steady conditions over the same period are performed as well in order to assess the response of the neutral and plasma parameters to the storm. During the storm, the high-latitude mean ion flows are enhanced by up to 150-180%. Largest ion flows are found in the main phase of the storm. Overall, the global mean neutral temperature increases by up to 15%, while the maximum thermal response is higher in the winter Southern Hemisphere at high-latitudes than the summer Northern Hemisphere: 40% vs. 20%increase in high-latitude mean temperature, respectively. The global mean Joule heating increases by more than a factor of three. There are distinct hemispheric differences in the magnitude and morphology of the horizontal ion flows and thermospheric flows during the different phases of the storm. The largest hemispheric difference in the thermospheric circulation is found during the main and recovery phases of the storm, demonstrating appreciable geographical variations. Multi-instrument observations of the ionosphere and plasmaspheric density structure are proposed to address two fundamental areas o f magnetospheric-ionospheric coupling physics: (1) To obtain global understanding of the processes governing electrodynamics and plasma production and loss in the low/mid-latitude as a function of local time, season, and magnetic activity, and (2) to investigate globally the main triggering mechanisms that drives equatorial bubbles to higher altitudes; is it interplanetary or ionospheric dynamo electric field or both that triggers bubbles penetrations to higher altitudes?, The original document contains color images.

Standing fast mode waves known as global modes, or cavity/waveguide modes, have been extensively studied as a potential driver of monochromatic shear Alfven waves in the Earth's magnetosphere via the field line resonance (FLR) mechanism. However, their existence outside of the plasmasphere remains controversial. UCLA built and delivered a three-axis fluxgate magnetometer for the AFRL-mission. The instrument is designed to measure the medium-Earth orbit geomagnetic field with precision of 0.1 nT and provide the field direction to within 1 degree. The instrument will provide the DC magnetic field for phase space density calculations of energetic particles, the magnetic field vector information for the Loss Cone Imager (LCI) payload, and the ULF wave environment. On day 108, 2001, the Sub-Auroral Magnetometer Network (SAMNET) and Magnetometers along the Eastern Atlantic Seaboard for Undergraduate Research and Education (MEASURE) magnetometer arrays detected dayside magnetic pulsations at a common frequency of ∼15 mHz at all locations below L = 4. This global pulsation event was associated with alignment of the interplanetary magnetic field with the Sun-Earth axis, a condition known to generate ultralow-frequency (ULF) waves in front of the bow shock. The event occurred during the early recovery phase of a geomagnetic storm. Magnetic field measured by the GOES 8 geostationary satellite on the dayside indicated elevated broadband (7–80 mHz) ULF power in the compressional component without a strong peak at 15 mHz. These observations suggest that the global pulsations originated from a compressional magnetohydrodynamic eigenmode oscillation of the inner magnetosphere stimulated by a broadband external disturbance. The equatorial Alfvén velocity corresponding to the toroidal frequencies that were determined with the cross-phase analysis of SAMNET and MEASURE data showed a gradual decrease of the velocity with L without a clear signature of a plasmapause. The observed properties of the global pulsations are consistent with virtual resonance in the inner magnetosphere.

UCLA is building a three-axis fluxgate magnetometer for the Air Force Research Laboratory (AFRL) mission. The instrument is designed to measure the medium-Earth orbit geomagnetic field with precision of 0.1 nT and provide the field direction to within 1 degree. The instrument will provide the DC magnetic field for phase space density calculations of energetic particles, the magnetic field vector information for the Loss Cone Imager (LCI) payload, and the ULF wave environment. Nonadiabatic loss processes of radiation belt energetic electrons include precipitation loss to the atmosphere due to pitch-angle scattering by various magnetospheric plasma wave modes. Here we consider electron precipitation loss due to pitch-angle scattering by whistler-mode ELF hiss in plasmaspheric plumes. Using wave observations and inferred plasma densities from the Plasma Wave Experiment on the Combined Release and Radiation Effects Satellite (CRRES), we analyze plume intervals for which well-determined hiss spectral intensities are available. We then select 14 representative plumes for detailed study, comprising 10 duskside plumes and 4 nonduskside plumes, with local hiss amplitudes ranging from maximum values of above 300 pT to minimum values of less than 1 pT. We estimate the electron loss timescale τ loss due to pitch-angle scattering by hiss in each chosen plume as a function of L-shell and electron energy; τ loss is calculated from quasi-linear theory as the inverse of the bounce-averaged diffusion rate evaluated at the equatorial loss cone angle. We find that pitch-angle scattering by hiss in plumes can be efficient for inducing precipitation loss of outer-zone electrons with energies throughout the range 100 keV to 1 MeV, though the magnitude of τ loss can be highly dependent on wave power, L-shell, and electron energy. For 100- to 200-keV electrons, typically τ loss ∼ 1 day while the minimum loss timescale (τ loss ) min ∼ hours. For 500-keV to 1-MeV electrons, typically (τ loss ) min ∼ days, while (τ loss ) min < 1 day in the case of large wave amplitude (∼100's pT). Apart from inducing direct precipitation loss of MeV electrons, scattering by hiss in plumes may reduce the generation of MeV electrons by depleting the lower energy electron seed population. Models of the dynamical variation of the outer-zone electron flux should incorporate electron precipitation loss induced by ELF hiss scattering in plasmaspheric plumes.
