To substantially reduce the risk of alien invasive species moving to new geographic areas, phytosanitary treatment of wood packaging materials (WPM) in compliance with the International Standard of Phytosanitary Measures No. 15 (ISPM-15) is required by trading partners. Approved treatments include conventional heating, methyl bromide and sulfuryl fluoride fumigation, and dielectric heating (DH). The DH standard was officially adopted in 2013 but has not been practiced commercially due primarily to insufficient operational validation at commercial scale. In 2022, we converted our 50-kW radio frequency (RF) unit with a 1,200-board foot capacity from an oscillator electromagnetic field power generator to a solid-state power supply, which allows for selective power input adjustments during treatment; we also switched from a five-plate to a three-plate winged electrode system to improve heating uniformity. Each loading cycle can treat sufficient material to build ~94 standard Grocery Manufacturers Association pallets. Our research team characterized the dielectric heating pattern and options for monitoring wood temperatures over a wide-ranging test matrix of WPM that varied by wood species, dimension, moisture content, and loading configuration. We found that this upgraded RF system markedly reduced treatment times and improved heating uniformity, allowing us to develop methods that can be used to verify compliance with ISPM-15 for improved technology transfer to industry. West Virginia's forest products industry's (FPI) contributions to the state's economy have historically been influenced by factors such as increasing global competition, increasing automation, recessions, the shale gas boom, and more recently, the COVID-19 pandemic. However, there are limited data regarding the impact of the pandemic on the industry and state economy. Given its importance to the state economy, it is therefore important to examine the effect of the pandemic on the industry and the state economy and its recovery postpandemic. This study quantifies the impact of the COVID-19 pandemic on West Virginia's FPI from 2019 through 2022, highlighting significant recovery postpandemic. As expected, during the peak of the pandemic spanning the periods of 2019 and 2020 marked a decline in the West Virginia FPI performance across all measures of economic contributions. However, the magnitude and length of the adverse impact is not as significant as the impact of the Great Recession. The forestry sector experienced the largest decline in terms of direct and total economic contributions while the furniture sector remained relatively resilient. By 2021, the industry already experienced recovery which continued through 2022. In fact, 2022 levels were higher than the prepandemic levels except for employment and direct employee compensation. In general, most sectors of the industry have shown recovery and are even performing better than before the pandemic, except for the logging sector. Remote Indigenous communities in northern Canada often suffer from energy insecurity and energy poverty. In developing local clean energy production, there is an obvious benefit for government and industry partnering with these communities. However, the record of these partnerships is poor, with some failing to produce the expected benefits and others failing to get off the ground at all. This article is based on a study of four case studies of renewable energy projects in Indigenous communities in northern Saskatchewan and Alberta, in which I interviewed community project leaders to understand why these communities were interested in energy projects, what they hoped to achieve, and their experience with their partners. I also interviewed government and industry partners. While the results underline the importance of Indigenous intermediaries who can move easily between the communities and the larger energy production context, they also reveal a fundamental misalignment of expectations between Indigenous communities and their partners. Recent discussions about the potential for small modular nuclear reactors (SMRs) in remote communities have generally focused on features of the technology rather than on aspects of the social context of Indigenous communities. I argue that, for communities to fully understand the advantages and drawbacks of this technology, much more attention needs to be paid to the construction of a safe space where communities can frame the discussion within Indigenous world views and lived experience. As the field evolves as a doctoring profession, the role and scope of physical therapist practice must also grow to meet important and urgent public health needs. Scalable, population-level interventions must be prioritized to the same degree as tailored, individual-level care. Drawing from public health frameworks, this perspective proposes an approach to population-level physical therapist care delivery that aims to mitigate disease and disability and improve health outcomes by expanding access, decreasing cost, and improving quality of care for those facing the greatest health disparities. Application of these frameworks prompts the development of novel approaches to rehabilitation service delivery to advance twin goals of promoting access to care and reducing health disparities. This paper describes how a population health framework and public health approach can be used to support necessary evolution and innovation within the field of physical therapy and to improve rehabilitation service delivery. Rapid developments in the digital and virtual health space have created a unique opportunity for physical therapists to lean into a new vision of their role as clinicians within the broader health ecosystem. This paper will provide clinicians with a broader perspective of physical therapist expertise and describe opportunities for the development and application of a physical therapist skill set toward driving population health outcomes. Real-world examples will guide clinicians to consider opportunities in their own practice for implementing this public health approach and potentially addressing various contributors to persistent health disparities. Modern banks rely on numerous third-party service providers. They host data using cloud services, rely on clearinghouses to settle financial transactions, and automate their operations using financial technology and artificial intelligence. Alongside convenience, cost savings, and sophistication, reliance on these service providers brings risks. Dysfunction in third-party services can lead to data breaches, core service outages, or--potentially--systemic risk. And the odds of these risks coming to fruition only increase as the market for service provision becomes more concentrated. However, one clause of a little-studied antitrust statute from the 1960s provides regulators with the ability to supervise third-party services. This statute--the Bank Service Company Act--stands as a bulwark against third-party risk: when banks export enumerated services to third parties, the bank regulators may supervise the services as if the bank itself were performing them. This Note provides a comprehensive history of the Act and a detailed explanation of its current application. Focusing on three main areas--scope, enforcement, and transparency--this Note finds the statute's outer limits and recommends changes based on these limits.
