Here I take an example from the UK public sector to show how these two aspects -- the visible and the invisible -- are both essential in order to achieve transformational change. The relationship between them can be described as "paradoxical", in the sense that these contrasting forms of communication are always both at work at the same time. Surgical error is mainly grounded in poor communication within and across teams, while evidence shows that improving teamwork leads to better patient outcomes. The challenge is how to translate such evidence into effective practice. A project was launched at the Royal Cornwall Hospitals Trust,across an entire theatre complex, to improve teamwork climate as a basis for changing culture. A complex educationalintervention was introduced, aiming to change attitudes and climate. While a positive climate change has developed,culture change has not been achieved.Such educational interventions occur against an imposing and resistant structural background that is the fabric of surgical culture. Capital services are the flow of services into the production of output that are generated by the capital stock, as opposed to the stock of capital itself. As such, capital services are the measure of capital input that is more suitable for analysing and modelling productivity. This article presents experimental capital services estimates for 1950 to 2007 for the UK as a whole, for the market sector, and for the non-oil sector. Capital services estimates are also presented by eight asset types and by detailed industry. New estimates for 2007 are presented in this article with earlier years updated to incorporate revisions throughout the time series. Revisions are caused primarily by the adoption of an improved methodology for calculating appropriate plant and machinery deflators and due to the use of an improved purchased software deflator. The main result continues to be strong growth in information and communication technology assets since the mid-1990s, with this growth causing a divergence between the volume of capital services and National Accounts measures of net capital stock. The article discusses a report showing the results of the assessment of the British Army recruits' basic skills. The test was conducted on 534 Army Trainee Entrants using the Basic Skills Agency (BSA) Fast Track Assessment. The results show that the Army entrants have done well in literacy and numeracy. It was concluded that nowadays communication in the Army is very important as there are military operations in other countries like Afghanistan and Iraq.
