In recent years there has been a growing demand for objective article-level assessment of research impact. It has evolved from the trends that social media found its use in research and that the movement toward open access accelerated online dissemination of scholarly information. Researchers shifted their venues of professional communications and research workflow to the Web. Created to meet the needs of the Web Age, "altmetrics" will allow article-level, real-time measures of research impact but not citations, using social media. Being still at an early stage, "altmetrics" have the potential to develop as new complements to traditional metrics through tools development and Twitter-based citation projections. To become popular, these new metrics would need to work together with open access for mutual harmony and benefit. Analysis of the Japan's journals indexed in MEDLINE was carried out through framework of publication, e-journal platforms, indexing in Science Citation Index and so on. It was found that they are mainly non-commercial and the rate of e-journals is very high. Analyzing impact factors indexed in Science Citation index revealed that there was almost no difference between using domestic e-journal platform and using e-journal platform outside Japan. Surveying secular change of impact factor found that the growth of impact factor of journals using domestic e-journal platform is greater than that of using e-journals overseas. Looking at the situation of open access, it was found that the rate of open-access for domestic e-journal platform is very high, and there is a big difference between domestic and non-domestic. Evaluation of scientific performance is a major factor that determines the behavior of both individual researchers and the academic institutes to which they belong. Because the number of researchers heavily outweighs the number of available research posts, and the competitive funding accounts for an everincreasing proportion of research budget, some objective indicators of research performance have gained recognition for increasing transparency and openness. It is common practice to use metrics and indices to evaluate a researcher's performance or the quality of their grant applications. Such measures include the number of publications, the number of times these papers are cited and, more recently, the h-index, which measures the number of highly-cited papers the researcher has written. However, academic institutions and funding agencies in Japan have been rather slow to adopt such metrics. In this article, I will outline some of the currently available metrics, and discuss why we need to use such objective indicators of research performance more often in Japan. I will also discuss how to promote the use of metrics and what we should keep in mind when using them, as well as their potential impact on the research community in Japan. [ABSTRACT FROM AUTHOR]

Abstract: A new method for computing the value of citations is introduced and compared with the PageRank algorithm for author ranking. In our proposed approach, the value of each publication is expressed in CENTs (sCientific currENcy Tokens). The publication’s value is then divided by the number of citations made by that publication to yield a value for each citation. As citations are the acknowledgements of the work by authors other than oneself (indicating that it has been useful), self-citations count as zero in acknowledged citation value. Circular citations, a generalized type of self-citation, are considered to have a reduced acknowledged citation value. Finally, we propose a modification of the h-index to define it as the largest integer such that the i-th publication (on the list of publications sorted by their value in CENTs) is worth more than i CENTs. This new index, termed the i-index or i2 in short, appears to be a more precise measure of the impact of publications and their authors’ productivity than the h-index. [Copyright &y& Elsevier]

In 2003, the author made a statistical survey on publication of Japanese research papers in overseas journals as of 2000 using Thomson Reuters' citation index databases. As the results showed an overseas drain ratio of 80%, National Institute of Informatics started a program of the recovery. The author has recently made another larger scaled survey to get the time series statistics on the topic from 1994 to 2009. This paper analyzes the statistics from the view points of quality and quantity of Japanese research papers to identify their trends in an international perspective and points out some issues to be further examined. A new unbiased and comparable quality index was devised through a statistical process on the impact factor, which was applied to analyze the trends by country and research field. Abstract: The purpose of this study is to define a bibliometric indicator of the scientific impact of a journal, which combines objectivity with the ability to bridge many different bibliometric factors and in particular the side factors presented along with celebrated ISI impact factor. The particular goal is to determine a standard threshold value in which an independent self-organizing system will decide the correlation between this value and the impact factor of a journal. We name this factor “Cited Distance Factor (CDF)” and it is extracted via a well-fitted, recurrent Elman neural network. For a case study of this implementation we used a dataset of all journals of cell biology, ranking them according to the impact factor from the Web of Science Database and then comparing the rank according to the cited distance. For clarity reasons we also compare the cited distance factor with already known measures and especially with the recently introduced eigenfactor of the institute of scientific information (ISI). It is regarded to be a useful index based on both "quantity" and "quality" and the h-index has received a lot of attention from the scientific community. However some disadvantages are perceived because of the mathematically simplicity, and now we see more robust indices being proposed. Web of Science is a famous database used to analyze the literature cited. Scopus was announced in 2004, as the competitor to this database. Each of these databases has different feature; however, there has been scarce information on evaluation of the functions of these databases. This research was conducted by the authors who belong to two different companies, focusing on basic comparisons of the functions of both databases and characteristics of search engines. For the second part of article, we investigated into the utilization of these data quotation bases for drug development, and made comparative study of both data and the accessibility of information research on new topics of research. Literature curation by model organism databases (MODs) results in the interconnection of papers, genes, gene functions, and other experimentally supported biological information, and aims to make research data more discoverable and accessible to the research community. That said, there is a paucity of quantitative data about if and how literature curation affects access and reuse of the curated data. One potential measure of data reuse is the citation rate of the article used in curation. If articles and their corresponding data are easier to find, then we might expect that curated articles would exhibit different citation profiles when compared to articles that are not curated. That is, what are the effects of having scholarly articles curated by MODs on their citation rates? To address this question we have been comparing the citation behavior of different groups of articles and asking the following questions: (1) given a collection of 'similar' articles about Arabidopsis, is there a difference in the citation numbers between articles that have been curated in TAIR (The Arabidopsis Information Resource) and ones that have not, (2) for articles annotated in TAIR, is there a difference in the citation behavior before vs. after curation and, (3) is there a difference in citation behavior between Arabidopsis articles added to TAIR's database and those that are not in TAIR? Our data indicate that curated articles do have a different citation profile than non-curated articles that appears to result from increased visibility in TAIR. We believe data of this type could be used to quantify the impact of literature curation on data reuse and may also be useful for MODs and funders seeking incentives for community literature curation.
