The environmental problem concerns everyone. We cannot live in isolation, human activity affects the environment. The article describes the model of modern mechanisms of standardization for successful implementation of the state policy in the sphere of environmental protection in the Russian Federation. As a methodological basis, the authors considered the concept of sustainable development stimulating to implement the nature protection measures. We have analyzed the pollution level in the Russian regions by the man-made impact. The analysis is based on the Russian Meteorological Service data published in the state report. We have defined the most environmentally disadvantaged federal districts. The article considers the environmental problems at the level of the territorial subjects of the Russian Federation. We focus on the influence of demographic problems connected with environmental pollution on the growth rate of regional economy. The article reviews the Russian laws and regulations concerning standardization process, including the procedure for determining the best technology of manufacturing process and/or rendering services. This technology has to be based on the scientific and technological innovations and meet environmental objectives. We have described the international experience in this field, and defined the aspects of environmental regulation from the international practice, which can be applied in the Russian regulatory documents. We have considered the institutional structure as a part of Federal Agency on Technical Regulating and Metrology, which provides expert advice and opinions concerning the drafts of compendiums on the best available technologies. We classify compendiums, which are being currently developed. We have identified the fields of economic activity, which need the development of environmental standards and technology compendiums, which will take into account the volumes of the waste that are subject to neutralization and utilizatio, Описана модель реализации современных механизмов стандартизации для успешного осуществления государственной политики в сфере охраны окружающей среды на территории Российской Федерации. One of the major challenges facing Ukraine's economy is an urgent need to study the concept and implementation of environmentally friendly production, greening the entire economic system of the state in a fundamentally new economic conditions. Search for solutions to environmental and economic contradictions of a market economy is one of the key problems. Therefore the research aims at investigating the solution of this problem as the survival and sustainable development of society depends on it. In the course of the research the authors have considered scientific approaches and opinions concerning the essence of the concept of "greening of the activity" as a means of reducing the negative impact of the enterprise to the environment and of prevention ecological balance upset. It is proved that ensuring ecological and economic security of woodworking enterprises largely depends on the effectiveness of the management mechanisms. One of these mechanisms, spreading in recent years, is the mechanism of greening of their activities. For Ukraine this topic is relevant and related to compliance by the enterprises with greening requirements in context of European integration and principles of sustainable economic development. Furthermore, the study has found that today increasing of efficiency of social production is unreal without environmental imperative. One of the directions of solving the conflict of interaction between society and nature is a radical transformation of existing production technologies through their greening. The problems of reforming and developing the housing and utilities network have recently become increasingly important. The crisis state of housing and utility services is caused by inefficiency of the management system which is not adapted to market conditions. In conditions of socio-economic reform, the management system of housing and utility services in the regions of Ukraine should ensure a significant increase in the level of resource-saving due to the formation of a mechanism for managing this process. The specifics of the implementation of general management functions in the sphere of housing and utility services are described in the work. It is substantiated that the formation of the resource management mechanism in housing and utility services objectively requires the implementation of a set of special management functions: accounting, standardization, legal support, information support. It has been substantiated that the purpose of improving the management system of the housing and utility network of the region is the formation of a resource-saving management mechanism. It represents an integral unity of functions and management tools which, in the new economic conditions, should contribute to enhancing the integrated regional resource saving effect. The article defines a range of the most important problems in the housing and utility services, for the solution of which the regional management system should unite departmental government bodies, relevant structures of local authorities, enterprises of all forms of ownership and the population in order to enhance the integrated resource saving effect in the region. History of appearance of alloys with a metastable structure is briefly considered. Extremely important role of I.N. Bogachyov and R.I. Minz works in this field is underlined. A number of works of other authors is discussed. The results of researches in the early seventies of the last century by L.S. Malinov offered and realized by authors direction on resource-saving at the expense of creation economically alloyed steels and cast irons, surfacing materials of different functions, and also effective strengthening technologies on the basis of reception of the multiphase metastable controlled self-transformed structures in loading conditions at tests of mechanical properties or operation are generalized.

The necessity of redirecting enterprises of locomotive economy to increase economic efficiency due to the transition to market conditions of management, which should be based on the new system concept of resource saving, is determined in the article. The expediency of development of resource-saving technologies for cleaning the diesel and diesel locomotive systems, their testing and evaluation of their efficiency was confirmed with the help of the proposed methodology, on the basis of which the computational software package was created.The expediency of developing resource-saving technologies for cleaning diesel and diesel locomotives, their tests and assessing their efficiency with the help of the proposed methodology has been confirmed.On the basis of this technique, an automated calculation kit has been developed. With this program you can make accurate and quick calculations of cost-effectiveness, the ability to flexibly change the output data and algorithm of calculations, which allows to adapt the complex to calculate the effectiveness of other resource-saving measures.

We present results and special features of the conducted experimental studies into proposed theory of implementation of the coupled design of a center girder of hopper wagons for iron ore pellets. The importance and relevance of the set scientific and practical task is predetermined by economic expediency. In particular, by the attained possibility of bringing down the cost of manufacturing such wagons by10 %. In addition, such approach could be used for the modernization (including scheduled repairs of different types) of wagons under study, which would make it possible to significantly reduce the cost of their operation.The research found that the coupled design of the center girder of hopper wagons for iron ore pellets would guarantee to ensure the required indicators for operational reliability over the rated service life of wagon of 15 years. We can highlight as the scientific results of the work conducted the developed and experimentally-confirmed comprehensive technique for the implementation of coupled designs of wagon beams. The practical importance of research results is demonstrated by the proposed and patented solutions of technical realization of the chosen direction, implemented at a number of Ukrainian wagon building companies. The new and valuable results of present work include a created adequate spatial finite-element computer model of the improved design of hopper wagons for iron ore pellets.The proposed methodical complex for reducing the manufacturing cost of hopper wagons for iron ore pellets by the conjugated design of their carrying beams is expedient for application in other types of freight wagons, as well as other means of transport engineering

This paper provides analysis of drinking water chlorination before its supply to water lines. It shows that representative system of microbiological water quality control at pumping stations and water columns enables maintenance of allowed percent of nonstandard samples at the rated level with reduction of chlorine application. This greatly reduces economic effect and provides environmental safety of municipal water supply systems and drinking water quality as of microbiological indices. This approach is applied at disinfection of drinking water of Kharkiv city (Ukraine).

The analysis of design value of sorting devices of the Southern Railway which has shown is carried out that they not to the full answer the norms put in operating Rules and norms of designing of sorting devices owing to what in many cases it is impossible to apply resource-saving approaches without full reconstruction of a head of a sorting fan.

The article addresses the problem of ensuring the ecological efficiency of innovative developments at the stages of the life cycle of ground transport and its infrastructure. Transport, in particular ground one, is one of the three main sources of environmental pollution. Industrial production and operation of vehicles covers the production, operation, repair and disposal processes that contribute the most to the gross emissions of harmful and toxic products, and also generates significant amounts of waste. To ensure the effectiveness of developments with the best combination of criteria for technical excellence, cost indicators and minimization of harmful and toxic emissions in the implementation of innovation, an experimental method for determining energy use indicators with the registration of the most important parameters is proposed. To automate the testing process, a stand with a hardware-software measuring and computing system was created that provides measurement, recording and processing of parameters of technological processes and equipment. The test results are saved in a graphical and tabular form, which is convenient for their analysis. Examples of the successful use of the developed method and the stand for the implementation of some innovative developments are presented. Based on the analysis of the results of bench tests, with minimal costs and time, the necessary adjustments to design decisions and the implementation of resource-saving, environmentally efficient technologies and equipment were made. A promising direction of using the proposed work is that along with the control of energy and process parameters, it becomes possible to include in the measurement equipment a set of devices that monitor the parameters of pollutant emissions. In this case, the test process will be documented, since the registration of all parameters is time-related.
