Abstract

This thesis concentrates on two discrete contexts in which Jewish and imperial concerns converged: the Boer War and the British Mandate for Palestine. For Britain's Jews, the Boer War represented a rare and uncomfortable moment in which the Jewish Question achieved relative prominence. However the war also generated a different set of 'Jewish questions', leading the Anglo-Jewish establishment to refine its own understanding of patriotic and imperial duty. The case of Palestine, by contrast produced less straightforward and predictable outcomes. Ottoman entry into World War I, which prompted both British and Zionist considerations into the merits of a Jewish homeland as part of the imperial system, created an acute conflict for British Jewry's communal leadership. Although not negating the advantages of a British-Jewish Palestine either to the Empire or to Jews in need of refuge, its decision to oppose the Balfour Declaration privileged at some cost a distinctive reading of Jewish interests over a more obvious synthesis of national and sectarian goals. Despite continued objections to Zionism's ideological outlook and its pursuit of statehood, the Anglo-Jewish establishment located in the interwar development of a British-Jewish Palestine a means to advance both Jewish communal and imperial agendas. As the alliance between the Zionists and Britain unravelled in the final decade of the Mandate, British Jews eager to safeguard their position as well as their vision of Palestine's future would persist in defending this relationship. In its exploration of the evolution of Anglo-Jewish attitudes towards Britain, the Empire and Mandatory Palestine, this thesis aims to address both thematic and chronological gaps in the historiography of Anglo-Jewry. By drawing attention to the uniqueness of Anglo-Jewry's imperial connection to Palestine and to the domestic impact of British involvement, my work also contributes to scholarship on Zionism and the Mandate Finally, it offers a framework for considering the impact of, and relationship to, Empire of minority groups residing in Britain.

Abstract

This study, entitled Bethulie 1896-1907, with specific reference to the Anglo-Boer War, aims to investigate, reconstruct, and evaluate the impact and consequences of the Anglo-Boer War on a Free State town and district, in this case Bethulie. Due to the fact that the study focuses on a particular geographical area and community, the study contains a very strong genealogical and social history foundation. Research on Bethulie during the Anglo-Boer War is often dominated by information about the Bethulie concentration camp, specifically because of the inhumane conditions that prevailed in the camp and the resulting high death rate. For the purposes of this study, however, the focus is more on Bethulie as a strategic town and the impact that the AngloBoer War had on the inhabitants, their families and their living conditions, as well as on the Bethulie district. Bethulie was considered a strategic town in the sense that the main railway line from East London to Bloemfontein crossed the railway bridge over the Orange River near the town. In order to understand the impact of the war on the community, the date of departure was decided on as 1896 (the Jameson Raid). The first chapter provides an overview of the Bethulie district, which includes topography, geology, climate, infrastructure, residents and economic prosperity. The study further focuses on the process of the war, with specific reference to the role of the Bethulie commando, as well as the British invasion of the Southern Free State, the scorched-earth policy and the eventual origin of the Bethulie concentration camp. These aspects are presented in more detail as follows: The Bethulie commando: Emphasis is placed on the strength of this commando; preparations and call-up for military service; invasion of the Northeast Cape Colony; the various battles that this military unit took part in; with most of this commando being taken prisoner of war in the Brandwater Basin in July 1900; guerrilla actions in the distric, Afrikaans: Hierdie studie, getiteld Bethulie 1896-1907, met spesifieke verwysing na die AngloBoereoorlog, het ten doel om die impak en gevolge van die Anglo-Boereoorlog op ʼn Vrystaatse dorp en distrik, in hierdie geval Bethulie, te ondersoek, te rekonstrueer en te evalueer. Abstract

This thesis gives an account of the Treasury's role in preparing for, and conducting, the South African War, at a time when the orthodox Gladstonian principles of public finance were being challenged. It is a case study, in an exceptional instance, of the nature and effectiveness of Treasury control over expenditure on imperial expansion; of the Treasury's view of how a colonial war should be financed and who was to pay for it, of what cost-benefit analysis the Treasury applied to a colonial war, and of why it relied on recouping a substantial part of the war cost from an indemnity levied on a defeated Transvaal. The thesis is an attempt to define the vague concept of "Treasury control", not in constitutional theory, but as it worked in practice. It is argued that Treasury control and the rigidity of the annual peace time budget obstructed before the war the taking of any serious military precautions, left no reserve fund for war contingencies, and made any long-term strategic planning almost impossible. Rather than run the risk of asking money from Parliament for reinforcements to South Africa, which would be unpopular, as it might require increased taxation, and which might prove unnecessary, the Cabinet waited till the need to spend taxpayers' money had been demonstrated, although it could result in initial setbacks and in a longer and more expensive campaign. This, in conjunction with Milner's and Chamberlain's political strategy, dictated a military solution to the crisis. It is further argued that at first the Treasury estimated the cost of the war at £10 million, while assuring Parliament that a substantial part of it would be recouped by way of indemnity from the Transvaal. But the colonial expedition turned into a war on a European scale, the final charge to the British Exchequer was £217 million, and not a penny of indemnity was exacted from the Transvaal. The Treasury's view was restricted largely to the current year's budget and the following year's estimates, and how to secure their approval in Parliament. In this case, Treasury control was as ineffective during the war, as its estimates of the cost of the war and who would pay for it, were unrealistic.

4. A study of the response of English poets to the South African War of 1899-1902

Abstract

This thesis examines the controversial South African War's influence on English poetry, highlighting the individual responses of established poets and drawing on the work of numerous minor verse-writers to define the changing tradition of 'patriotic' and 'war' poetry. Chapter I sketches the historical and social background, noting how events in South Africa assumed great magnitude for contemporaries whose popular Imperialism was severely tried and who made an unprecedented national 'war-effort'. In Chapter II the late-nineteenth-century tradition of 'patriotic' poetry is identified, through analysis of verse-anthologies and contemporary critical opinion, and by briefly studying the war's lesser poetry which confirmed this mood of Art-for-Morality's-sake writing. Chapter III describes Kipling's personal affection for South Africa, and the political aspirations which were related to his dedicated 1890s' verse-lessons. His reactions to the conflict reveal the disillusionment which distanced Kipling from his audience and changed his patriotic and imperialistic teaching. Inflated by the war, 'Rudyard Kiplingism' became a powerful literary movement. Chapter IV explains the discredit brought by Robert Buchanan's 'Hooligan' criticism, Edgar Wallace's 'barrack-room ballad' imitations, and Kipling's own ill-judged verses 'The Absent-Minded Beggar', but also argues that certain soldier-poets usefully exploited his reputation. Chapter V evaluates the contributions of four respected and influential patriotic poets: the 'undistinguished adequacy' of Alfred Austin, Poet Laureate; the strident verses of W.E. Henley; Henry Newbolt's strongly idealistic encouragement and consolation; and William Watson's brave but costly anti-war stance. Chapter VI considers a variety of poets in demonstrating how, while religious sanction for human conflict and empire-building was emphatically re-affirmed, some questioned the principle of War (including Meredith and Hardy) and denounced the sufferings inflicted on the Boers. The strain imposed on fireside poets' customary responses and rhetoric is outlined in Chapter VII, which also discusses the sentiments of Hardy's discontented 'war-poetry' and The Dynasts, before assessing the impact of personal bereavement on A.E. Housman's loyal poetry.

The study further explores allegations of high treason, as well as other crimes committed, and allegations of illegal acts with regard to the surrender., Afrikaans: Hierdie studie handel met die oorgawe van die konvensionele magte van die Oranje-Vrystaat (OVS) aan die Britse magte op 30 Julie 1900. Die oorgawe mag moontlik die einde van die bestaan van die OVS as staatkundige entiteit beteken deurdat daar geargumenteer kan word dat daar in hierdie tyd aan die vereistes vir verowering voldoen is. Die studie handel uit 'n regshistoriese perspektief met die gebeure aanleidend tot die oorgawe, die oorgawe as sodanig en die gevolge daarvan. 9. The Merebank concentration camp in Durban, 1901-1902

Abstract

Dissertation (M.A. (History))--University of the Free State, 2000, Over the past century comparatively few comprehensive historical works have been written on the controversial and emotional issue of Anglo-Boer War concentration camps, leaving ample room for the latter-day historian to attempt to revisit this issue during the time of the centenary commemorations. Studies which have appeared on this topic, cover the historiographical spectrum. J.C. Otto's work, Die konsentrasiekampe, published in 1954, was written from a staunch Afrikaner nationalist perspective, which served to call up AC. Martin's The concentration camps 1900-1902: facts, figures and fables in 1957 as the British counter-argument. In the forty years since then, only three Masters degree research projects on the concentration camps have appeared: J.L. Hattingh, Die lrenekonsentrasiekamp; J.A. Krugell, Die Pietersburgse Konsentrasiekamp and J.J. Roodt, Die Port Elizabethse Konsentrasiekamp, 1899-1902. A work of monumental value during this period was S.B. Spies' Methods of barbarism? Roberts and Kitchener and civilians in the Boer republics, January 1900 - May 1902, which went a long way towards filling the void in the historical understanding of the fate of the Boer civilians. In the past few years, A.W.G. Raath and RM. Louw have completed studies on a number of concentration camps. Recently, researchers such as S.V. Kessler and B.E. Mongalo shifted the emphasis to the neglected history of black concentration camps. In spite of the above-mentioned works, no detailed academic research has as yet been done on any of the Natal concentration camps, leaving ample room for examinations into concentration camps in this geopolitical area. Tot dusver is nog geen grondige studie van die presiese aard, omvang, rol en betekenis van die Britse blokhuisstelsel tydens die Anglo-Boereoorlog (1899-1902) gemaak nie. Hierdie studie poog om die leemte te vul. Ten einde die aanwending van blokhuise in Suid-Afrika in bree historiese perspektief te kan evalueer, word ter inleiding 'n historiese oorsig van soortgelyke en kontrasterende stelsels voor en na die Anglo-Boereoorlog gegee. Wat betref die redes vir die oprigting van die blokhuise in Suid-Afrika, was die primere rede die noodsaaklikheid om die belangrikste spoorbrue en -verbindings te beskerm. Met verloop van tyd en vanwee die gepaardgaande eskalering van die oorlog, het die blokhuise ook 'n rol as deel van die dryfjagte begin speel. Vanaf November 1901 tot Januarie 1902 is aansienlike vordering met die bou van blokhuislinies gemaak en teen Januarie 1902 was die meeste van die blokhuislinies voltooi. Namate die aanvraag na blokhuise toegeneem het, het maj. S.R. Rice (Royal Engineers) besef dat daar 'n behoefte ontstaan het vir 'n baie eenvoudige dog veilige blokhuis. So het die ronde Rice-tipe blokhuise hul beslag gekry. Verder is mobiele blokhuise op beperkte skaal gebruik. Tot November 1901 het blokhuislinies nie veel invloed op die gang van die oorlog gehad nie. Die Boerekommando's kon nog redelik maklik van een gebied na 'n ander beweeg. Blokhuise alleen het dus nie as genoegsame afskrikmiddel gedien om die Boere se pogings om deur te breek, te verhoed nie. Afrikaans: Die lewe en behandeling van die Boerekrygsgevangenes van die Anglo-Boereoorlog behoort tot 'n haas onbekende hoofstuk in die Suid-Afrikaanse geskiedenis. Daar bestaan wel enkele publikasies in die vorm van dagboeke, herinneringe of artikels deur oud-krygsgevangenes, maar die werklike kennis oor die vele fasette van hul behandeling en bedrywighede, bly steeds aan die vergetelheid toevertrou. Dit verskaf egter stof tot dankbaarheid dat hierdie skrywers tog die verhaal van hul krygsgevangenskap neergeskryf het en hierdeur lesers 'n vlugtige blik in die kamplewe gegee het. Die probleem met al die gepubliseerde werke is uiteraard dat elkeen slegs die ervarings van 'n enkele persoon in één van die vele kampe beskryf en om hierdie rede nooit 'n verteenwoordigende beeld van die lewe en bedrywighede, die wel en wee van die krygsgevangenes as 'n groep gedurende hul gevangenskap verskaf nie. Skrywer van hierdie proefskrif het gevolglik hom dit ten doel gestel om uit die beskikbare bronne soveel as moontlik 'n algemene beeld van die behandeling en lewe van die Boerekrygsgevangenes saam te stel. Dit skep uiteraard groot probleme, aangesien die optrede teenoor krygsgevangenes van offisier tot offisier, of van kamp tot kamp verskil het. Krygsgevangenes het ook uiteenlopend op dieselfde behandeling gereageer. Plaaslike omstandighede, toestande te velde, probleme met transport, beskikbaarheid van lewensmiddele, standpunte en beskouinge van individuele Britse offisiere het alles invloed op die behandeling van gevangenes uitgeoefen. Gebeure in die onderskeie kampe sou die optrede teenoor al die gevangenes dus nie noodwendig ten goede of ten nadele tref nie. Oor die algemeen was daar egter 'n groot ooreenkoms in die behandeling van optrede in die verskillende kampe en was dieselfde reëls en regulasies op almal van toepassing. 24. Letter: Henry White to John Hay, October 4, 1899

Abstract

In this letter dated October 4, 1899, White writes about a dispatch containing a draft agreement of the Alaska boundary dispute, of the growing possibility of war between the British and Boer settlers in South Africa, the Venezuela Tribunal, and the Philippines. 31. Becoming Gulliver.

Abstract

Small wars dominate the history of the United States. Since its formation, only a handful of crises have brought the nation into total war. After twenty years of fighting counterinsurgency in the Middle East, the nation plans to refocus the military toward the concept of large-scale combat operations (LSCO). US Army modernization efforts center on maneuvering the corps and divisions; however, the history of the American military and other superpowers demands analysis regarding the types of wars the United States is most likely to participate in and the gaps created by preparing only for LSCO. Countless historical examples demonstrate that nations do not get to choose the wars fought nor the conduct of such engagements. As the United States prepares for a specific paradigm of warfare, there must also be an understanding of the other conflict types potentially threatening national interests in the future. With the knowledge of those conflicts and what it takes to fight and win them, the United States can incorporate capabilities and training across the spectrum of warfare to maintain the liberal world order that has existed since World War Two.

33. Playing for time: the effects of the Victorian colonial wars on the British Expeditionary Force of 1914.

Abstract

The British Expeditionary Force's operational approach in 1914 resulted from the effects of the Victorian-era colonial wars. Doctrinally and organizationally the BEF reflected the British Army's previous decades spent conducting colonial operations. Its doctrine lacked standardization and detail because army leaders did not want to stifle initiative. British Army leaders built an infantry-centric force focused on offensive operations in line with their experiences in colonial conflicts. British general officers made numerous operational mistakes in the colonial wars, highlighted by failures during the Second Boer War. Reforms produced better prepared tactical formations and leaders, but strategic considerations meant that the BEF would remain too small to effectively fight a sustained war on the continent. Once World War I began, the BEF could only delay the massive German armies arrayed against it. The BEF played a role in the allied counteroffensives of the fall of 1914. Although tactically successful, the BEF's inability to achieve operational objectives contributed to the emergence of the Western Front's stalemate. At the end of 1914, British leaders sacrificed the BEF to gain time to build larger armies which could fight a battle of attrition.

Abstract

Rudyard Kipling attacks John Bull with his pen. Bull's sword, war plans, shatters. Scattered letters read criticism, attack, poem, verse. Kipling had just published a poem that was a scathing attack on Britain's failure to maintain an adequate army, and their losses in the Boer War.

36. Two Of a Kind

Abstract

The End of the Coal Strike easily runs passed the End of the Boer War (now sitting tired and cobwebbed by the side of the road). The caption reads The End of the Strike - (To the End of the Boer War) I'm your worthy successor, old man, and it will be a cold day before they run me to earth. Negotiations to end the coal strike were slow going.

Abstract

Once more, the lion of Great Britain chases its tail ('The End of the War') in South Africa. According to the New York Times, Great Britain had announced that they expected an end to the Boer War by spring.

Abstract

Doctor John Bull tries to shove the medicine of Surrender down the Boer's throat, without any Concession Jam. The caption reads The Doctor Might at Least Give His Medicine in a Little Jam. Britain was in negotiations to end the Boer War, but did not want to make any concessions.

39. Lost, Strayed Or Stolen

Abstract

John Bull's huge stomach of Self-Interest prevents him from seeing that his tiny dog Peace Plans is right in front of him. Britain was negotiating for peace in the Boer War, but had difficulty making any concessions for it.

40. A Precautionary Measure

General Wolseley, headed for the Boer war, places his reputation in a Capetown Safety Deposit vault for safekeeping. The caption reads Gen. Wolsley Must Be Careful With His Reputation While In South Africa. Many Valuable Ones Have Been Lost There.

Count du Turrenne tries to attract the Peace Dove with Peace Scheme salt in the South African War Arena. John Bull and the Boers look on. The French Count of Turenne was trying to broker a peace in South Africa by working out a compromise between the two sides.

42. First Catch Your Boer

So begins the recipe for General Kitchener's Boer Banishment Soup. Kitchener stands by the pot of Banishment, as a nearby Boer makes faces next to a sign that reads Proclamation - All Boer officers who do not surrender before Sept. 15 will be banished - Kitchener. Contemporary news accounts relate that Kitchener had announced this policy the day before.

43. On the Tail Of His Coat

Abstract

The Boer stands on the trailing Cape Colony hem of King Edward's coat. The caption reads 'King Edward - Hi, there! Get off my cape! According to the New York Times, Boers in the Cape Colony of South Africa were beginning to rebel.

44. The Last Word

Abstract

Paul Kruger, or Oom Paul, leader of the Boers, chases Joseph Chamberlain and the British lion with a pen and a copy of his Memoirs. The caption reads Oom Paul - The pen IS mightier than the sword. Kruger had just published his memoirs, denouncing Britain for its conduct during the Boer War.

45. King Edward Talks Through His Crown

Abstract

King Edward VII of England speaks through his crown, proclaiming South Africa is in MY possession. MY troops will deal effectually with the enemy soon. MY Indian troops and MY naval forces did the Pekin Trick and made China submit to the demands of the other powers. Contemporary news accounts relate that Edward VII had opened Parliament with this address.

46. Lest We Forget

Abstract

John Bull mourns at a tombstone. The tombstone reads Peace - Here lie Two South African Republics, The Transvaal, Orange Free State - 28,000 British Dead 30,000 Invalided Home - Boer Loss Unknown - Cost of war to England $1,100,000,000.00 The Boer War had ended with British victory after three years of fighting.

Abstract

John Bull is taken in by an April Fool's headline that Boer general Christiaan De Wet has been captured. The caption reads But Johnny Bull forgets that this is All Fool's Day There had been many false reports of De Wet's capture.

48. The Lion Tamer

Abstract

Boer President De Wet has tamed the lion of Great Britain. Contemporary news accounts relate that De Wet had won a victory over British forces.

49. Big Fog In London

Abstract

John Bull raises a lantern to see through the fog of Cape Colony Uprising, Call for volunteers, Financial Gloom, Debt, Another Loan, and Taxes. Britain was facing a series of financial difficulties along with a continuing fighting with the Boers in South Africa.

Boer General Christiaan De Wet smashes British General Kitchener's bags, including war maps and plans. The caption reads Lord Kitchener - Bah jove, now, just look at the inconsiderate fellah!
