Western democracies are experiencing a widespread shift towards greater recognition of transgender rights in public policy, yet the timing of change differs across states. To explain this variation, I present a novel theoretical framework called "policy momentum." Unlike existing work on policy diffusion, which typically emphasizes domestic or international processes, I theorize how the combined pressure from each level creates the conditions for policy change to occur. Empirically, I contrast the creation of national human rights policies to protect transgender individuals in Canada (2017) and Australia (2013). Using process‐tracing and within‐case analyses, and drawing on elite interviews, primary documents, and Hansard records, I demonstrate the decisive interaction of subnational legislative changes with an emerging global norm to produce transgender policy change. This paper thus contributes to our understanding of LGBTQ+ public policy while also providing a framework for explaining the conditions for cross‐national policy change more broadly. Since the late 1980s, there has been no explicit regional policy in Canada. Indirectly, though, equalization payments, industrial policies, as well as regional agencies encouraging the adoption of federal industrial and innovation policies, impact regional economies. In 2017, the federal government appeared to alter its approach: the Supercluster initiative was announced, drawing upon the idea that localized networks of interrelated firms can generate innovation and local development. In this paper, we discuss the mechanisms through which spatially focused industrial innovation policy can lead to regional development. We then focus on Canada's Ocean Supercluster initiative. The question we address is as follows: to what extent can this initiative (and, more widely, Canada's Supercluster policy) be understood as a regional development strategy driven by a coherent rationale for regional intervention? Apart from the fact that each Supercluster focuses on a pre‐existing core of firms located within a region, there is little evidence that the Supercluster initiative has regional development objectives or impacts. Key messages: In 2018, Canada's federal government implemented the Supercluster policy. Five regionally focussed clusters were selected for support for business‐led innovation initiatives.Superclusters were presented as a means both to develop regional economies and to enhance Canada's global innovation impact, in a manner similar to Europe's smart specialization.Despite the initial regional dimension, Superclusters are geared towards national, not regional, objectives and do not focus upon regional development processes. Black youths experience poor mental health especially due to anti‐Black racism. Research related to Black youths have been conducted on Black youths with little or no participation or engagement rather than with Black youths. This paper presents information from a dialogue on decolonizing nursing research. I draw on interviews and conversation cafes with around 120 Black youths in Canada to identify strategies for decolonizing research with Black youths. First, I reflect on my relations with the Indigenous land in which the study was conducted as well as my positionality as a Black woman. In this paper, I discuss how community based participatory action research can integrate capacity building component, amplify youth's voices and capitalize on the agency of youths as fruitful actors. The purpose of this discussion paper is to explore how nurses can be strategically poised to advocate for needed policy change in support of greater income equality and other social determinants of health. We adapted Bronfenbrenner's social‐ecological model to highlight how four broad pervasive subsystems shape the opportunities that nurses have to engage in advocacy at the policy level. These subsystems include organizations (the microsystem), professional bodies (the mesosystem), public policies (the exosystem), and societal values (the macrosystem). On the basis of this adapted model, we recommend changes among modifiable elements of the microsystem and mesosystem that can help position nurses (ecologically and collectively) to advocate for public policy change and use examples from a Canadian context to illustrate these points. We believe that the ideas arising from this model can be widely used where policy action on the social determinants of health is needed to inform, guide, and frame change efforts and advocacy work. Child homicides are rare occurrences, but when they occur, they often cause significant outrage. This paper examines the role of varying degrees of intimacy between victims and perpetrators in determining characteristics in child homicide cases. Focusing on 533 cases of child homicide between 1985 and 2012 in Ontario, Canada, characteristics of intrafamilial and extrafamilial cases, biological and step/foster parents, and maternal and paternal perpetrators are compared. Results show that characteristics of the child homicide vary depending on the degree of intimacy between victims and perpetrators, including: perpetrator and victim age, weapon use, suicide following the offence, sexual violence and use of excessive force. These findings provide support for developmental victimology and a routine activities theoretical perspective. Suggestions for future research and policy implications are also discussed. BACKGROUND: Ninety percent of smokers report having their first whole cigarette before the age of 19. Policies, such as youth access laws, are essential to prevent youth from becoming future smokers. In Canada, the Tobacco Act prohibits retailers from furnishing tobacco products to individuals under the age of 18. These laws can only be effective when retailers comply with them. This paper investigates the effect of retailer compliance on youth smoking behavior. METHODS: Data on individual smoking behavior in conjunction with provincial retailer compliance rates and cigarette prices for the years 1999–2005 were employed to examine the effects of retailer compliance on youth smoking participation and consumption. RESULTS: Both price and retailer compliance were significant predictors of smoking participation. A large portion of participants endorsed obtaining their cigarettes through social means. Price elasticity of demand for the overall sample was estimated to be −0.54. CONCLUSIONS: Consistent with previous literature, our results found that retailer compliance is an essential component to the successful implementation of youth access laws. Given that youth access laws and retailer compliance did not quell social access to cigarettes, there is an apparent need within schools and communities to reduce the social sale of tobacco products. Evidence-informed health policy making (EIHP) is becoming a necessary means to achieving health system reform. Although Canada has a rich and well documented history in the field of evidence-basedmedicine, a concerted effort to capture Canada's efforts to support EIHP in particular has yet to be realized. This paper reports on the development of EIHP in Canada, including promising approaches being used to support the use of evidence in policy making about complex health systems issues. In light of Canada's contributions, this paper suggests that scholars in Canada will continue engaging in the field of EIHP through further study of interventions underway, as well as by sharing knowledge within and beyond Canada's borders about approaches that support EIHP. Climate adaptation is a complex policy area, in which knowledge, authority, and resources are fragmented among numerous public agencies, multiple levels of government, and a wide range of nongovernmental actors. Mobilizing and coordinating disparate public and private efforts is a key challenge in this policy domain, and this has focused research attention on the governance of adaptation, including the dynamics of interaction among interests and the institutions that facilitate collective action. This paper contributes to the study of adaptation governance by adopting the policy regimes perspective, an analytical framework designed to make sense of the loose governing arrangements surrounding complex, fragmented problems. The perspective's constructs are applied to a longitudinal case study of adaptation governance in Canada, which identifies, analyzes, and evaluates the policy ideas, institutions, and interests that comprise Canada's adaptation policy regime. In 2005, the Ontario government passed the Places to Grow Act and the Greenbelt Act, both major changes in land use policy designed to preserve greenspaces and combat urban sprawl in the Greater Golden Horseshoe, Canada's largest conurbation. This article examines the actors, actor beliefs, and inter-actor alliances in the southern Ontario land use policy subsystem from the perspective of the Advocacy Coalition Framework (ACF). Specifically, this paper undertakes an empirical examination of the ACF's Belief Homophily Hypothesis, which holds that inter-actor alliances form on the basis of shared policy-relevant beliefs, creating advocacy coalitions. The analysis finds strong evidence of three advocacy coalitions in the policy subsystem-an agricultural coalition, an environmentalist coalition, and a developers' coalition-as predicted by the hypothesis. However, it also finds equally strong evidence of a cross-coalition coordination network of peak organizations, something not predicted by the Belief Homophily Hypothesis, and in need of explanation within the ACF. Canada, the U.S., and Australia have recently experienced an increased regional dispersion of entering immigrants. American research suggests that a mixture of economic push factors (away from states like California) and pull factors (toward states with growth of low-wage jobs) and changing government policies and regulations contributed to the development of the New Gateways. Very few studies have been conducted to determine why the regional dispersion of entering immigrants occurred in Canada. This paper assesses the extent to which changes in immigration selection programs, notably, the Provincial Nominee Programs, contributed to the regional dispersion of entering immigrants. Using data from immigrant landing records, this study shows that different factors accounted for changes in the share of immigrants settling in different destinations. Changes in immigration selection programs played the primary role in the increasing numbers going to Saskatchewan and Manitoba, although improving economic conditions may have played an indirect role. Shifts in immigrant source regions were an important factor in the decrease in immigration to Toronto and in the increase to Montréal. Economic conditions likely played a significant role in the changes in the shares of new immigrants going to Toronto, Montréal, Calgary, and Edmonton. [ABSTRACT FROM AUTHOR]

Through its audits and recommendations, Canada's Office of the Auditor General (OAG) has promoted financial probity and good governance for over a century. While OAG recommendations may have inherent value, their full value is realized only when implemented by government. By investigating implementation rates and the OAG's interaction with Parliament, this paper evaluates whether OAG performance and interactions with Parliament have changed over time. Economic development is a policy area typically seen by municipalities as competitive in nature. Cooperation with neighbouring municipalities is rare, as the benefits are often selective. This paper examines the formation and governance of economic development alliances in Canada, specifically exploring the motivations of municipalities entering into these cooperative relationships. Four main factors influenced a municipality's decision to cooperate on economic development: reducing duplication, increasing international visibility, filling service gaps, and allowing for greater access to federal and provincial grants. In 2010 Prime Minister Stephen Harper quietly created a system of Minister's Caucus Advisory Committees (MCACs), requiring ministers to consult with their backbench colleagues before taking policy proposals to cabinet. Based on interviews with Conservative MPs, ministers, political staffers and public servants, the paper argues that MCACs increase MPs' influence over government policy and enhance cohesion within the government's parliamentary caucus. By constraining ministers' policy freedom and providing the prime minister with regular political intelligence concerning policy proposals, MCACs reinforce his pre-eminence within cabinet and represent a significant innovation in the relationship between the executive and government caucus. This article draws on the theoretical insights of Foucauldian governmentality scholarship to analyze a performance measurement system developed by the federal government in the 1990s to assess employment services for the unemployed. An examination of Human Resource Development Canada's Results-Based Accountability Framework yields insights into contestation and incoherence in performance measurement, often overlooked in governmentality research. This argument is developed by detailing three obstacles to implementing the performance measurement system: dilemmas of technical coordination, contestation by actors invested in different terms of measurement, and widespread recognition of the ambiguities of the performance data. This paper surveys the ways in which the First Nations Property Ownership Act (FNPOA) is the site of both tension and alliance between state, non-state, and local Indigenous interests converging around a common agenda of land 'modernization' in Canada. It is a convergence, I argue, that must be read in the context of a reorganization of society under neoliberalism. The FNPOA legislation is discursively framed to acknowledge Indigenous land rights while the bill simultaneously introduces contentious measures to individualize and municipalize the quasi-communal land holding of reserves. The intersections of alliance around this land modernization project foreground the complex ways in which capitalism and colonialism, though inextricably tied, perform distinguishable economic processes, and how we must be attentive to the particulars of their co-articulation with local formations of indigeneity. Background Characteristics of preschool and child care centres have previously been shown to be associated with children's health behaviours such as physical activity and screen-based sedentary behaviour. This paper investigates differences in physical environments, policies and practices between child care centres in Melbourne, Australia and Kingston, Canada which may be associated with such behaviours. Methods Audits of child care centres were undertaken by trained research assistants for the Healthy Active Preschool and Primary Years ( Melbourne, Australia; n = 136) study and the Healthy Living Habits in Pre- School Children ( Kingston, Canada; n = 46) study. Twenty-one of the audit items (nine physical environment; 12 policies and practices) were assessed in both samples. Example items included outdoor play and shaded areas, availability of equipment, physical activity instruction for children and staff, opportunities to use electronic media and staff/child interaction during physical activity time. Analyses were completed using SAS version 9.2. Results Compared with Australian centres, a higher per cent of Canadian centres had a formal physical activity policy, reported children sat more frequently for 30 min or more and allowed children to watch television. A higher per cent of Australian centres provided an indoor area for physical activity, shade outdoors and physical activity education to staff. Children in Australian centres had access to more fixed play equipment and spent more time outdoors than in Canadian centres. Conclusions These findings may help inform the development of best practice and policy guidelines to enhance opportunities for healthy levels of physical activity and screen-based sedentary behaviour within child care centres in both countries. Risk balancing refers to the balancing of business risk (BR) and financial risk (FR) by firms through their investment and borrowing decisions. Assuming the concept holds, a decrease in income variability (BR) prompts the firm to incur greater debt levels thereby increasing FR. Reducing (BR), which continues to be the central objective of Canadian agricultural policy through programs such as Canadian Agricultural Income Stabilization Program (CAIS)/AgriStability, may lead farmers to take on more FR than they would take otherwise, which, in turn, increases the risk of equity loss. However, it is not known whether Canadian business risk management (BRM) programs offset BR as intended, and whether any potential reduction leads to increased FR (risk balancing) and possibly higher levels of overall risk for individual farm operations. This paper represents the first attempt to shed light on whether Canadian BRM programs fail to reduce farm risk as a result of farmers' risk balancing behavior using a longitudinal farm-level data set from Ontario. Results are mixed: (1) BRM payments reduce BR for beef farms but not for field crops farms (though the latter result may be due to the lack of data on Crop Insurance payments); (2) risk balancing holds particularly for the larger farms, and (3) BRM programs overall have no significant effect on the likelihood of increased debt use for either sector, on average; however, participation in CAIS/AgriStability increases the probability that farms take on more debt than they would take otherwise for both sectors. Functional foods and supplements (nutraceuticals, natural health products) have emerged as a new category of products offering potential health benefits to consumers. Regulatory environments have evolved to govern the types of health claims that can be made for these products. Regulation needs to balance the imperative of protecting consumers from false and misleading health claims while encouraging research and development into products offering socially beneficial health outcomes. The paper explores the sources of market, and 'non-market,' (regulatory) failure related to the consumption and production of healthier foods. The Canadian approach to regulating health claims is compared to regulatory frameworks in the United States, the European Union, Japan, Australia, and New Zealand. The fairly strict Canadian regulatory system, together with the relatively small size of the domestic market, may limit investment in this sector. [ABSTRACT FROM AUTHOR]

In 1974, the Liberal government of Pierre Trudeau released a "green paper" known as the Lalonde Report, after the health minister at that time. The report formulated perspectives on health and the main concepts and ideas developed in it, particularly the concept of "lifestyle," which became the foundation of public health policies in many different European countries and the United States. The concept of "lifestyle" connected personal behaviour and habits to the individual health condition; people were not dying due to a lack of access to medical care but because they lived a life prone to personal risk taking. Furthermore, what is seldom discussed is that this report not only propagated the (neo)liberal view of citizens as autonomous rational actors (homo oeconomicus), with personal responsibility for their health, but it was a first step in the transformation of Medicare and went far beyond the question of health promotion. Health was no longer something that happened to a person but was created through personal choice and, therefore, one had to assume responsibility for one's behaviour. Using Foucault's definition of government as the "conduct of conduct," we will demonstrate that the Lalonde report must be understood as a specific "technology of government" and contributed to a neoliberal transformation of health care despite the fact that the Canadian system of Medicare was based on the idea of universality, meaning citizens had equal access to health care independent of their socio‐economic situation. As we will demonstrate, the Lalonde report undermined this foundation and initiated a profound reorientation, not only of the healthcare system, but even more importantly, it radically changed the way we think about our behaviour around health‐related issues. We will also discuss how the making of the report contributed to the redefinition of politics and demonstrated a lack of concern with liberal‐democratic decision‐making processes.
