Purpose: This paper aims to propose a new genetically evolved fuzzy cognitive mapping approach as a decision-making framework for analyzing the relationships between the drivers and strategies for green computing adoption. Design/methodology/approach: A focus group discussion among stakeholders in the Philippines is used to establish the relationships between the drivers and strategies of green computing adoption. Findings: The proposed approach significantly reduces the time complexity for developing the fuzzy cognitive maps and provides a basis for comprehensively clustering drivers and strategies that share similar characteristics. Research limitations/implications: This paper's results provide insights into how the drivers and strategies of green computing adoption facilitate the intention of adopting stakeholders. Trade and commerce has caused the virus to travel to different parts of the globe, infecting domestic and wild pigs in Europe and China. The recent outbreak has affected the Philippines, affecting food security and the economy. The disease is also a looming danger to the future of the Philippines four endemic pig species, a number of which are threatened with extinction. This paper reports a case of a mass dieoff of an IUCN vulnerable Philippine warty pig (Sus philippensis) population in a privatelymanaged forest patch in Tagum City, Mindanao, Philippines. Tissue samples were collected, and were sent to the Regional Animal Disease Diagnostic Laboratory XII (RADDLXII) tested positive for ASFV using Polymerase Chain Reaction (PCR). Post-2015 development and education agenda is expected to shift emphasis from education for all to access to quality education for primary, secondary and selected tertiary students. This paper defines the indicators of quality basic education, using multiple correspondence analysis. Prior to this, a log-linear demand model is specified to determine the economic factors behind the parental choice for quality basic education. The non-economic factors are incorporated using a logistic regression model. The indicators for quality basic education are defined, using multiple correspondence analysis. Data are obtained from interviews of high-income parents from the least developed regions in southern Philippines. Age, income and education of parents are important determinants in the decision of parents to enroll in private schools. Logistic regression results show that the parental choice of the best primary and secondary schools for their children include both consumption and investment considerations. [ABSTRACT FROM AUTHOR]

This paper examines the conflicts arising from the layered legal treatment, fragmentation and multiplicity of institutions involved in Philippine water governance. Using a thematic analysis of national legislation, a survey of 299 water managers in 10 provinces, and five cases illustrating local contestations, the paper tracks the diversification of formal institutional stakeholders which have been found to lack coherence and inter-agency connectivity. Water managers are not grounded in policy shifts, have little understanding of formal water rights and settle local conflicts with little reliance on formal mechanisms. Many development agencies design and implement interventions that aim to reach, benefit, and empower rural women across the value chain in activities ranging from production, to processing, to marketing. Determining whether and how such interventions empower women, as well as the constraints faced by different value chain actors, requires quantitative and qualitative tools. We describe how we adapted the project-level Women's Empowerment in Agricultural Index (pro-WEAI), a mixed-methods tool for studying empowerment in development projects, to include aspects of agency relevant for multiple types of value chain actors. The resulting pro-WEAI for market inclusion (pro-WEAI+MI) includes quantitative and qualitative instruments developed over the course of four studies. Studies in the Philippines (2017), Bangladesh (2017), and Malawi (2019) were intended to diagnose areas of disempowerment to inform programming, whereas the Benin (2019) study was an impact assessment of an agricultural training program. The pro-WEAI+MI includes all indicators included in pro-WEAI, plus a dashboard of complementary indicators and recommended qualitative instruments. These tools investigate the empowerment of women in different value chains and nodes and identify barriers to market access and inclusion that may restrict empowerment for different value chain actors. Our findings highlight three lessons. First, the sampling strategy needs to be designed to capture the key actors in a value chain. Second, the market inclusion indicators cannot stand alone; they must be interpreted alongside the core pro-WEAI indicators. Third, not all market inclusion indicators will be relevant for all value chains and contexts. Purpose: Travel interests of tourists during pandemics and outbreaks are reduced due to the prevalence of fear. It induces lifestyle changes, which may hinder efforts to recover the tourism value chain during post-COVID-19 lockdowns. Subscribing to domestic travel and domestic tourism is deemed to mitigate fear and gradually reopen the tourism industry. Although a crucial initiative, evaluating the perceived degree of exposure of tourists to COVID-19 in tourist sites operating under domestic tourism has not been fully explored in the emerging literature, which forms the main departure of this work. Design/methodology/approach: The problem domain is addressed by adopting multiple criteria sorting method – the VIKORSORT. To demonstrate such application, with 221 survey participants, 35 tourist sites in a province in the central Philippines struggling to revive the tourism industry are evaluated under six attributes that characterize tourists' exposure to COVID-19. To assess its efficacy, the performance of the VIKORSORT is compared to other distance-based multiple criteria sorting methods (i.e. TOPSIS-Sort and CODAS-SORT). Findings: Results show that proximity and volume of tourist arrivals are considered on top of the priority list of attributes. The use of VIKORSORT yields the assignment of 27 sites to the "moderate exposure" class, and eight under the "high exposure" class, with no tourist site assigned to the "low exposure" class. Sorting the tourist sites reveals some observations that tourists prefer sites (1) with open spaces, (2) with activities having limited group dynamics, (3) that are nature-based, and (4) with tourist arrivals that are not relatively high, with enough land area to practice social distancing. In addition, the assignments of the VIKORSORT with TOPSIS-Sort and CODAS-SORT are consistent at least 90% of the time, demonstrating its efficacy in addressing multiple criteria sorting problems. Originality/value: This work provides an integrative approach in evaluating tourist sites in view of tourism recovery during pandemics. The findings offer crucial insights for the primary stakeholders (i.e. government, tourist operators, and tourists) in planning, resource allocation decisions, and policy formulation. Super Typhoon Gaemi has caused devastating floods and landslides in the Philippines and is now heading towards Taiwan and China. With sustained winds of up to 185 kilometers per hour, Gaemi has led to flight and ferry cancellations in both countries.
