The paper challenges the idea that using governing parties’ policy positions is necessarily desirable in quantitative analyses of partisan differences in public policies. Rather, for some research questions parties’ affiliation with certain party families is the preferable solution. The paper shows that the use of policy positions instead of party family affiliation shifts the research question from asking whether parties make a difference in public policy to the question whether parties in government do what they promise. This shift can have considerable analytical costs and can potentially blindfold scholars for certain dynamics. Moreover, the use of party family affiliation has less drawbacks than is often claimed even under multidimensional party competition if the simple distinction between left, center and right parties is abandoned and more fine-grained data for various party families are used.

Public policy emerged as an academic subfield in the United States after the second World War. The theoretical foundations of the discipline are essentially based on analyses of Anglo-Saxon policies and politics and were originally aimed at providing knowledge for the policy process of pluralistic democracies. Given the increasing transfer of the subject and related approaches to other countries, it is necessary to clarify how suitable theories, goals, and methods of policy research are applied in other contexts. What needs to be considered when transferring theories of the policy process, and what can be learned from existing applications of the various approaches in different settings? The compilation of contributions on selected theoretical public policy lenses and their transfer to other countries and regions provides a nuanced answer to these questions.

The Multiple Streams Framework (MSF) builds on the concepts of timing and ambiguity and their effects on the policy process. Since its introduction to agenda-setting in the U.S. presidential system, scholars have transferred the MSF’s core ideas to multiple issue areas, policy stages, and political systems. However, what has been lacking so far is a thorough discussion of the MSF’s travelling capacity to nondemocratic forms of government. Building on a brief summary of the MSF’s main ideas, this article discusses the challenges that policy-making in autocracies poses for MSF applications and ways to adapt it to the peculiarities that are typical for these regimes. The article focuses on the agenda-setting stage in which formal institutions are less important and introduces falsifiable hypotheses explaining agenda change. Due to tremendous differences regarding the organization of the decision-making process in autocratic regimes, the article only sketches out how the MSF could be adapted to explain policy change in this institutional setting. The article concludes with a discussion of whether the MSF is stretched too far by applying it to nondemocratic systems. It turns out that in theoretical and conceptual terms, the MSF travels surprisingly well to these systems.

AbstractPolitical parties are likely to hold differing views about employment protection legislation (EPL). While pro-welfare parties could support EPL, pro-market parties might focus on labour market deregulation. In this paper, we investigate empirically whether partisan politics, especially the government participation of Social democrats and Christian democrats, matter for EPL in 21 established OECD countries from 1985 to 2019. We show that during the golden age of the welfare state, the level of EPL was much higher where Social and Christian democrats dominated the government than elsewhere. After the golden age and under conditions of high unemployment, these unconditional effects mostly disappeared. Instead, the level of unemployment conditions partisan differences. Christian democrats liberalize EPL for regular employment significantly less than other parties under high levels of unemployment. In contrast, Social democrats defend high levels of EPL for regular and temporary employment when unemployment is low. Against expectations, they even liberalize employment protection for labour market insiders more than other parties at very high levels of unemployment.

Die Analyse wohlfahrtsstaatlichen Wandels mithilfe von Daten zu standardisierten individualisierten Leistungen ist en vogue. Der Grund liegt in der Hoffnung, viele Schwierigkeiten früherer makroquantitativer Untersuchungen mit den leistungsbezogenen Daten umgehen zu können – insbesondere das Problem, dass sich der Rückbau wohlfahrtsstaatlicher Generosität nicht zwangsläufig in einer Verringerung der Sozialausgaben niederschlägt. Der vorliegende Aufsatz hinterfragt diese Entwicklung und analysiert die zentralen Datengrundlagen für die leistungsbezogene Untersuchung. Wir vergleichen die zwei wichtigsten Datensätze – Scruggs’ CWED (1 und 2) sowie Korpi/Palmes SCIP – und leiten aus den Unterschieden sowie den jüngsten Stellungnahmen der Urheber zu diesen Differenzen wichtige Schlüsse für die vergleichende Wohlfahrtsstaatsforschung ab. Der Beitrag steuert wesentliche Erkenntnisse in dreierlei Hinsicht bei: Erstens zeigen unsere Analysen, dass die Unterschiede bei der Behandlung der Besteuerung der Sozialleistungen, der Berücksichtigung der föderalen Strukturen und dem Umgang mit bedürftigkeitsgeprüften Programmen zu Validitätsproblemen führen; zweitens klopfen wir die jüngste Fachdebatte auf die Frage hin ab, inwieweit konzeptionelle Unterschiede zwischen den Datensätzen bestehen, welche die Divergenzen erklären; und drittens beziehen wir die neueste, kürzlich veröffentlichte und korrigierte Version von Scruggs’ Datensatz (CWED 2) in die Untersuchung ein und zeigen, dass einige der ursprünglich vorhandenen Fehler tatsächlich behoben werden konnten. Analyzing welfare state changes based on standardized and individualized welfare entitlements data is fashionable. By using these data, scholars hope to avoid many of the issues previous macro-quantitative studies were faced with—especially the fact that cuts in welfare state generosity did not necessarily reduce social spending. However, the article casts some doubt on this optimistic expectation. Based on a comparison between the two major data sets in the field—Scruggs’ CWED (1 and 2) and Korpi/Palme’s SCIP as well as the most recent statements of the compilers of these data sets, we draw three important conclusions for the field of comparative welfare state research. First, the data sets treat tax clawbacks differently, they vary in the extent they take federal lower-level social benefits into account and handle means-tested programs in a different manner, all of which leads to validity issues. Second, based on the recent debate in the scientific community, we discuss in how far there are conceptual differences between the data sets that may be able to explain these differences. Third, we include the latest, updated version of Scruggs’ data set (CWED 2) that has been published only very recently and show that some of the errors in the original version have been corrected.

Zusammenfassung: Die quantitative Sozialpolitikforschung weist ein doppeltes Defizit auf: Zum einen dominieren Analysen aggregierter Ausgaben(quoten), zum anderen fokussieren die meisten Studien zu Lohnersatzraten auf die Arbeitslosen- und Krankenversicherung, während die Rentengenerosität weitgehend ausgespart geblieben ist. Der vorliegende Artikel stößt in diese Lücke, indem er zunächst die theoretischen Besonderheiten der Rente diskutiert und zwei Hypothesen zu deren Rückbau und der Rolle der Parteien dabei formuliert. Im Anschluss an eine Methodendiskussion präsentieren wir die Ergebnisse von (robustheitsgetesteten) Regressionsanalysen der Veränderungen der Lohnersatzraten in 18 entwickelten Demokratien. Es zeigt sich, dass die Kürzungen der Lohnersatzraten im Rentenbereich weitaus geringer ausfallen als in den beiden anderen Bereichen, und dass sich die Parteieneffekte auffallend unterscheiden.

In den 1990er Jahren ließen sich in den OECD-Staaten Veräußerungen staatlicher Unternehmen in vorher nicht gekanntem Ausmaß beobachten. Der vorliegende Beitrag erklärt die Unterschiede in den Privatisierungserlösen der EU- sowie der OECD-Länder im Zeitraum zwischen 1990 und 2000. So sind Privatisierungen das Resultat eines wirtschaftspolitischen Liberalisierungskurses in hoch regulierten Volkswirtschaften und eine Anpassungsreaktion auf ein im Zuge der Europäischen Integration enger gewordenes fiskalpolitisches Korsett. Daneben finden sich signifikant negative Effekte von institutionellem Pluralismus. Parteieneffekte sind dagegen konditional, Parteien eröffnet sich nur bei geringem Problemdrucke die Möglichkeit unterschiedlicher wirtschaftspolitischer Strategien. The 1990s have witnessed unprecedented attempts at privatising state-owned enterprises in virtually all OECD democracies. This contribution analyzes the differences in the privatisation proceeds raised by EU and OECD countries between 1990 and 2000. It turns out that privatisations are part of a policy of economic liberalisation in previously highly regulated economies as well as a reaction to the fiscal policy challenges imposed by European integration and the globalisation of financial markets. In addition, institutional pluralism exerts significant and negative effects on privatisation proceeds. Partisan differences only emerge if economic problems are moderate, while intense economic, particularly fiscal problems foreclose differing partisan strategies.

Wann und wie kam es in der Bundesrepublik Deutschland zu einem Machtwechsel? Welche Bedingungen machen solche Regierungswechsel wahrscheinlicher? Und wie stehen die Chancen für künftige Machtwechsel hierzulande? Diesen Fragen wird in der vorliegenden Dokumentation nachgegangen.

Im vorliegenden Beitrag wird die Entwicklung der Arbeitsmarkt-und Beschäftigungspolitik in der Ära Kohl mit einem Modell erklärt, das von der Parteiendifferenzhypothese ausgeht, diese aber um die Wirkungen des Wettbewerbs um Wählerstimmen und verschiedener Vetospieler erweitert. Für die 1980er Jahre lässt sich der nur moderate Wandel aufzwei Variablen zurückführen. Zum einen hielt der Wettbewerb um Wählerstimmen die Koalitionsparteien von einschneidenderen Reformen ab, da diese ein elektorales Risiko darstellten und die wirtschaftliche Entwicklung insgesamt positiv verlief und insofern keine Anreize für einschneidende Reformen lieferte. Zweitens war die Kohäsion des Vetospielers „CDU“ wegen des großen Gewichts des Arbeitnehmerflügels der Partei sehr gering, was bei gleichzeitiger faktischer Einstimmigkeitserfordernis für Entscheidungen innerhalb der CDU Reformen erschwerte. Für die ersten Jahre nach der Wiedervereinigung lassen sich — bedingt durch den externen Schock der Wiedervereinigung — ebenfalls nurbegrenzte Parteieneffekte feststellen, in einigen Bereichen ließ die Koalition sogar Pfadabweichungenzu, die von ihrem eigentlich angestrebten Ziel wegführten. Für die letzten Jahre der Ära Kohl müssen dann jedoch weitreichendere Reformen konstatiert werden. Dies war begründet durch die Existenz eines hohen Problemdrucks, der in der Wahrnehmung der Koalitionsparteien einerseits mit vorsichtigen Reformen nicht zu bewältigen war, dessen Fortbestehen andererseits aber die Wiederwahl der Koalition ernsthaft gefährdete. Diese Reformen ließen sich schließlich auch durchsetzen, weil einerseits der CDU-Arbeitnehmerflügel sein internes Veto verloren hatte und weil andererseits die meisten in Frage stehenden Regelungen nicht der Zustimmung des Bundesrates bedurften. The paper develops a model to explain the labour market and employment policies of the Christian-liberal coalition in Germany between 1982 and 1998. It takes partisan theory as its starting point, but expands it by taking into account the effects of party competition and veto players as well. For the first period of observation, the years 1982 to 1989/90, only moderate reforms can be observed. This can be explained by the fear of the coalition that more far-reaching reforms could exert negative effects on its electoral performance on the one hand, and by the strong influence of the labour union wing of the Christian democratic party on the respective policies on the other hand. During the first years after German unification the government could not implement far reaching partisan reforms either. This was due to the necessity of reacting to the external shock of the unification and the problems associated with it. Only during the last three years in office the coalition was able to push through more coherent reforms due to the huge problems on the labour marker which put the government’s re-election at risk. These reforms could be carried through because the CDU’s labour wing had lost its veto power and because the Bundesrat’s approval was not necessary.

When the Christian-liberal coalition under Helmut Kohl came to power in 1982 it declared that a major turnaround in economic policy was to be brought about. However, although the new government faced rather favourable conditions it failed to launch major policy reversals in the 1980s. What accounts for this result? The thesis of this article is that the most important impediment for comprehensive market-oriented reforms in the 1980s was the fact that the coalition lacked programmatic cohesion. Particularly the labour wing of the CDU managed to prevent more extensive reforms in most areas.
