5. Learning as We Go: Principles for Effective Assessment during the COVID-19 Pandemic

Abstract

This paper summarizes the findings from a panel of assessment experts on diagnostic assessments and their role in helping educators and parents support student learning. Teachers, schools, and school systems will face unprecedented challenges when schools eventually reopen after pandemic-related closures. One of the central challenges will be figuring out how to meet the individual needs of students who had dramatically different experiences while schools were shuttered, and who will need dramatically different academic and nonacademic interventions and supports as schooling resumes this fall. Parents, too, will need reliable information to advocate for their children, and--if needed--to continue their education at home. Many stakeholders have recognized the likely value of diagnostic assessments in providing this information, yet others question the quality of the information existing assessments yield for diagnosing individual student needs and have expressed concern about the potential loss of instructional time and the over-remediation of students. The panel's task was to advise the field on the state of diagnostic testing: which types of assessment are best used for what purposes. 9. Teachers Unions Inadvertently Ignited the Year of School Choice

Through their response to the pandemic, teachers unions overplayed their hand and exposed inherent failures of the one-size-fits-all government school system. Families are now thankfully figuring out that there isn't any good reason to fund institutions when they can fund students directly instead. Support for school choice is through the roof, making 2021 the year of school choice. Eighteen states enacted or expanded programs to fund students instead of systems this year. The number of states with education savings account programs--the purest form of funding students directly and empowering families--doubled from five to 10 this year. The power imbalance between the public school monopoly and families was made clearer than ever. Parents were willing to put up with their children's schools receiving taxpayer money while failing to adequately meet their needs year after year. But it became another thing entirely when those schools took that money but refused to provide in-person service. The public school system's version of virtual learning was a failure for many children, academically and socially. At the same time, remote instruction allowed families to get a closer look at what was going on in their classrooms, and many parents weren't happy with what they viewed to be ideological indoctrination. This unexpected increase in transparency further fueled parents' calls for more control over their children's educations. The latest battles over curriculum, masking, and reopening are all symptoms of the problem that is the one-size-fits-all government school system. Thankfully, more people are now seeing that the best solution to these problems is funding students directly.

Abstract

The COVID-19 pandemic has disrupted schools across the country, negatively impacting student learning, especially for students of color and students experiencing poverty. These students need our support; in the absence of successful COVID catch-up activities, the likelihood is that they will face future obstacles to success in college and the workforce. Enter Elementary & Secondary School Emergency Relief (ESSER) funds, the unprecedented support. Over the course of one year -- from March 2020 to March 2021 -- the United States Congress enacted three laws providing $190 billion in federal education funding to states and school districts. The largest of these Acts, the American Rescue Plan (ARP), provides $122 billion to states, $110 billion of which must go to districts. Of that $110 billion, 20 percent (or $22 billion) is specifically designated for addressing "learning loss" due to pandemic-related schooling impacts, using "evidence-based interventions." The opportunity is "to learn" from the unprecedented federal investment. Many ARP ESSER investments seem conceptually sound, but here's the problem: a long history of education research shows that often, conceptually sound ways of investing in youth do not pan out as intended. In this brief, the authors review aspects of the ARP and argue that the Act strongly implies or even requires that districts invest smartly. And further, that smart investments require some data collection, not only so we know how ARP funds were spent, but also so we can learn about their efficacy. The authors also issue a warning that their analysis of state ARP ESSER plans shows ambiguity about what districts will be required to do, which could lead to inconsistent views by districts about what is required, and their approaches to monitoring impact.

Schools connect students with peers and mentors, channel youthful energy into productive pursuits, teach essential academic skills and knowledge, and give overwhelmed parents room to breathe and work. Adapting to the challenges of COVID-19 gives America's schools the opportunity to provide what is uniquely possible in the schoolhouse while seeking new ways to fully use technology and community partnerships. As communities and public officials start to think about the problems ahead, states, districts, and schools should consider at least six different buckets of work: (1) school operations; (2) whole child supports; (3) school personnel, (4) academics; (5) distance learning; and (6) other general considerations. Together with a task force of accomplished educational leaders--including former state chiefs, superintendents, federal education officials, and charter network leaders--this report sketches a framework that can help state policymakers, education and community leaders, and federal officials plan appropriately for reopening.
