Ensuring the human right to water requires monitoring at national or subnational levels, but few comprehensive frameworks exist for industrialized contexts. This paper introduces a subnational-level framework - known as the California Human Right to Water Framework and Data Tool (CalHRTW) - developed by the authors at the California EPA's Office of Environmental Health Hazard Assessment. This paper has two objectives: (1) to present the theoretical foundations and methodology used to develop the first version of CalHRTW (CalHRTW 1.0) and (2) to showcase how results can be used. CalHRTW 1.0 measures three components of the human right to water: drinking water quality, accessibility and affordability for community water systems in California. Nine individual indicators grouped by component, and three indices that summarize component-level outcomes are used to quantify system-level results. CalHRTW allows users to: (1) summarize system-level conditions statewide and identify challenges, (2) explore social equity implications and (3) centralize information for planning. CalHRTW draws on approaches from existing international monitoring efforts and complements existing California efforts by being the first US effort to comprehensively and explicitly monitor the HRTW under one umbrella. In this paper, the sensitivity of the neural network (NN) outputs to device parameter uncertainties (non-idealities) in inverter-based memristor (IM) crossbar neuromorphic circuits is mathematically modeled and verified using exhaustive circuit and system-level simulations. The NN sensitivity is obtained by modeling the sensitivity of the IM neuron output to the non-idealities of its circuit elements. The analysis reveals a higher sensitivity of the output voltage of the IM neuron to the non-idealities of the inverters compared to the conductance variation of the memristors. Among the inverter non-idealities, horizontal shift of the inverters voltage transfer characteristic (VTC) shows the highest impact on the output voltage of the neuron. To reduce the accuracy loss due to the variations, a training approach which includes a sensitivity term in the cost function of the training phase, is suggested. The achievable improvements through the said NN training approach are evaluated. In the evaluation, the California Housing, MNIST, and Fashion MNIST datasets are employed. Stormwater utility fees provide dedicated revenues for managing stormwater. In setting fees, household-level affordability should be considered. Existing research does not address methods to evaluate the affordability of stormwater utility fees, especially alongside other household water costs. This paper aims to fill that gap. We present a scenario-based approach to evaluate household affordability of stormwater utility fees in a municipality, which considers other essential household water service charges. We estimate the relative contribution of stormwater utility fees to total household water costs and evaluate affordability across income brackets by integrating data for socioeconomic status, land use, water utility charges, and impervious surface cover. Using data for a case study region, results indicate that stormwater utility fees are small contributors to overall household urban water costs and comprise no more than 2% of the median household income across nearly all income quintiles. For low-income households, stormwater charges only exceed 1% of the household income for the lowestincome brackets (,$20,000) and still represent a small portion of household water costs. The analysis demonstrates a generalizable approach that can be applied everywhere when evaluating a stormwater utility fee as a funding strategy. [ABSTRACT FROM AUTHOR]

The paper is all about the restoration of vintage IBM 1401 computer for the computer history museum, in Mountain View, Calif. Such features had been offered only in huge systems costing about six times as much. The museum got an even better bargain in 2003, when five enthusiasts gave it an old 1401 they'd bought on the German eBay site for a mere $18000, then about $21000. In part, the low price reflects the water damage that occurred during storage in Hamburg, damage the rehabbers took some 10000 man-hours to repair, typically with old parts. The selling price also reflects the old-tech fervor of the seller, a German engineer who'd bought the machine for his own use in 1972, when IBM stopped supporting the model, and couldn't bear to scrap it when its working life was done. Abstract: This paper proposes a novel method for nearest neighbor editing. Nearest neighbor editing aims to increase the classifier’s generalization ability by removing noisy instances from the training set. Traditionally nearest neighbor editing edits (removes/retains) each instance by the voting of the instances in the training set (labeled instances). However, motivated by semi-supervised learning, we propose a novel editing methodology which edits each training instance by the voting of all the available instances (both labeled and unlabeled instances). We expect that the editing performance could be boosted by appropriately using unlabeled data. Our idea relies on the fact that in many applications, in addition to the training instances, many unlabeled instances are also available since they do not need human annotation effort. Three popular data editing methods, including edited nearest neighbor, repeated edited nearest neighbor and All k-NN are adopted to verify our idea. They are tested on a set of UCI data sets. Experimental results indicate that all the three editing methods can achieve improved performance with the aid of unlabeled data. This article presents an announcement for the formation of Special Interest Group (SIG) on multimedia. The SIC Board recently gave preliminary approval for the formation of a new SIC on multimedia. This coincided with the very positive response to Multimedia 1993, the first Association for Computing Machinery International Conference on Multimedia held at Anaheim, California. More than 200 papers have been submitted to Multimedia 1993. The conference, which will be co-located with SIGGRAPH 1993, was an exciting event with top-quality papers, a series of helpful courses, and three special workshops on distributed, medical and sound processing applications. Complimentary membership in the SIC on multimedia was being offered to all those who attend the 1993 Multimedia Conference.

The article presents information on the First Student Paper Competition organized at Stanford, California by the Association for Computing Machinery (ACM). Although launched barely two years ago, the Student Paper Competition is proving to be a constructive force in computer science education at both graduate and undergraduate levels. Editorial and refereeing activities undertaken by graduate students translate into a type of professional development experience that is enriching for the participants and healthy for the profession as a whole. The active participation of an equal if not larger number of undergraduate students who submitted papers for the competition attests to the stimulation for scientific and professional growth among students in computer science everywhere. George E. Forsythe, who was a pioneer and who encouraged many of his colleagues to work toward the development of a computer discipline of widespread scientific value, strongly favored promoting the Student Paper Competition to serve this end. As a computer science department chairman he had encouraged the active participation of students in academic and administrative affairs at Stanford University and also at ACM. This example was the inspiration for the plan that graduate students take active and major roles in the management of the Competition.
