This article argues that the United States needs to reorient its development aid to Africa in order to be more effective and to advance its security and diplomatic and economic interests on the continent. To that end the United States should aggressively promote sustainable development through private sector development, avoid venal governments, and look beyond its traditional partners to include the influential African diaspora, local civil societies, and business associations, all with the critical cultural understanding necessary for sustainable development. In so doing, the aim of advancing "soft" power can be strategically realized within the context of a more stable continent. [ABSTRACT FROM AUTHOR]
