Efforts to prevent work-related injuries have met with tangible success in industrialized countries. In Quebec, workplace accidents and occupational illness have declined sharply since the end of the 1990s. However, there is still considerable room for improvement in small and medium-sized enterprises (SMEs). Expert specialists in accident prevention in SMEs are overloaded. Their interventions are repetitive and not personalised. Few tools are available for accelerating the process of evaluating occupational health and safety (OHS) performance. The aim of this research project was to address this deficiency by proposing a novel OHS performance evaluation tool better adapted to SMEs. For this purpose, research was carried out in two distinct phases. The first phase led to the theoretical model on which the tool is based. The second phase was carried out using an action research approach. The proposed tool was designed and improved during this phase, through field-testing and the involvement of a Quebec industrial partner. In spite of the limitations of this research, we have succeeded in developing a new tool with software support adapted specifically for the evaluation of OHS performance in SMEs. Upon completion of the project, a tested and improved version of the tool was delivered to the industrial partner. Experts in accident prevention have found the tool to be reliable and helpful. It has accelerated the identification of deficiencies in OHS management in several SMEs and has helped specialists to develop personalized and better-focused plans of action. [ABSTRACT FROM AUTHOR]

Greenhouse gas (GHG) emissions of the Quebec pulp and paper industry fell by more than 30 percent from 1990 to 2006. We use an energy demand model to analyze the contributions to this decrease of energy prices, product mix, technological change, and biomass use. The product mix is made of pulp, and cardboard, and paper. Pulp is an intermediate product for the industry, but not necessarily so for mills; vertical integration varies across mills and presents different opportunities to transfer heat between stages of production. Chemical and mechanical pulping processes are used to form two groups of pulp and paper mills. We find that changes of product mixes contributed the most to reduce GHG emissions, followed to a lesser extent by increases of fuel prices relative to electricity. The estimated electricity and fuel price elasticities are low. However it is still possible to significantly reduce GHG emissions by substituting natural gas for heavy fuel oil; such a substitution could be brought about by a small change of their relative price. Red heartwood, a dark nonhomogenous discolouration in paper birch trees ( Marsh.), limits the applications and uses of sawn boards to nonvisible low-value products, thus resulting in substantial value loss. The occurrence and distribution of red heartwood were investigated in 12 paper birch trees grown in the province of Quebec, Canada. The youngest tree was 62 years old at breast height and the oldest 86 years old for an average of 75 years old. In this study, 225 occurrences of external traits, relating to branch scars and forks, previously proposed as initiation points for red heartwood were identified and measured. The distribution of red heartwood was digitally mapped and the effect of these external traits on the red heartwood surface and shape inside each tree was examined. Results show that red heartwood initiates from an external trait and that multiple external traits can contribute to the development of a red heartwood column following the longitudinal axis of the stem. Red heartwood appeared to initiate mainly from external traits at the base of the tree. A modelling exercise indicated that the width of the red heartwood column inside a standing tree can be estimated from branch scar width and height from the ground. Tree vigour could not be linked to the proportion of red heartwood inside standing trees. A three-dimensional analysis of log shape could potentially be used to detect red heartwood presence in a log before processing to optimize the log sawing pattern. [ABSTRACT FROM AUTHOR]

1. In minesoil reclamation, the establishment of a sustainable plant cover requires the improvement of limiting conditions and the re-initiation of carbon (C) and nutrient cycling. 2. The approach used in this study for reclaiming an abandoned sandpit in Quebec, Canada, was based on a heavy organic amendment as an attempt to accelerate the reconstruction of a functional ecosystem. 3. The one-time intervention consisted of incorporating paper de-inking sludge into soil at two rates (0 and 105 dry t ha–1 ), supplemented with nitrogen (N) at three rates (3, 6 and 9 g kg–1 sludge) and phosphorus (P) at two rates (0·5 and 1·0 g kg–1 sludge) followed by seeding (mid-summer) of Agropyron elongatum (Host) Beauv. (tall wheatgrass). 4. Standing biomass increased in the presence of sludge after both the first and second full growing seasons. High N application rates further increased yield, more importantly in the second season. The high P rate improved grass establishment in all cases. Ground cover increased with time and doubled in the presence of sludge whereas it declined in the absence of sludge. Phosphorus and N uptake was improved consistently in the presence of sludge. 5. Sludge application resulted in improved water retention and cation exchange capacities, and an increase in pH and bulk density of sandpit minesoil, all of which may have accounted for the significant improvement in plant responses. Levels of soil C and N suggest that this reconstructed system is approaching sustainability. 6. Adequate N and P supplements will accentuate the positive influence of sludge on revegetation. This paper contributes to the growing body of work on precarious labor, immigration, and social gerontology by examining the racialization of precarious employment across the life course. In particular, the authors examine the impact of precarious employment and discrimination among racialized older immigrants in Canada. Racialized older immigrants are more likely to be disadvantaged by the effects of lifelong intersections of economic and social discrimination rooted in racialization, gender, ageism, and socio-economic status. Drawing from a narrative-photovoice project that focused on the life stories of older immigrants living in Quebec and British Columbia, this paper presents the in-depth stories and photographs of four participants to highlight how intersections of race, gender, age, immigration status, and ability shape and structure experiences of aging, labor market participation and caregiving relationships. Routing regular and dangerous commodities in railway freights transportation is discussed in this paper. Based on a link-based modeling approach, a mixed integer nonlinear programing model is developed. The model takes into account weather stability conditions of urban and rural areas and spatial distribution of risk at yards and around links as it impacts these zones along the routes. This paper also discusses the advantages of using bifurcation of flows on risk-cost tradeoffs and route planning decisions. The widely used nonlinear risk function is linearized and then the problem was solved to optimality using a commercial software. Results of the experiments on two hypothetical networks and one based on the rail network of the Province of Québec in Canada are presented and analyzed. Routing decisions associated with both variants of the proposed model with bifurcation of the material flows are compared to obtain managerial insights on the model in solving hazmat freight routing problems. This paper concerns the ethical judgment that lies at the heart of assessing requests for Medical Assistance in Dying (MAID) in Canada and Quebec, namely is it ethically right to help the person requesting assistance to end his or her life? We address situations in which making this judgment may be challenging despite the person fulfilling legal eligibility requirements. Using three clinical cases that are challenging by virtue of the legal requirement that a person experience intolerable suffering we explore this issue. We review practice guidance provided to providers and assessors in six jurisdictions and discuss potential resources to inform the ethical judgments involved in MAID assessments. Background: Participation in on-the-land programs that encourage traditional cultural activities may improve health and well-being. The Income Security Program (ISP) - a financial incentive-based on-the-land program - for Eeyouch (Cree) hunters and trappers in Eeyou Istchee was created as a result of the 1975 James Bay and Northern Quebec Agreement to help mitigate the effects of hydroelectric development on the Cree people of northern Quebec, Canada. Beyond the ISP's financial incentives, little is known about the health measures of those who are eligible to participate in the ISP (i.e. spent ≥120 days on-the-land during the previous year). Therefore, this paper's objective was to assess the health measures of northern Quebec Cree, who were eligible for participation in the ISP.Methods: Using participant data (n = 545) compiled from the Nituuchischaayihtitaau Aschii Multi-Community Environment-and-Health Study, we assessed 13 different health measures in generalized linear models with the independent variable being the eligibility to participate in the ISP.Results: Participants in the present study who were eligible for the ISP had significantly higher levels of vigorous and moderate activity per week, and higher concentrations of omega-3 polyunsaturated fatty acids in the blood compared to those ineligible for the ISP (i.e. spent ≤119 days on-the-land during the previous year). Encouragingly, following model adjustment for age and sex, participants eligible for the ISP did not have higher blood concentrations of mercury than those who were not eligible for the ISP.Conclusions: Our results suggest that the participants eligible for participation in the ISP are likely to be healthier than those who are ineligible to participate - and are promising for on-the-land programs for Indigenous peoples beyond a financial incentive - with no apparent higher risk of increasing contaminant body burden through traditional on-the-land-activities (e.g. fish consumption). Background: Metabolic risk factors, low cognitive function and history of depression are known risk factors for future depressive episodes. This paper aims to evaluate the potential interactions between these factors on the risk of a major depressive episodes in middle-age.Methods: Baseline and follow-up data from a population-based study of Quebec, Canada were used. The sample consisted of 1788 adults between 40 and 69 years of age without diabetes. Cognitive function and metabolic risk factors were assessed at baseline. Three cognitive domains were assessed: processing speed, episodic memory and executive function. History of depression was assessed five years later by a clinical interview. Logistic regression analysis was conducted to evaluate interactions between individual metabolic factors, low cognitive function, and depression history.Results: Participants with a comorbidity of at least one metabolic factor, history of depression and low cognitive function had the highest risk of experiencing a depressive episode in middle age. The highest risk was observed in individuals with abdominal obesity, low cognitive function, and a history of depression (OR= 8.66, 95% CI 3.83-19.59). The risks for those with abdominal obesity only, depression history only, and low cognitive function were 1.20 (95%CI 0.71-2.02), 3.10 (95%CI 1.81-5.24), and 1.39 (95%CI 0.72-2.67), respectively.Limitations: Depression was only assessed at follow-up.Conclusion: Metabolic risk factors comorbid with low cognitive function in middle-aged individuals with a history of depression were associated with an increased risk of a future depressive episode. This paper studies the prevalence of ballot order effects in two different types of Canadian elections which differ greatly by the strength of party cues they provide to voters. Provincial elections are best described as a typical competition between well established and institutionalized parties, hence providing voters with strong party cues. Alternatively, municipal politics provide voters with much weaker party cues. We use electoral results from recent provincial and municipal elections in Québec and find ballot order effects in municipal elections but not in provincial ones. Although ballot order effects may also be the product of alphabetic preference bias, we argue that in any case these are cognitive biases that are ultimately the product of insufficient cues that voters need in order to cast well-informed votes. This qualitative study explored how counsellors who work with women currently or formerly involved in sex work perceive these women's future. From May to July 2016, we conducted semi‐structured interviews with 21 counsellors providing psychosocial services in Canadian agencies with recognized mandates to support such women. The interview protocol was based on the Possible Selves Mapping Interview, adapted to explore the counsellors' hopes and fears for these clients. We subjected the interview transcripts to an interpretive descriptive analysis. Our findings centred on three themes: the counsellors' hopes for their clients' future, in light of their personal and social resources; the counsellors' fears about the cumulative devastating effects that their clients' work environment might have on them; and the counsellors' fears that these women would lose hope for the future. This study clearly demonstrates the importance of addressing the safety and well‐being of women involved in sex work and of recognizing the impacts of social inequalities and structural barriers on these women's life paths. It is common in discourse surrounding Québécois and Puerto Rican nationalism to discuss both regions in terms of their linguistic marginality to Anglo-majorities found in Canada and the USA, respectively. As two areas faced with the common American task of inventing a national identity in displaced settings in the New World, English becomes an easy "other" against which the French Quebecker and Spanish Puerto Rican may define themselves. However, language becomes a problematic means of definition when considered in relation to its intrinsically Old World origins. This paper reexamines Quebec and Puerto Rican nationalism from a larger New World perspective that focuses on the role of American landscapes and settings in conjunction with the traditional linguistic approach. The paper contributes to the literature on black students and racial disparities in high school completion in Canada and makes original use of the 2006 Census to analyze the educational attainment of 18- to 19-year-olds in Ontario and Quebec. Results of a logistic regression indicate that in both provinces, black/white disparities in graduation rates disappear when income, family structure, language, gender, and place of residence are taken into account. Higher rates of socioeconomic disadvantage among black children pose challenges for high school completion. These findings do not imply that racism has no impact; indeed, the paper concludes that high school completion may not be the outcome most suitable for evaluating the effects of racism on educational attainment. Future studies should examine the causes of racial disparities in intermediate outcomes of school success (i.e., grades, special education placement, academic tracking, and disciplinary sanctions), and their effects on the graduation rates and postsecondary pathways of black students. Sociological production is prompted and affected by the major social preoccupations of the society it stems from. This is an inherent feature of the social sciences because those who produce knowledge, in this case sociologists, participate in the society they study. The aim of this article is to highlight the social and historical conditions that are at the root of the production of knowledge in the sociology of sports, and the role the latter has played in the exercise sciences in Quebec. This article is composed of two parts. First, it will try to shed light on the social dynamics that created the sociology of sport. Second, it will try to show that the researchers' problematics and the theoretical traditions they have followed were a part of the power dynamics specific to Quebec society and the field of physical education. Briefly, this paper aims to show that the sociology of sport in Quebec has been shaped by the socio-historical conditions in which it has been created and that, at the same time, it has generated a specific social and academic dynamics.

Did the introduction of the Charter of Quebec Values in September 2013 signal a repudiation of Quebec's longstanding consensus on liberal-pluralism in its dominant integration model? While the Charter died as a result of the election defeat of the minority Parti Québécois government in May, 2014, its salience and impact continues to be felt, in that it has moved the normative benchmarks around ethnocultural and ethno-religious diversity and represents a qualitatively new framework for regulating the terms of belonging in Quebec. This paper, however, contends that such a reading of the legacy of the Charter misses a significant part of the story. A broader contextual overview reveals that recent events in Quebec are conditioned by variables associated with the unfinished nature of a constitutive project for national integration. Regardless of whether or not the proposed Charter signaled a permanent normative turn in Quebec, or merely an intensification and greater polarization of an interminable argument, this paper will attempt to provide some context with which to interpret this 'trial balloon' of the minority Parti Québécois government in power from 2012-2014. I argue that this short-lived incursion into more exclusionary politics are the direct result of a variety of factors that go beyond standard normative principles usually attributed to citizenship and actually reflect structural difficulties associated with Quebec's status as an unrecognized minority nation. The article will proceed to highlight the primary identity-forging initiatives undertaken by Quebec in lieu of citizenship, and conclude with some reflections on some distortions that may be attributable to a protracted, frustrated and unfinished constitutive journey. Quebec's forests represent 20% of Canadian forests and 2% of the world forests. Over the entire planet, forests play a major role in habitat preservation and in supplying goods and services to the population. However, climate change will have an impact on the forest through inter alia increased droughts, forest fires, warmer weather, and infestations. In this paper, we analyze the economic impact of climate change on the forest industry in Quebec over a 40-year period using a recursive dynamic computable general equilibrium model. We find that the climate change effects will be relatively weak on most macroeconomic variables as agents adjust their behavior over time and factors are reallocated across sectors. We find that climate change could generate losses in gross domestic product of up to Can$300 million (0.12% of gross domestic product) at the end of a 40-year period for Quebec's economy. However, we find relatively more important effects within the sectors of the forest industry, with losses ranging from 3% to 7.5%. [ABSTRACT FROM AUTHOR]

The vision of the Canadian Sex Research Forum (CSRF) is to be Canada's leading organization dedicated to interdisciplinary, theoretical, and applied sexuality research. We sought to determine the composition of four previous CSRF Annual Conference (2013-2016) scientific programs. We double-coded 356 abstracts on first author region, discipline, and faculty status; presentation format (oral/poster); and several non-exclusive yes/no questions regarding study populations, topics, and methods. We calculated odds ratios (OR) to assess trends (per year) and likelihood of oral versus poster presentation. Most of authors were from psychology (86.5%), although this decreased over time (98.1% to 80.5%). Most abstracts used quantitative methods (82.9%) and there was a decrease over time in abstracts using qualitative (26.4% to 16.3%) and experimental (17.0% to 7.3%) methods. For study population and topic, there were increases over time in clinical population foci (7.6% to 23.6%) and decreases in race/ethnicity foci (3.8% to 0.8%) and methods topics (18.9% to 5.7%). Half of the abstracts were oral presentations (44.9%), which were more frequently awarded to faculty (81.1% vs. 38.6%), sexual practice topics (50.7% vs. 40.8%), relationship topics (52.3% vs. 40.7%), methodology topics (50.0% vs. 44.2%), and theory papers (71.4% vs. 43.3%). Oral presentations were less frequently awarded to single sex/gender populations (36.7% vs. 48.4%), student-only populations (35.3% vs. 51.2%), race/ethnicity foci (20.0% vs. 45.5%), and quantitative methods (43.4% vs. 52.5%). To achieve CSRF's vision of "interdisciplinary, theoretical, and applied research,'' we must undertake intentional strategic action (e.g., more content from non-psychology disciplines, more qualitative methods). Women of many cultures and religions find a means of coping with stress and ill health in faith-based practices, such as meditation and prayer. It is customary for Muslim women to participate in such activities, usually with a special dress code, which often includes a hijab. The headscarf ban in French and formerly in Quebec public schools not only forces Muslim female students to shed theiressentialreligious dress code, but also fails to address the resulting health consequences and to acknowledge the cultural aspects of head-covering. This paper argues that the ban on head coverings in public schools is not only an infringement on religious and cultural freedoms, and violation of human rights, but that it is also an unhealthy policy intervention, as it undermines health by restricting prayers, mindfulness and spirituality. Furthermore, the ban has taken away Muslim women's choice to wear a hijab, thus restricting a sense of self-autonomy and in turn causing additional negative health implications. By synthesising these ideas, this paper holds a novel and critical perspective that the headscarf ban policy in France should be re-examined not only because of its infringement of human rights, but also to assess the negative health impacts on affected groups. This paper addresses one particular feature of Canada's accommodation of diversity -- the existence of French-language communities outside of Quebec and New Brunswick -- to show how there continues to be conceptual difficulties in reconciling Canada's many diversities. More specifically, we are concerned with conceptual ambiguities associated with the place of these minority communities in Canada's constitutive political sociology, and difficulties in promoting a coherent set of policies for their flourishing. Moreover, this paper will not simply rehash arguments about their forma and conceptual status. We are interested in illuminating a recent initiative that seeks to direct immigrants to these communities in the hope of maintaining their overall percentage of the Canadian population. This is a development that has received little attention to date from the perspective of the scholarship of multiculturalism and minority rights, and political theory more generally. We argue that the strategy to target Francophone minority communities as 'sites' of integration represents a false promise for both these communities and immigrants. This article will show that the federal framework of 'multiculturalism within a bilingual framework' obscures the realities confronting Francophone minority communities and thus their capacity to integrate newcomers, on both empirical and normative grounds. This paper focuses on the socio-political ideas conveyed by Pax Romana in the Province of Quebec. Although this organization presented itself as a simple base of exchange between Catholics, the Federation of Fribourg did not limit itself to planning very general meetings in various places and promote an abstract dialogue between nations : it also disseminated a specific ideology. It offered a conceptual framework and a certain political orientation to those who participated in its activities. By revisiting its ideological background and identifying who were its most important promoters, this paper underlines the forms of exchange that structured Pax Romana from the inside and, by the same token, helps to locate its members on a particular map of the Catholic intellectual world from 1930 to 1950. What contribution did the Québécois missionary effort bring to the reception of Vatican II in Québec? To answer that, this paper focuses on the experience of members of four missionary institutes founded in Québec: the Missionnaires de l'Immaculée-Conception, the Missionnaires de Notre-Dame des Anges, the Société des Missions étrangères du Québec, and the Missionnaires du Christ-Roi, between 1945 and 1962. This paper analyses the missionaries' preconciliar experience of cultural and religious difference, and shows how it contributed to the emergence of a changing perspective on Christianity, the Church, and mission. Based on interviews conducted with missionaries, the institutes' archives, and secondary sources, this paper argues that parallels exist between shifts in the missionary field with respect to lay people, the local church, cultural and religious differences, and the way the Québec Church prepared itself for Vatican II. The Cirque du Soleil, based in Montreal, is known internationally for its innovative form of circus production. Although a transnational company recruiting talent from around the world, it is argued that the Cirque’s ability to innovate is underpinned by its historical and geographical situatedness in Montreal. Drawing on evolutionary economics, the paper examines the place-specific and path-dependent trajectory which has informed the emergence of the Cirque, focusing on how a series of latent synergies—including a vibrant tradition of street performance in Quebec, the lack of established circus conventions, and the strength of related cultural sectors in Montreal—gave rise to the Cirque. This paper compares the response to the hijab in France, Quebec and the rest of Canada to explore the different political cultures of those three polities, the ideals behind them and the modes of repression and tolerance which give meaning to those cultures. More specifically, the paper compares the Stasi Commission in France with the Bouchard-Taylor Commission in Quebec in terms of both process and conclusions. What role do public commissions play in the education of the public against a background of educational institutions charged with that task? This paper presents a comparison between the two ways of managing immigration and diversity existing in Canada: multiculturalism (Canada-wide) and interculturalism (Quebec). While some authors (see Juteau, McAndrew and Pietrantonio 1998) argue that the two policies are more similar than different, others, like Gérard Bouchard (2011), argue that interculturalism is a rather unique model of managing diversity in Quebec. In this paper we aim to make a contribution to the debate by providing an analysis of the way both models understand immigrants' participation in their new society. Indeed, both models seem to consider participation as having a central role in the process of integrating newcomers. However, we will show that the reasons put forward by inter-culturalism and by multiculturalism to explain their interest in participation are very different. On the one hand, multiculturalism recognizes the importance of participation as a way of protecting individual identities, in line with the spirit of liberalism. On the other hand, for interculturalism, the issue of participation seems to be more fundamental: not only is participation one of the founding pillars of the policy, but it is also consistent with the political, legal and historical characteristics of the province of Quebec. While the last few decades have witnessed increased political significance of the Canadian Supreme Court, the Court has also managed to safeguard its institutional legitimacy as evident in the high degree of support it enjoys among the Canadian public. Indeed, how do the Supreme Court of Canada, and high courts everywhere, ensure the attainment and retention of institutional legitimacy? The paper develops an answer to this question by presenting a strategic theory of legitimacy cultivation. The theory is applied and tested in the context of the 1998 Secession Reference case. The paper sheds a new light on the case, shows that patterns of judicial strategic behaviour can provide important insights into how the Supreme Court acquires institutional legitimacy and points out the significance of extending the strategic approach to the study of the Canadian Supreme Court. Could a growing transatlantic rift regarding the use of military force outside Europe propel the political break-up of Canada? The first part of the paper argues that, in addition to its liberal-democratic values, Canada's bicultural national identity accounts for much of its Atlanticist international security policy. The second part of the paper examines the prevalence of this Atlanticist strategic culture in the face of two contemporary cases of transatlantic (dis)unity, the wars in Iraq and Afghanistan, in order to assess the potentially disruptive nature of transatlantic discord on Canada's political unity. It finds, somewhat counter-intuitively, that transatlantic unity - rather than disunity - could more probably generate national unity crises in Canada in the event of continuing 'out-of-area' military operations undertaken by NATO allies. This is mainly because of a growing tendency among Quebec's sovereignist political elites' to mobilise Quebecers' distinct attitudes regarding overseas military expeditions. [ABSTRACT FROM AUTHOR]

This paper discusses a public history project conducted by the author for the Danish Canadians of Montreal in the 1990s. The Danish Canadian community expected that researching their community history would help them recover a more authentic ethnicity and shine a light on their group's unique ethnocultural practices. However, to the community's disappointment, historical research instead revealed a strong trend toward Anglo-conformity, to the point that many Danish Canadians were nearly indistinguishable in Montreal's Anglophone society. In the current climate where the concept of the ethnic mosaic is emphasized in Canada, the history project dealt a blow to their sense of identity and led them to question whether they were ever ethnic at all. In addition to examining the history of a rarely-studied group, this paper explores changing notions of what has constituted immigrant success, and looks at one group's struggle to adapt to the larger society's shifting visions and values surrounding ethnicity. Increasingly people, including academics, tend to conceive of the world as based on essentialised ethnic or cultural categories. Thus, research on the second generation often takes for granted that this population has a bicultural identity. In this paper, I define the concept of identity as the subjectively constructed set of groups of belonging which the individual considers to be most important to and most characteristic of his/her Self. I then attempt to determine whether or not second-generation youth feel a strong attachment toward the ethnic origin of their immigrant parent(s). The paper relies on in-depth interviews conducted in Quebec and Montreal with 28 youth (18 to 25 years of age), who were born in Quebec and who have at least one immigrant parent. Respondents were mainly identified through birth registries, thus avoiding the use of self-identification for recruitment. Results show great variety in the identities chosen by second-generation youth. Relatively few identify with their immigrant parent(s)' ethnic origin. Those who do have diverse representations of these groups, which are nonetheless generally cultural or ethnocultural in content. This form of identification with cultural or ethnocultural groups is shown to be compatible with a civic allegiance to Canada or Quebec. [ABSTRACT FROM AUTHOR]

This paper challenges the assumptions that women 'care' as a matter of course, that care work is natural, inevitable, and easy - requiring little skill and as a result should not be highly valued or rewarded. It does so by assessing the impact of Quebec's (Canada's) $7/day childcare program on an economically disadvantaged community near the Quebec/Ontario border. This pilot study of mothers and childcare workers marks the first phase of research in the community. This paper looks at some of the care work involved in childcare settings in small-town Quebec. At the same time, the paper aims to show the importance and impact of Quebec's childcare initiative on an economically hard-hit community. It shows that, despite mothers' recognition of the importance of the program to themselves, their children and their community, there is still evidence of the undervaluing of the care work that childcare providers do. Since the early 1960s, the only pan-Canadian association of municipalities has shown two decades of decline followed by two decades of growth. This paper analyses this decline and subsequent growth in the context of the changing position of municipalities with Canada, particularly those in Quebec. Examination of the association's recent history provides useful insights into how Canada's municipalities cope with Canadian federalism. It provides lessons as to how best to prosper as a pan-Canadian organization concerned with what are mainly matters of provincial interest. There is evidence that extreme ice loads combined with moderately high winds may cause catastrophic damage to overhead power lines and prolonged periods of electrical power outage. In this paper, a probabilistic model for combined wind and ice loads was developed for establishing realistic and conservative criteria for design and normalization. The proposed model combines icing of extreme thickness with a moderate wind speed, Vice, reduced by a reduction factor, kr, with respect to the extreme wind speed, Vmax. The evaluation of kr, which is the main purpose of this paper, is done by means of statistical analysis of samples taken from the same initial distribution of hourly wind speeds, Vh. The size of samples corresponds to the average annual icing persistency period, Tipp, observed in the climatic conditions of Quebec. This period, which was established in an earlier study by the authors using statistical analysis of data from the Hydro-Québec passive ice meter (PIM) network, is evaluated to be on average 144 h/year. It was found that kr ranges from 0.4 to 0.7, mainly as a function of the coefficient of variation (COV) of the initial distribution of wind speeds and the return period prescribed for extreme climatic loads. The main objective of this paper is to describe the characteristics of brash ice in the St. Lawrence River downstream of Montréal over a period of three winters. We used two instruments deployed in the St. Lawrence River navigation channel through Lake St. Pierre to measure ice parameters: an acoustic Doppler current profiler (ADCP) and an ice-profiling sonar (IPS). This paper discusses the capacities of these instruments to quantify ice characteristics and to predict the risk of ice congestion. It was found that wind velocity and air temperature play major roles in the variation in ice parameters and, consequently, in the occurrence of ice congestion in the navigation channel through Lake St. Pierre. Comparison of the IPS and ADCP data showed good agreement and demonstrated that these two instruments can be very effective for certain ice applications. [ABSTRACT FROM AUTHOR]

This paper examines social relationships in the early twentieth-century Canadian corporate workplace, focusing on Quebec where the majority of the nation's financial services industry was located. I argue that in the course of building new networks for the flow of information and capital, women and men in the early twentieth-century whitecollar workplace also produced new meanings about work and gender. This paper has two parts. Part one charts an overview of when clerical work feminized in Quebec, drawing on published census data and a 10% sample of the 1901 nominal census of Montreal. Drawing on personnel files and company journals from several Canadian financial institutions, part two explores social rules and mores about contact across differences particularly of gender and religious affiliation in the early twentieth-century white-collar workplace. This paper presents an organizational analysis of the immigration and ethnic diversity debate as articulated by the Quebec government through its ministère de l'Immigration. Both structural and discursive transformations of the ministry are examined, and the two are set in the larger socio-political context of the times. The ministry mandated to regulate matters of immigration in Quebec has undergone a number of transformations throughout the thirty-four years of its history, from the ministère de l'Immigration du Québec (MIQ:1968-1981) to the ministère des Communautés culturelles et de l'Immigration (MCCI:1981-1993), to the ministère des Affaires internationales, de l'Immigration et des Communautés culturelles (MAIICC' 19931996) and finally, to the ministère des Relations avec les citoyens et de l'Immigration (MRCI:1996-). Both nominal and structural changes have marked these transformations. The thesis of this paper is that Quebec's ambivalence to immigration and diversity is reflected in, and symbolized by, the various transformations of its ministry. The paper examines the linguistic and structural nature of the changes, outlines the major issues of Quebec's immigration debate, and briefly compares the historical trajectory of Canada and Quebec's official visions of pluralism. Constitutional entanglements in Canada–Quebec relations are well known. From one referendum on Quebec’s sovereignty to the other, from one pan–Canadian constitutional meeting to the other, the ‘Quebec problem’ seems irresolvable. One dimension is constantly overlooked in this debate: territorial identity. Territorially–based cultural claims emerge in the core of urban Quebec under the leadership of partitionist and localist movements. Originally based in Montreal, the partitionist movement is driven by Anglo–Que´be´cois claims over local municipalities and certain parcels of the territory in the event of an independent Quebec. This paper seeks to understand a dual reterritorialisation process: 1) state territorial rescaling policies such as decentralisation and metropolitan reform, and 2) the use of territorial claims underpinning social mobilisation strategies. When state territorial restructuring policies do not correspond with the local territorial political culture, as I argue in the case of a ‘frontier–city’ like Montreal, it spurs the activation of strategic territorialisation. This paper begins with an analysis of Montreal’s territorial political culture, rooted in the coexistence of opposite territorial myths and a common feeling of distinctiveness. This paper addresses the relationship between mobility, ageing and death in an urban housing market from a material culture perspective. It examines a divestment ritual performed by elderly people in Montreal (Canada) on the occasion of a move from a home on their own to a care environment. This move which is often a move into a smaller place and a smaller set of things is also accompanied by the compulsion for the people to divest themselves of some of their belongings, a process that is called 'casser maison', literally 'breaking the house'. This ethnographic paper reveals that 'casser maison' is not only a matter of getting separated from some, if not most, of one's posses-sions, however. It is also a matter of placing those possessions among the kin or other potential recipients. In this respect, 'casser maison' pertains to a ritualized form of construction of the self through the emptying of the place. It proceeds from the wish to ancestralize oneself; the capacity to place one's possessions is taken to guarantee the survival of the subject and of his or her memory. As such, this paper demonstrates that, through the use of personal belongings, the divestment of the self becomes a form of investment. [ABSTRACT FROM AUTHOR]

In this paper I will briefly outline how sociology has interpreted the French Canadian collectivity from the end of the last century to the present time. I argue that the French-speaking collectivity in Canada has been ascribed, both successively and simultaneously, the characters of race, ethnic group, society, and nation through the prism of sociology. The cultural specificity of this collectivity has been alternately perceived as either a stigma or as an element of pride. My paper has three parts: Léon Gérin and Marius Barbeau, or "the Quebec difference" as a handicap; the External perspectives of Horace Miner, Everett C. Hughes, and the Laval School; and what "Quebecitude" (the cultural specificity of the Quebec character) means. These three perspectives correspond to three periods in the history of Quebec sociology: The pioneers (before 1939); the institutionalization of (academic) sociology (1940-1969); and the "nationalization" of Quebec sociology (1970 until now). Louis Veuillot, well-known among the ultramontane journalistic circle, was also a recognized writer. In colleges, his texts were included into the curriculum of colleges and also in activities outside classrooms. This paper studies the integration of Veuillot's works in literary and religious education for three periods, 1840-1871,1910-1930 and 1950-1970. Whereas Veuillot was not a part of the curriculum in the nineteenth century, the beginning of the twentieth century was the golden age of Veuillot's distribution in colleges, especially during the centennial celebrations in 1913. In these years, the writer became an example for young people, yet the 1950's spelled the end of his teaching. Nevertheless, during a few decades, Louis Veuillot was part of the literary culture among college students. [ABSTRACT FROM AUTHOR]
