The article offers a look at the problems associated with the efforts of small newspapers to publish their online versions. The costs associated with electronic publishing hinder the efforts of small newspapers to take advantage of the popularity of the Internet. There are Web sites that publish papers online for free. Such Web sites do not charge the publishers but charge the users a fee for access. These sites ask a publisher to send a microfilm containing the papers to be published online. Since most small newspapers do not have microfilm, entrepreneur Paul Jeffko thought of digitizing as a method of online publishing. In May 2005, SmallTownPapers was launched by Jeffko providing an area for small newspapers to be published online by digitizing original pages.

Newspapers are a visual medium, composed of text and graphics, and that if newspapers want to provide information on demand to their customers they should be using a text and graphics medium like videotex systems. This was the logic behind the valiant attempts of newspaper publishers to provide their product to ordinary consumers in electronic form. But leaders in the field provided a background on interactive voice services generally, shared newspapers' experiences with talking services. Talking newspapers with the use of audiotex are only one market being addressed by the rapidly growing voice services industry.
