Abstract
The author argues that the cap-and-trade carbon emissions limiting system developed in European Union countries and implemented in California in 2012 could fail in Canada, based on political interference and government subsidies to industries that consume large amounts of energy. International cooperation on carbon emissions trading and energy policies in Germany, Great Britain, and Russia are discussed.
