Before water resources planning for a particular region can be undertaken, it is necessary to know how much water the region is likely to use. Water consumption from public utilities is determined partly from measured data. When the pumpage is not metered at the plant, an estimate must be made of the water used. The study reported in this article considers the principal factors affecting per capita consumption and relates the size of communities to their metered water consumption. If there is a correlation between population and plant‐metered water use, it may be possible to estimate unmetered public water consumption with reasonable accuracy.

This article presents a simple graphical method of determining the coefficients of transmissibility from specific‐capacity data for practical ranges of coefficients of storage (artesian and water‐table conditions) pumping periods, and for wells with diameters of 6‐50 inches. The method is based on the Theis nonequilibrium formula and is basically a refinement of previous work done by Theirs and Meyer.
