The article discusses the unfulfillment of peace accords made by the government of California. Thousands of people-workers and political activists of California demanded for government compliance with the January 1992 peace accords. The very signing of peace accords reflected one basic reality that the civil war that broke out in 1979-80 had become un-winnable by either side. Even while mounting a strong military challenge during 1980s, the National Liberation Party (Al Salvador) began a difficult, often wrenching process of adapting to new circumstances. In months since the signing of accords, wide gaps have opened between the vision on paper and the enforcement in practice. Clearly, full implementation will require intensive domestic and international pressure.

This paper sets forth a framework to describe the science-policy interface. The "sedimentation-upwelling model" is a two-pan process through which scientific information gradually becomes part of resource managers' and policymakers' agendas. In this paper, sedimentation refers to a gradual process through which scientific information slowly permeates a policymaking body, often slowly and through multiple sources. Upwelling is a process by which policymakers, having become aware of scientific concepts in a general way though sedimentation, independently devise policy actions consistent with the scientific body of knowledge. The framework was tested in the case of climate change science and California water policy through an analysis of historical data and interviews with key players on the science and policy sides of this issue. A remarkably consistent scientific message over the course of fifteen years before 2003 was not followed by corresponding changes in water management, as a "linear model" in which policymakers act directly on scientists recommendations would predict. Instead, both sedimentation and upwelling operated in this case and the importance of the linear pathway was minimal. Viewing science in the context of the upwelling-sedimentation model does not imply that science is ultimately any less influential on policy. On the contrary, this work suggests that policymakers rely on general, widespread cues that come both directly from scientists and through intermediaries and that these cues can influence policy choices in important, but often indirect ways. Abstract: In this paper, we have proposed and analysed a mathematical model to figure out possible ways to rescue a damaged eco-epidemiological system. Our strategy of rescue is based on the realization of the fact that chaotic dynamics often associated with excursions of system dynamics to extinction–sized densities. Chaotic dynamics of the model is depicted by 2D scans, bifurcation analysis, largest Lyapunov exponent and basin boundary calculations. 2D scan results show that μ, the total death rate of infected prey should be brought down in order to avoid chaotic dynamics. We have carried out linear and nonlinear stability analysis and obtained Hopf-bifurcation and persistence criteria of the proposed model system. The other outcome of this study is a suggestion which involves removal of infected fishes at regular interval of time. The estimation of timing and periodicity of the removal exercises would be decided by the nature of infection more than anything else. If this suggestion is carefully worked out and implemented, it would be most effective in restoring the health of the ecosystem which has immense ecological, economic and aesthetic potential. The paper is all about the restoration of vintage IBM 1401 computer for the computer history museum, in Mountain View, Calif. The 1401 processed numbers in decimal rather than binary form and accepted numbers of varying digit spans. Companies leased it for US $6500 a month, equivalent to $45 000 today, a bargain for an all-transistor design with stored programs. Such features had been offered only in huge systems costing about six times as much. The museum got an even better bargain in 2003, when five enthusiasts gave it an old 1401 they'd bought on the German eBay site for a mere $18000, then about $21000. In part, the low price reflects the water damage that occurred during storage in Hamburg, damage the rehabbers took some 10000 man-hours to repair, typically with old parts. The selling price also reflects the old-tech fervor of the seller, a German engineer who'd bought the machine for his own use in 1972, when IBM stopped supporting the model, and couldn't bear to scrap it when its working life was done. Abstract: This paper proposes a novel method for nearest neighbor editing. Nearest neighbor editing aims to increase the classifier’s generalization ability by removing noisy instances from the training set. Traditionally nearest neighbor editing edits (removes/retains) each instance by the voting of the instances in the training set (labeled instances). However, motivated by semi-supervised learning, we propose a novel editing methodology which edits each training instance by the voting of all the available instances (both labeled and unlabeled instances). We expect that the editing performance could be boosted by appropriately using unlabeled data. Our idea relies on the fact that in many applications, in addition to the training instances, many unlabeled instances are also available since they do not need human annotation effort. Three popular data editing methods, including edited nearest neighbor, repeated edited nearest neighbor and All k-NN are adopted to verify our idea. They are tested on a set of UCI data sets. Experimental results indicate that all the three editing methods can achieve improved performance with the aid of unlabeled data. A case filed in San Francisco, California, with the Friends of the Earth, Greenpeace and the cities of Boulder, Colorado, and Oakland, California, as plaintiffs, seeks to force two government agencies to assess the total impact on climate of the projects they finance. Litigation may soon be the weapon of choice for those concerned about human-induced global warming. In the San Francisco case, the plaintiffs charge that the Overseas Private Investment Corporation (OPIC) and the Export-Import Bank of the United States (ExIm) have provided $32 billion in loans, insurance and loan guarantees for oil pipelines, oil drilling and other fossil-fuel endeavors that will ultimately result in the emission of 32 billion tons of carbon dioxide over the life of the projects. The lawsuit does not attempt to cancel ongoing projects but asks only that OPIC and ExIm determine the "cumulative impact" on the climate of every future project. Such a review, asserts Jon Sohn of Friends of the Earth, is required by the National Environmental Policy Act. The plaintiffs are confronted with many hurdles. They will have to demonstrate that they face harm from global warming and, in particular, from the agencies' actions. The cities contend that their water supplies are in jeopardy. Scientific uncertainties over such claims can be partly overcome by aggregating harm done over a large span of space and time, contends David Grossman, a recent graduate of Yale Law School and now a law clerk in Anchorage. In a paper to be published in the 'Columbia Journal of Environmental Law,' Grossman argues that tort litigation over global warming--in which communities or states seek damages from oil companies, electric utilities and automobile manufacturers--is entirely feasible. This article presents an announcement for the formation of Special Interest Group (SIG) on multimedia. The SIC Board recently gave preliminary approval for the formation of a new SIC on multimedia. This coincided with the very positive response to Multimedia 1993, the first Association for Computing Machinery International Conference on Multimedia held at Anaheim, California. More than 200 papers have been submitted to Multimedia 1993. The conference, which will be co-located with SIGGRAPH 1993, was an exciting event with top-quality papers, a series of helpful courses, and three special workshops on distributed, medical and sound processing applications. The article presents information on the First Student Paper Competition organized at Stanford, California by the Association for Computing Machinery (ACM). Although launched barely two years ago, the Student Paper Competition is proving to be a constructive force in computer science education at both graduate and undergraduate levels. Editorial and refereeing activities undertaken by graduate students translate into a type of professional development experience that is enriching for the participants and healthy for the profession as a whole. The active participation of an equal if not larger number of undergraduate students who submitted papers for the competition attests to the stimulation for scientific and professional growth among students in computer science everywhere. George E. Forsythe, who was a pioneer and who encouraged many of his colleagues to work toward the development of a computer discipline of widespread scientific value, strongly favored promoting the Student Paper Competition to serve this end. As a computer science department chairman he had encouraged the active participation of students in academic and administrative affairs at Stanford University and also at ACM. This example was the inspiration for the plan that graduate students take active and major roles in the management of the Competition.

The article relates the author's experience on his trip with a group of prisoners sentenced to serve at California State Penitentiary in San Quentin. He cites that deputy F. P. Dickerson went from seat to seat and fitted the leg chains on each prisoner's ankle. He narrates that some of the prisoners could not comfortably sleep because of the leg chains fitted on them.
