This article reports that Robert H. Atwell, president of the American Council on Education has proposed a broad plan to overhaul federal student aid programs. He revealed his strategy to replace the current patchwork of programs with a rational and national game plan for financing higher education. Atwell said that the current Guaranteed Student Loan program is very much expensive for taxpayers. The plans of Atwell would expand grant money for low-income students and maintain the present guaranteed-loan program while creating two new loan plans.
