Purpose: The introduction in Italy in July 2021 of the "COVID-19 Green Certification", known as the "Green Pass", was a particularly important moment in the political and social history of the country. While its use for health reasons is debatable both logically and scientifically, its effects should be measured at the general sociological level. The "Green Pass" allowed Italian social life to be shaped according to a social and political profile that can be traced back to a "society of control". This paper aims to discuss the aforementioned issue. Design/methodology/approach: This paper, of a theoretical nature, intends to verify such an interpretation through a critical survey of Gilles Deleuze's well-known Post-scriptum sur les sociétés de contrôle (1990) and relating the theories to it from cybernetic science, sociology of social systems and the continental philosophy, specifically Michel Foucault. After a short introduction on the history of the instrument's introduction, the paper, divided into parts reflecting the set-up of Deleuze's text, examines the systemic social effects of the "Green Pass" with regard to its logic, and concludes with a reflection on the program of the instrument's future developments. Findings: The "Green Pass" put into practice a model of a society of control as anticipated by Deleuze, verified with particular reference to some instances of Luhmann's theory of social systems, and in the perspective of a Foucault's "normalizing society" in the process of definition and affirmation. Social implications: The "Green Pass" has been a controversial tool that has caused forms of social discrimination and exclusion and has seriously questioned the architecture of the rule of law. The conceptual paper tries to reflect on the premises and implications of this instrument. Inadequate energy supply is one of the major problems confronting Malawi and limiting its social, economic and industrial development. This paper reviews the current status of energy supply and demand in Malawi; examines the major sources of energy, current exploitation status and their potential contribution to the electricity supply of the country; discusses key issues facing the energy sector; and identifies broad strategies to be implemented to tackle the energy supply challenges. Using secondary data for its critical analysis, the paper also presents modelling of long-term energy demand forecast in the economic sectors of Malawi using the Model for Analysis of Energy Demand (MAED) for a study period from 2008-2030. Three scenarios namely reference (REF), moderate growth (MGS) and accelerated growth (AGS) were formulated to simulate possible future long-term energy demand based on socio-economic and technological development with the base year of 2008. Results from all scenarios suggest an increased energy demand in consuming sectors with biomass being a dominant energy form in household and industry sectors in the study period. Forecast results reveal that energy demand will increase at an annual growth rate of 1.2% and reach 5160 ktoe in 2030 under REF scenario. The growth rates for MGS and AGS are projected at 1.5% each reaching 4639 ktoe and 5974 ktoe in 2030, respectively. The final electricity demand of about 105 ktoe in the base year will grow annually at average rates of 13.8%, 15.3% and 12.6% for REF, AGS and MGS, respectively. Over the study period 2008-2030 the annual electricity per capita will increase from about 111 kWh to 1062, 1418 and 844 kWh for the REF, AGS and MGS, respectively. The final energy intensity will decrease continuously from about 13.71 kWh/US$ in the base year to 3.88 kWh/US$, 2.98 kWh/US$ and 5.27 kWh/US$ for the REF, AGS and MGS, respectively in the year 2030. In conclusion, the paper outlines strategies that could be utilized to ensure adequate supply of modern energy which is a key ingredient for achieving sustainable social and economic growth. This paper examines the water allocation system and its effects on water use, users' behavior and on the country's achievement of desirable goals. It investigates efficiency, equity, and sustainability issues that arise under this allocation rule. The current allocation system functions according to a queuing system of priorities, where the urban allocation is found to be the most efficient and least risky allocation, while the ecological sector bears the highest degree of climate risk variability. The rule of priority is applied to crops as well; the non-strategic crops have the least efficient and riskiest allocation. The current system allows the country to secure drinking water supply, but it does not create sufficient incentives for entitlement holders that have priority to increase their water use efficiency, does not guarantee ecosystem health and integrity and does not equally distribute the risk among users. An institutional reform is especially relevant to improve water use performance in the agriculture sector and the country's ability to manage drought. Physical scarcity of freshwater is often given as the reason for water shortages, but it is usually its management that can either create or resolve the problem. This will be illustrated by the case of Barbados. The water management issues are typical of many small island states, some of which are particularly vulnerable to water scarcity, especially in the context of climate change. Barbados experiences extended interruptions in the water supply, mainly in northern and eastern parishes. Supplies of freshwater are relatively sparse, but it will be argued that it is the policy regime that ensures that water is inefficiently supplied, allocated and used, and so is the primary cause of supply interruptions. The objectives of this paper are to establish a theoretical framework for sustainable water resource management and frame a strategy for Barbados which reconciles demand and supply of water while taking into account environmental, economic and social interests.
