Agricultural growth poles and development corridors are key instruments for fostering economic growth in rural areas and widely employed across the African continent. This paper contributes to the growing body of scholarship that empirically investigates how these large-scale spatial development strategies ‘hit the ground’. Drawing on ethnographic research within the Bagré Growth Pole Project in Burkina Faso and focusing on its key sector, rice, we develop the notion of coordination work. Coordination work captures the quotidian dimension of a growth pole project that is the instruments and interventions aimed at aligning different actors, activities, and arrangements in the project zone. Deploying a practice theoretical lens, we empirically unfold three modes of coordination work, namely the work of agricultural advisors on demonstration fields, consultancy support to farmer groups and unions, and the setting up of a binding agricultural calendar. We contend that a focus on coordination work illuminates the underlying assumptions and effects of distinct measures and instruments while also pointing to the cross connections between them. Unter dem Druck zunehmender Ressourcenknappheit konzentrieren sich inter- und transnationale Optimierungsanstrengungen für effiziente Land- und Wassernutzung insbesondere auf den Globalen Süden. Raumentwicklungsinstrumente wie Wachstumspole und Entwicklungskorridore, die Afrikas Landwirtschaft revolutionieren und die wirtschaftliche Entwicklung stärken sollen, werden auf dem gesamten Kontinent geplant und umgesetzt. Die vorliegende Arbeit gewährt ethnographische Einblicke in eines dieser Megaprojekte, das Bagré-Wachstumspolprojekt in Burkina Faso. Basierend auf einer insgesamt neunmonatigen Feldforschung werden die historischen und globalen Verflechtungen des Projektes herausgestellt und mit lokalen Arrangements und Aktivitäten analytisch verknüpft. So entsteht ein umfassendes Bild der Entfaltung des Bagré-Wachstumspolprojekts im Spiegel eines globalisierten Reismarktes. Entlang von vier empirisch fundierten ergänzt die Arbeit den Fokus auf (1) lokal-globale Wechselwirkungen um die (2) Analyse des dem Wachstumspolprojekt inhärenten Zukunftsimperativ und die Konsequenzen zeitlicher Ordnungsmuster für die Ausgestaltung konkreter Projektbestandteile. Danach wird (3) dargelegt, wie Praktiken installiert werden, die der Aufrechterhaltung, Stabilisierung und zeitlichen Koordination von Reisproduktionspraktiken dienen. Es schließt sich (4) eine vergleichende Perspektive an, die dem burkinischen Beispiel eine Beschreibung des Reissektors Uruguays an die Seite stellt. In der Zusammenschau entwickeln die Kapitel dieser Arbeit praxistheoretisches Denken in der Humangeographie weiter. Sie leisten einen empirischen Beitrag zur humangeographischen Entwicklungsforschung anhand einer Fallstudie aus dem frankophonen Westafrika und bieten ein vertiefendes Verständnis von Reisproduktionssystemen., Encountering an increasing global pressure on natural resources, inter- and transnational efforts to optimize water and land use for food production are made and spatial development tools to revolutionize African agriculture are therefore planned and implemented across the continent. This thesis provides ethnographic insights into one such a megaproject: the Bagré Growth Pole Project (BGPP) in Burkina Faso. Based on altogether 9 months of fieldwork it traces the project’s temporal and spatial entanglements. First, it contrasts localized arrangements, activities, and understandings related to rice production with global systemic configurations of a rice economy. Arguing that it is amongst these poles that the BGPP in its specific form unfolds, it suggests a combination of different analytical frameworks to grasp its local-global dynamics. Second, it dissects the future imperative inherent to the BGPP and interrogates its consequences for how the project implementation proceeds. Third, this work sheds light on attempts to coordinate rice production in space and time. It develops the notion of coordination work to account for the practical accomplishment of tuning and timing different actors, activities and arrangements related to rice production. Finally, it adds a comparative moment to the analysis by contrasting Burkina Faso’s rice sector to the rice sector of Uruguay. Altogether the chapters of the thesis advance practice theoretical thinking in human geography. Empirically, the thesis provides firsthand observations of how the BGPP touches ground, thereby reshaping the everyday life and landscape in Bagré. It adds to the growth pole and corridor literature by focusing on francophone West Africa, thereby deepening our understanding of transnational interventions into rice production systems in Africa.

Rio Brilhante, located in Mato Grosso do Sul state, has been emerged in sugar cane production and the city was the second biggest producer in Brazil in 2017. In this way, thinking about region concept is to understand many regional differences, which demands a deeper analysis. However, many theorists tried to explain the complexities found in each region of each subspace by means of regional development, including François Perroux, who drove his theory according to growth poles. Based on the author's ideas, we established the objective of this work to analyze, through an input-product matrix, if the sugar and alcohol sector acts as a growth pole in the municipality of Rio Brilhante - MS. For that, an input-product matrix analysis was adopted that allows verifying which sectors have the greatest capacity to generate impacts on the economy. The analysis of sugar alcohol sector in Rio Brilhante (MS) indicates that the sector acts as a key sector for the economic growth. However, it cannot be said that it acts as a growth pole in the strict sense of Perroux's theory., Rio Brilhante, localizado no estado de Mato Grosso do Sul, vem se destacando na produção de cana de açúcar, sendo que no ano de 2017 foi a segunda maior produtora do Brasil. Neste sentido, pensar no conceito Região é entender que existem inúmeras diferenciações regionais, o que, consequentemente, coloca como necessária uma análise mais aprofundada. Não obstante, diversos teóricos tenham buscado, por meio do desenvolvimento regional, explicar essas complexidades encontradas em cada região de cada subespaço, entre eles destaca-se François Perroux, que permeou sua teoria a partir dos polos de crescimento. Assim, fundamentado nas ideias do autor, estabelecemos como objetivo deste trabalho analisar, por meio de uma matriz insumo-produto, se o setor sucroalcooleiro atua como um polo de crescimento no município de Rio Brilhante - MS. Para tanto, foi adotada uma análise de matriz insumo-produto que permite verificar quais setores possuem maior capacidade de gerar impactos na economia. No resultado das análises sobre o setor sucroalcooleiro de Rio Brilhante (MS), observamos indícios de que este atua como um setor chave para o crescimento econômico do município, entretanto não se pode afirmar que ele atua como um polo de crescimento no sentido estrito da teoria de Perroux., Rio Brilhante, ubicado en el estado de Mato Grosso do Sul, se ha destacado en la producción de caña de azúcar, y en 2017 fue el segundo productor más grande de Brasil. En este sentido, pensar en el concepto de Región significa entender que existen innumerables diferenciaciones regionales, lo que, en consecuencia, requiere un análisis más profundo. Sin embargo, varios teóricos buscaron, a través del desarrollo regional, explicar estas complejidades encontradas en cada región de cada subespacio, entre ellos se destaca François Perroux, quien impregnó su teoría desde los polos de crecimiento. En este sentido, el objetivo de este trabajo fue verificar si el sector de azúcar y alcohol actúa como polo de crecimiento en lo municipio de Rio Brilhante-MS, para tal fin se adoptó un análisis de matriz insumo-producto que permita verificar qué sectores tienen mayor capacidad de generar impactos en la economía. Al analizar el sector azúcar-alcohol en Rio Brilhante (MS), hay indicios de que el sector actúa como un sector clave para el crecimiento económico del municipio. Sin embargo, no se puede decir que actúe como polo de crecimiento en el sentido estricto de la teoría de Perroux.

In 2014, the Russian government adopted a law on strategic planning. In the period from 2015 to 2017, regional development strategies were shaped in accordance with this law. Further, in the period from 2018 to 2019, the government has been developing the national strategy of spatial development, which is clashing with both regional strategies and fundamental principles of the economic theory of spatial development. The article considers the set of such conflicts and assesses their possible consequences. I use the method of comparative analysis, examining how special (for Russian conditions) and theoretical models of spatial development respond to the decisions proposed by the strategy. The strategy includes various concepts that aim to maximize agglomeration effects, identify priority regions, create homogeneous macro-regions, suppress economic and social heterogeneity, and maximize the regions' competitiveness. I demonstrate that in the strategy, none of the concept's fragments achieve the proposed decisions correlating with canonical theoretical concepts (the concept of placement of firms and industries, models of spatial development and growth, concepts of spatial diversity and inequality, principles and forms of regional state policy). The strategy identifies the directions of spatial development, which formally correspond to the traditional theoretical models of regional development. However, these directions either are implemented within the inertial development of the spatial system of the Russian Federation, or are modified according to Russian economic and geographical space, while the strategy does not consider these modifications. This leads to a conflict between the goals declared in the strategy and the real problems of the Russian economic space's functioning in terms of socio-economic inequality, and maximized effects of agglomeration, regional rents, and the regions' competitiveness. The paper is devoted to the development of general methodological approaches to evaluate and identify the possibility for creating IT clusters in Kazakhstan regions. The present study considers the formation of IT clusters as growth poles. These poles are based on the establishing the groups of interconnected companies and institutions in IT industry linked by commonalities. The analysis of previous literature has shown that this approach is a novel approach to IT clusters formation. The study employs methods, which focus on analyzing and identifying IT clusters in the interests of innovative development and the possibility of spreading information technology in Kazakhstan regions. We propose the methodological tools for presenting a standard form to assess innovative potential and industry specialization. This assessment allows to objectively and realistically define a potentially important region for creating IT cluster. The empirical analysis has identified certain trends in possibilities to create IT clusters in the cities of Almaty and Astana. Therefore, these regions play the role of specialized platforms for a new generation. This platform is to provide a multiplier effect on the development of the agglomeration and located in close territories or periphery. The results of this research can be used to elaborate important strategic documents in the field of the development of the IT industry, digital technology, knowledge-based and high-tech sectors in Kazakhstan on the way to Industry 4.0. © 2018 Institute of Economics, Ural Branch of the Russian Academy of Sciences. During the second half of the twentieth century several theories and con¬cepts are defined. These theories at the center of their research put causes and consequences of uneven regional development. The growth poles theory is at the foundation of a broader conceptual circle of polarized development. Also, it represent a starting hypothesis for defining other theories. At the beginning of the second half of twentieth century a few growth poles were formed in Podrinje region. In the fifties, the primary growth pole - fabric for production of the cellulose and synthetic fibers 'Viskoza', and the secondary growth pole - hydropower plant 'Zvornik', were build. Also, there have been built a several smaller industrial facilities in Kru¬panj and Ljubovija, which have had a role of local growth poles. Their join action changed spacious, functional, demographic and economic structure of Podrinje region. Also, these growth poles created a new system of relation in space. Cities have become zones of extreme concentration of population and functions, thus increased uneven development between the centers (cities with suburban surroundings) and periphery (villages at the longer distances in lower zone of influence)., Tokom druge polovine XX veka definisano je nekoliko teorija i koncepata koji u centar svojih istraživanja stavljaju uzroke nastanka i posledice neravnomernog regionalnog razvoja. Teorija polova rasta i razvoja nalazi se u osnovi šireg koncepcijskog kruga o polarizovanom razvoju. Takođe, predstavlja polaznu hipotezu za definisanje drugih teorija. Nekoliko polova rasta nastalo je na teritoriji Podrinja početkom druge polovine XX veka. Pedesetih godina prošlog veka izgrađen je primarni pol rasta: fabrika za proizvodnju celuloze i veštačkih vlakana 'Viskoza' i sekundarni pol rasta HE 'Zvornik'. Takođe, podignuto je i nekoliko manjih industrijskih postrojenja u Krupnju i Ljuboviji, koji su imali ulogu lokalnih polova rasta i razvoja. Njihovim zajedničkim delovanjem izmenjena je prostorna, funkcionalna, demografska i privredna struktura Podrinja i stvoren novi sistem odnosa u prostoru. Gradovi su postali zone izrazite koncentracije stanovništva i funkcija, čime se povećavala razvojna neravnomernost između centara (gradovi sa svojim periurbanim okruženjem) i periferije (seoska naselja na većoj udaljenosti u zoni slabijeg uticaja).

This research aims to determine the leading sectors that could be developed in each district in Cilacap Regency as a growth pole area. We use location quotient, shift share, and klassen typology as analysis methods. The research results show that not all of the district at Cilacap regency have a leading sector. Further, districts that have leading sectors are as follows. Wanareja only has a leading sector, i.e. agriculture. Secondly, Kawunganten has two leading sectors, agriculture and finance, rent, and company services. Thirdly, Agriculture becomes the only leading sector of Kampung Laut District. Fourthly, Mining and extraction are the leading sectors of Kesugihan District. Fifthly, Sampang District has buildings and finance sectors as the leading sectors. Sixthly, Kroya District leads in trade, hotel, and restaurant sectors. Seventhly, South Cilacap District leads in mining and extraction sectors. Eighthly, Central Cilacap District has manufacturing, electricity, gas and clean water, building and services as leading sectors. Lastly, North Cilacap District has electricity, gas and clean water, manufacturing, building and services as leading sectors.Abstrak Tujuan dari penelitian ini adalah menentukan sektor unggulan yang dapat dikembangkan di tiap kecamatan di Kabupaten Cilacap sebagai salah satu daerah growth pole. Alat analisis yang digunakan dalam penelitian ini yaitu location quotient, shift share dan klassen typologi. Hasil penelitian menunjukkan tidak semua kecamatan di kabupaten Cilacap memiliki sektor unggulan. Beberapa daerah yang memiliki sektor unggulan diantaranya adalah Kecamatan Wanareja hanya memiliki satu sektor unggulan yaitu pertanian. Kedua adalah Kecamatan Kawunganten memiliki dua sektor unggulan yaitu sektor pertanian dan sektor keuangan, persewaan dan jasa perusahaan. As a reaction to emerging regional imbalances, discussions regarding growth centre policy began in the Nordic countries during the latter part of the 1960s. At this time, a working group within EFTA provided a policy option based on international theories from urban and agglomeration economics. Within the actual growth centre policies in Norway, Sweden and Finland, central elements from the EFTA concept related to the scale of the centres were however not adopted. Instead, growth centres were located to places which had a smaller population than the 30 000 inhabitants recommended by the EFTA concept. This outcome was related to the fact that the EFTA concept was adapted to the existing regional policy institutions. As these institutions were egalitarian and redistributive in character, the Nordic growth centre policies favoured a more dispersed settlement structure than suggested by the EFTA concept., Rapporten har genomförts inom ramen för projektet ACANALYS.
