Industrial development is an important part of economic and social development, and a stable pattern of water resource security can meet the needs of economic and social development. Therefore, correctly handling the relationship between industrial development and water resource security in China is the key to achieving high-quality development. This paper takes 287 prefecturelevel cities in China from 2010 to 2019 as the research object, establishes the evaluation index system of industrial development and water resource security, calculates the comprehensive index of industrial development and water resource security by the entropy weight method, and analyzes the spatiotemporal evolution trend of the two by using the coupling coordination degree model. The results show that the degree of coupling coordination between industrial development and water resource security in China shows an overall upward trend from 2010 to 2019. Optimizing the industrial structure and promoting industrial transformation and upgrading can effectively improve the coupling coordination level between industrial development and water resource security, and the degree of industrial development threatening water resource security is stronger than the degree of water resource security restricting industrial development. A disturbance observer-based control scheme is proposed for free-floating space manipulator with nonlinear dynamics derived using the virtual manipulator approach. The derived dynamic equation uses only link angles as generalized coordinates, which is suitable for the controller design in joint space. Since joint coupling, model uncertainties in robot dynamics are treated as lumped disturbances, a disturbance observer is developed at each joint of degree-of-freedom space manipulator to decouple and simplify the controller design. Simulation results of a six-link space manipulator show that the proposed scheme achieves superior performance, especially when large external disturbances are present.

In this note, the problem on approximating a linear periodic system with period N by a periodic model with period M(O < M < N) is revisited. Different from the existing results, the proposed method is based on state-space representations and the approximation performance is evaluated using H„, norms. Under this framework, both finite impulse response (FIR) and infinite impulse response (IIR) periodic systems can be efficiently approximated by using a constructive linear matrix inequality approach. In this paper, a dynamical time-delay neuro-fuzzy controller is proposed for the adaptive control of a flexible manipulator. It is assumed that the robotic manipulator has only joint angle position measurements. A linear observer is used to estimate the robot joint angle velocity. For a perfect tracking control of the robot, the output redefinition approach is used in the adaptive controller design using time-delay neuro-fuzzy networks. The time-delay neuro-fuzzy networks with the rule representation of the TSK type fuzzy system have better learning ability for complex dynamics as compared with existing neural networks. The novel control structure and learning algorithm are given, and a simulation for the trajectory tracking of a flexible manipulator illustrates the control performance of the proposed control approach.
