- Abstract
The U.S. Senate will soon render its advice and consent to the nomination of Chicago Public Schools Chief Arne Duncan to be secretary of education. The word "education" is not mentioned in the Constitution, and the federal government has historically played a limited role in funding and regulating public education across the country. The federal government currently provides only 9 percent of the funding for K-12 public education in America. But federal spending is at an all-time high. The federal government currently spends $71 billion annually on K-12 education programs. Through programs like No Child Left Behind, which has seen funding increases of more than 40 percent during the Bush Administration, the federal government now exerts greater authority over public schools across the nation. Unfortunately, more than 40 years of increasing federal involvement in education has yielded little progress in improved student learning. History has shown the limits of what the federal government can and should do to improve education. The new Administration has a historic opportunity to transform the federal role in education and, in the process, support reform at the state and local level to ensure that all children have an opportunity to receive a quality education. To evaluate whether Secretary-designate Duncan will support this transformation, Senators should keep the following questions in mind as they consider his confirmation: (1) The Appropriate Federal Response to State Budget Challenges; (2) Reforming, Not Expanding, the Federal Role in Education; (3) Cutting Waste from the Department of Education's Budget; (4) Reforming Federal Early Childhood Education Programs; and (5) Supporting Parental Choice in Education. - Abstract
This ERIC Annual Report presents both accomplishments and historical perspectives, as 2001 marks 35 years of ERIC service in delivering educational research and information to the public. This annual report describes the developments in the database of educational literature, the growing variety of ERIC Web-based products and user services, and the distinctive focus of each of the ERIC clearinghouses and system support components. ERIC is in an evolutionary stage transitioning from a system relying on paper and microfiche to a digital network. Accomplishments in 2001 have pushed this change forward. For example, publication in paper of the monthly ERIC index, Resources in Education (RIE), was ended in December 2001. Now customers search the database electronically for new accessions to the database of education literature. To further improve quality control for accessions, a new processing technology was implemented that collectively feeds data from the ERIC Clearinghouses to the ERIC Facility, where the database is made accessible through the Internet. This report describes the improvements in editorial tools and error checking along with the anticipated advantages in processing speed. Contents include: improvements in database operations; database growth in 2001; database content; database access; document delivery; ERIC products and user services; the ERIC Clearinghouses; ERIC Support Components; and the ERIC budget. - Abstract
Data quality and speed in data processing profoundly affect service provided to the Educational Resources Information Center's (ERIC's) broad audiences. With these factors in mind, a new technology infrastructure for processing records has been acquired and is scheduled for implementation. The story of how the ERIC database is being constructed is featured in this annual report, as are highlights of recent acquisitions. A review of the year 2000 includes discussion of the ERIC database growth in 2000; database content; database access; document delivery; information sharing; and system-wide improvements. The individual ERIC Clearinghouses and support components also report their accomplishments and provide lists of their best-selling publications and recent ERIC Digest titles. A description of ERIC's users services--which include reference and retrieval services, access to Internet resources, literature searches, bibliographies, identification of popular documents, and referrals to other sources of information--is provided. An ERIC system directory and an outline of the ERIC budget are also included. (AEF)

9. Informatics as a Field of Study in Education: A Needs Assessment and Research Agenda.

- Abstract
Information has long been an essential in conducting human affairs, but it is surprising that informatics (information science) has not been established as a field of study within education. This paper attempts to formalize educational informatics through a needs assessment approach and to outline a research agenda. The four needs considered are justification, definition, differentiation, and organization. These areas must be defined and developed to sustain informatics as a field within education. With regard to research, eight areas are identified as starting points for detail and expansion: (1) access/equity; (2) learning; (3) dissemination; (4) processing; (5) professional development; (6) services/networks; (7) users/seekers; and (8) retrieval. These areas do not encompass all research opportunities, but they are offered as starting points. (Contains 15 references.) (Author/SLD)

10. The Right of the Child to Information: The Role of Public Libraries in Human Rights Education.

- Abstract
Information and education are crucial for child development. The child's right to information and education protect human values and the human dignity of the child. Formal and non-formal forms of education by parents, friends, schools, and libraries should be based on human rights. The United Nations (UN) Convention on the Rights of the Child (CRC) provides a framework for human rights education. An analysis of the various types of human rights is presented. These include: general human rights as formulated in the Universal Declaration on Human Rights; human rights of children, with a focus on the UN Convention on the Rights of the Child; and human rights of children in the home country. Public library services are based on human rights, formulated in the Unesco Public Library Manifesto. These services can play a constructive role in formal and non-formal education about human rights. They respond to the child's right to information in various ways that are explained in this paper. They also support the schools with required materials and programs based on valuable themes, such as human rights. In many countries, professionals that deal with children still have little knowledge about the human rights of children, and they need information and training in this area. Active libraries can help. Some examples of cooperative work for human rights education are given, with recommendations made in the areas of definition of human rights education; training in children's rights; integrated programs and child participation; and voice for children. Web sites for additional information in this area are listed. (AEF)

16. The State of State Standards.

- Abstract
The Fordham Foundation commissioned experts in each of the five core academic subjects (English, history, geography, mathematics, and science) to develop criteria for excellence and apply them to as many state standards as could be obtained. This summary report compiles the numerical scores and letter grades that each state earned in every subject. Policy makers, journalists, and concerned citizens can easily see a complete report card for their state. The report also presents some lessons from these findings. Some states did well in some subjects, but the main conclusion to be drawn from this study is that most of the states have a long way to go before their academic standards will be strong enough to bear the considerable burden now being placed on them. Their present weaknesses are great enough to be a grave threat to standards-based education reform. In every subject, the number of states receiving a "D" or an "F" outnumbered the number receiving an "A" or a "B." In English and history, only one state received an "A." When the data were aggregated, no state had an "A" average, and only Arizona, California, and Texas earned a "B" average. In every subject, at least one state published excellent standards, demonstrating that it can be done. The "Forum" section of the report contains commentaries on the standards movement by five eminent participators and observers: (1) Lynne Cheney; (2) Denis Doyle; (3) William Galston; (4) Will Marshall; and (5) Susan Traiman. One appendix contains the criteria for reviewing state standards, and the other contains the documents examined listed by state. (SLD)

- Abstract
This document presents official responses to President Clinton's October 19, 1996 radio address urging stronger measures to reduce the incidence of teen's driving while under the influence of drugs. The document begins by reviewing background information concerning state laws, enforcement issues, drug testing, and prevention as they relate to youth drug use. Numerous general and specific recommendations in answer to President Clinton's directives are discussed. Some of the general recommendations include the following: (1) a systematic strategy to reduce drug-impaired driving can address both Presidential goals; (2) drug testing for driver's license applicants can be an effective component of this systematic strategy; (3) strong state laws provide the basis for a systematic approach; (4) current programs for law enforcement, prosecutors, and judges are effective but should be implemented more widely; (5) publicity and education programs are essential components to changing behavior; and (6) prevention and treatment are fundamental elements that must be incorporated into the complete system. In addition to the costs and schedule for implementation of these suggestions, some specific recommendations are provided: (1) conduct pre-licensure drug testing demonstration program in several states; (2) improve state drugged driving laws through incentive grants; (3) enhance law enforcement, prosecution, adjudication, and research for drugged driving; and (4) expand prevention, education, and treatment for drug use and drugged driving. The National Council for the Social Studies affirms the importance of teaching and learning about human rights "from early childhood through advanced education and lifelong learning." Today, as the challenges to human rights and democracy have proliferated across the globe and domestically, NCSS renews and expands that commitment, highlighting the need for education not only "about" human rights, but "through" human rights and "for" human rights. To equip educators and students to meet these responsibilities and to fulfill the promise of human rights, the National Council for the Social Studies calls for a comprehensive commitment and a coordinated plan of action to (1) recognize the importance of human rights education; (2) integrate human rights education into social studies curricula, schoolwide policies, and classroom practices; (3) develop impactful human rights educators; (4) foster youth engagement and voice; and (5) infuse human rights education into local, state, and national policies.

- Abstract
Ten commonly held misconceptions about the Educational Resources Information Center (ERIC) information system are presented together with a brief discussion of the facts for each one. These factual responses provide the following overview of the ERIC system. ERIC is a national information system that includes 16 clearinghouses and four support components. In 1991, the system acquired and indexed 30,000 new documents and journal articles, produced more than 200 publications, responded to more than 100,000 requests for information, distributed more than 17 million microfiche, and increased its formal network of ERIC Partners to more than 500 education organizations. ERIC is the world's most widely used education database, with more than 3,000 locations around the world receiving ERIC print or database products. About 900 of these maintain complete microfiche collections and provide search services for clients. It is easy to submit documents to ERIC and authors remain free to submit their work to any journal or publisher. The system has strict quality control procedures that govern the selection of documents; in 1991, approximately 32% of the documents submitted were rejected. Announcing a document in ERIC can be an effective marketing tool, as people are more apt to want an original document from the publisher than a photocopy or microfiche from ERIC. The system produces four reference and referral databases as well as the bibliographic database of ERIC documents and journal articles. ERIC is committed to reach audiences that include practitioners, policymakers, and parents, as well as researchers. Components of the ERIC system responded to more than 42,000 requests from teachers and administrators in 1991, and several recent studies show that not only is ERIC recognized by teachers and administrators, but that its products are used and appreciated. The Educational Resources Information Center (ERIC) is a national information network designed to provide users with ready access to education literature. One of the clearinghouses is the ERIC Counseling and Personnel Services Clearinghouse (CAPS). Established at The University of Michigan in 1966, CAPS was one of the original ERIC clearinghouses. Topics covered by CAPS include: the training, supervision, and continuing professional development of counseling, student services, and human services professionals; counseling theories, methods, and practices; the roles of counselors, social workers, and psychologists in all educational settings at all educational levels; career planning and development; self-esteem and self-efficacy; marriage and family counseling; and mental health services to special populations such as substance abusers, pregnant teenagers, students at risk, public offenders, etc. CAPS can help counseling professionals find the information they need, give worldwide visibility to articles and resources that counselors produce, provide counselors with high quality, low-cost resources, and introduce counselors to CAPS information tools such as CounselorQuest and Treasure Chest. 31. Cybercounseling and Empowerment: Bridging the Digital Divide.

As helping professions enter the 21st century and nascent network technologies realize their full potential as therapeutic and educational modalities, it is an ethical and moral imperative that the digital divide be bridged. It is important that those in counseling and related fields take active steps to ensure that cybercounseling is available to all clients regardless of their social or economic status. The following four guidelines focus on this goal. First, counselors should conduct an audit of their community, assess where the digital divide exists, and investigate who has limited or no computer access. Then, counselors should form consultative relationships with key players in their community who could partner with each other to make technology hardware and software available to those with limited access. When necessary and appropriate, counselors should help clients develop competencies necessary to take advantage of cybercounseling. Finally, counselors should advocate at all levels of government to raise awareness and increase legislative involvement to ensure that crucial network technology is available to all. The issues of access and privilege that have traditionally divided the client populations into the "haves" and the "have nots" must not be allowed to stifle the vast clinical and educational potential of network technology. All people who seek help, regardless of their demographic realities, should be able to find the on-ramp to the information superhighway. (Contains 10 references.) (MKA)

With our traditional educational institutions facing major changes, some observers say the system as we know it is destined to collapse in the years ahead. There is still reason to believe that these dire predictions will not come true, however; there is reason to be optimistic about the future of the American education system if educators will face the challenges in a realistic way. This means setting priorities and determining what the school system can and cannot be expected to accomplish. This also means preparing for a shift in emphasis from serving a primarily teenage population to serving an increasingly older population. It means finding ways to involve a population in which only 25 percent of the people will have children in the schools in promoting the welfare of the schools. We need to find effective and efficient ways to train adults for changing occupational needs. Budget cutbacks will require greater attention to accountability as taxpayers demand the maximum benefit for the dollars they spend on education. (KC)

In recent years, according to the author, an outpouring of federal and state laws and judicial rulings has led educators to feel that they are subjected to unreasonable regulation. To examine the possible causes and cures of this feeling of regulatory intrusiveness, the author compares the regulation of business with the regulation of education. In discussing each field, the author covers, first, overinclusive regulations, legalistic enforcement, costly compliance measures, and other factors that he considers make regulatory programs both unreasonable and ineffective. Next the paper describes strategies of regulatory reform--especially flexible enforcement--that might curtail regulatory unreasonableness. Finally, the obstacles to flexible enforcement are analyzed, including enforcement officials' fear of scandal, their disapproval of nonuniform treatment, and their imperviousness to arguments based on regulatory costs. In brief response to a paper presented at a conference, the distinction between training and education is emphasized in terms of mission and institutions best equipped to provide each service. Discussion subsequently focuses on the need for the development of detailed descriptions of the various positions in child care, along with statements of the required knowledge and skills of each position. The advantages of competency-based education and training are pointed out. Other topics briefly addressed in conclusion include the provision in training programs of supervised exposure to working with children, the role of secondary school programs in developing aide-level personnel, and the creation of career development programs that are external to universities. In the second essay, publisher Don Lacy reviews the history of the publishing industry and comments upon its current problems. In the final essay, former Commissioner of Education, Ernest L. Boyer discusses the interrelationships of books and education, arguing that books will not be replaced in schools, and that television, computers, and other technological tools will simply supplement them. - Abstract
A constructivist analysis of the concepts of communication and environment may go against the traditional ideas of realists. Both concepts are treated as subjective constructs of a cognizing agent. It is held that the basis of the constructivist theory of knowing as the idea that knowledge is a mapping of ways of acting and thinking and the result of an individual's own cognitive activity, and not a commodity residing outside the knower that can be conveyed by linguistic communication. This paper considers the concept of environment and the concept of communication from the epistemological view of constructivist philosophy as key concepts in a theory of knowing. (CW)

- Abstract
Indicating that the essence of social psychology is social influence, this inaugural lecture discusses social psychological dimensions of education. Particular attention is given to the topics of teaching styles and the impact of the student's personality and social learning outcomes on school achievement. It is pointed out that recent research on classroom interaction shows some agreement on certain aspects of teaching style which help low socioeconomic status children learn. Subsequent discussion focuses on recent studies conducted in England, including Bennett's (1976) controversial study of primary classrooms, Galton and others' (1980) Leicestershire study of primary classrooms and of transition from primary to secondary schools, and Hargreaves' (1967, 1975, and 1978) studies of social relations in a secondary school, interpersonal relations and education, and the effects of the classroom on teachers' behavior. Concerning self-esteem, the consistent finding of a high correlation between low self-esteem and low school performance is supplemented with summaries of additional research findings. Concluding remarks briefly explore ways in which school ethos, classroom climate and teaching style influence student achievement and suggest that the real challenge of education is located in the interactive, social psychological processes of adaptation and engagement. - Abstract
A review of 21 educational change programs supported by 42 World Bank-assisted projects found that the most successful programs have a different profile than the less successful programs. The former aimed at comprehensive change, encompassing a wide range of objectives including administrative and management training and the provision of educational materials as well as the usual curriculum and teacher training components. Most importantly, they adopted an implementation strategy that was congruent with political and economic factors and with the program's objectives. Three factors were found especially critical for successfully implementing educational reform programs: (1) administrative development to strengthen institutions and organizational structure, including the development of innovative management; (2) significant components for in-service teacher training; and (3) strategies to gain the commitment of implementors, external agencies, and government authorities. The number of children enrolled in schools throughout the developing world has grown substantially. This growth has stretched available managerial, professional, and financial resources beyond the limits of effectiveness. Providing pupils with quality education may overtake providing access to schools as the main goal in educational development in the coming years. Projects, operations, and future plans are covered in this annual report for the fifth year of the Peace Corps. An introduction overviews past and future activities of the Peace Corps and its volunteers. Section 2 reviews the year 1966 and covers these topics: the new director, Jack Vaughn; countries in which new programs were begun; the Cornell/Peru Report on Peace Corps impact; Peace Corps training; long-range planning; and recruiting. A case study of the Peace Corps program in Niger is presented in the next section to describe failure that is now flourishing after four years. Section 4 is a 24-page pictorial history of the first five years of the Peace Corps. Section 5 summarizes in tables and graphs statistics on the first five years of the Peace Corps and trends for the future, including volunteer assignments by skills; origins and destinations of volunteers; regional maps with tables and graph for Africa, Latin America, North Africa/Near East/South Asia, and East Asia/Pacific; and costs. This report identifies a set of research questions for linguistics related to the Human Capital Initiative (HCI) launched by the National Science Foundation to increase understanding of the nature and causes of problems related to improving human resources. It is argued that the broad scope of linguistic inquiry in the United States has significant consequences for the six designated HCI areas of concern: workforce; education; families; neighborhoods; disadvantage; and poverty. Specific research issues address: language acquisition, maintenance, and loss; caregiver language role; normative language development among minority language groups; factors in language acquisition and socialization; language acquisition and socialization as a lifelong process; communication breakdown (intergenerational, bilingual, related to disabilities); individual and group beliefs about linguistic diversity, both within and between languages; social groupings based on speech; communication patterns characterizing multicultural communities; language role in construction of identity; transfer of language skill; learning of appropriate language registers; language demands on students; literacy and literacy education; language norms; language patterns and needs in the workplace; language patterns and creation and maintenance of disadvantagement; and language dynamics and poverty. Methodological needs are also discussed briefly. (MSE)
