Emotional, behavioral, and mental health challenges make it difficult for many children and adolescents to engage and succeed at school. Research indicates that at least 20% of all children and adolescents have been diagnosed with one more mental health disorders. Behavioral problems, anxiety, and depression are the most diagnosed mental health issues, and they often co-occur. Moreover, these conditions are being diagnosed at increasingly younger ages. In the past several years there has been a rise in the number of adolescents and young adults with serious mental health issues such as major depression and suicidal ideation, and the COVID-19 pandemic has exacerbated mental health problems for children and adolescents. Schools offer promise for providing intensive clinical support to the most at-risk students, and schools are necessary environment to explore the implementation of multi-modal youth mental health services. This paper provides an analysis of an intensive, in-school mental health services model developed and implemented by Effective School Solutions (ESS), a New Jersey based provider of high acuity school based mental health services for K-12 students. We analyze this multi-modal model for its effectiveness in improving educational outcomes for over 3,000 students identified as requiring intensive clinical mental health support across the 2021-22 school year. This analysis reveals that those students receiving High- versus Low-fidelity programming (i.e., multiple sessions per week for at least half of the school year versus for less than half of the school year) had better educational outcomes. Students receiving High-fidelity programming had greater improvements in grade point average (GPA) and greater reductions in absences across the school year. A higher number of in-school clinical sessions per week significantly predicted a greater increase in GPA and a greater reduction in total disciplinary incidents (including out of school suspensions) across the school year. This report provides initial promising evidence that in-school intensive mental health clinical services yield positive effects on students' educational outcomes. Though future research is needed to validate and extend these findings, schools may consider implementing such services onsite to meet students where they are and to optimize students' mental, behavioral, and educational well-being. The growth of homeschooling from a somewhat fringe movement during the 1970s and 1980s to a more widespread and socially accepted approach in recent decades has provided a strong foundation of flexible learning models. When Florida's school choice expansion, House Bill 1, was introduced in January 2023, one of its goals was to allow more homeschoolers to participate in the education savings account (ESA) program. But many homeschoolers and homeschool advocacy groups balked at the proposal. Having worked hard to achieve independence, they were loath to be linked to government funding. Even if the program were optional, they feared that associated regulations would eventually extend to traditional homeschoolers. In the end, the bill passed with new language that satisfied traditional homeschoolers by creating a new option for parents to educate their children at home. As states continue to enact and expand education savings accounts, Colleen Hroncich argues that it is crucial that policymakers craft bills in a way that maximizes freedom and minimizes roadblocks.

The recent turn toward core practices and practice-based teacher education has been accompanied by a growing literature on the definitions, pedagogies to teach, and assessments of core practices. Despite these developments, the field lacks core practices performance assessments designed to be used across course sections, courses, and subjects. This paper provides an existence proof of this type of assessment and investigates the affordances and constraints of the approach. The study describes three types of mixed-reality simulation-based performance tasks of three core practices. More than 400 novices in 64 teacher preparation programs in the United States reported that they were able to use the simulation environment and believed the tasks measure important teaching skills. Scores on the tasks were positively related to novices' prior academic and teacher education experiences. Implications for the formative use of such simulations are discussed.

Educational inequality due to family socioeconomic status (SES) has been the focus of both public dialogue and education research in the United States for many years. The current study aims to understand how educational inequality due to family SES has changed in the United States. Specifically, the study focuses on the changes in achievement gaps between high and low SES students between 2003 and 2017 and the changes in the performance of low-SES students over time. Data from the National Assessment of Educational Progress (NAEP) grade 8 mathematics assessment were used for the analyses. Results show that the SES achievement gap at the national level has remained the same over time. State-level results suggest that 34 of the 50 states' SES achievement gaps experienced no significant change between 2003 and 2017, 14 gaps widened, and only two SES gaps narrowed. In addition, at the national level, more low-SES students achieved at the NAEP Basic and at the NAEP Proficient levels over time with a majority of states improving their low-SES students' performance. In conclusion, the study contributes to the existing literature not only by reflecting on U.S. national trends using an effective SES index, but also by providing state-level results. It also collects trend data on states' macro-level indicators, including economic growth, social inequality, and educational expenditures, allowing state-specific findings to be presented in the context of changes in macro-level context. Initial explorations of relationships between state SES achievement gap trends and macroeconomic factors are presented to motivate future research. The trends in SES achievement gaps and the specific policy contexts are presented in greater detail for 13 states/jurisdictions.

Although many programs remotely disseminate information to students about the college application process, there is little evidence as to how students experience these programs. This paper examines a large-scale remote counseling program in which college counselors initiated interactions with 15,000 high school seniors via text message to support them through the college application process. Given the passive nature of text messaging, not all of the counselors' prompts elicited similar responses from students. I use text-as-data methods (combining qualitative coding and supervised machine learning) to measure which interactions lead to productive engagement between counselors and students, and which do not. I show that interactions about financial aid offers and financial aid applications are much more likely to generate productive engagement than interactions about college lists. This finding may help to explain why recent remote counseling interventions that have sought to influence students' college lists have been ineffective.

Sixty-seven school finance reforms (SFRs) in 26 states have taken place since 1990; however, there is little empirical evidence on the heterogeneity of SFR effects. We provide a comprehensive description of how individual reforms affected resource allocation to low- and high-income districts within states, including both financial and non-financial outcomes. After summarizing the heterogeneity of individual SFR impacts, we then examine its correlates, identifying both policy and legislative/political factors. Taken together, this research aims to provide a rich description of variation in states' responses to SFRs, as well as explanation of this heterogeneity as it relates to contextual factors.

Higher levels of civic and community engagement in higher education are positively associated with students' academic performance and they also build upon citizenship skills such as informed voting. Yet, while these are worthy and important outcomes of higher education, students from disadvantaged backgrounds can have more difficulty navigating civic engagement. Focusing on students at thirteen major public universities in the United States, and utilizing survey data generated by the Student Experience in the Research University (SERU) Consortium, this study suggest social perspective-taking has a significant positive effect on all students' probability of voting and participating in community service. Students who were asked to identify challenge/solutions to social problems and reflect/act on community issues in the classroom were also more likely to participate in community service. Additionally, Hispanic students and students from lower-income households are significantly less likely to vote and perform community service--findings corroborated by previous research. Females are more likely to vote and participate in community service--findings also corroborated by prior research. Hispanic students and students from low-income backgrounds were more likely to participate in voting and community service if they had increased rates of social perspective-taking. These results suggest that increased opportunities to connect with classmates in the classroom and develop perspective-taking skills (e.g. appreciating the world from someone else's perspective, acknowledging personal differences, interacting with someone with views that are different from your own, and discussing and navigating controversial issues) are potentially quite powerful ways to foster civic engagement among students who traditionally have the lowest civic engagement rates compared to their peers.

A number of English language proficiency exams target grades K-12 English language learners (ELLs) because of the rising need to identify their needs and provide appropriate support in language learning. A good example is the WIDA ACCESS for ELLs (hereafter ACCESS), designed to measure the English language proficiency of students identified as ELLs. Every year approximately two million K-12 ELLs in the WIDA Consortium take ACCESS. After students complete the exam, score reports are provided to relevant stakeholders, including teachers and parents of the students. Because score reports are widely used by stakeholders for many purposes (e.g., placement, reclassification of ELLs), it is necessary to understand how they are interpreted and used in educational and home settings. Such information could be used to understand the usefulness of score reports and also to enhance their quality. However, there is little research on stakeholders' interpretation and use of score reports, especially in the context of K-12 ELL exams in the Unites States. Existing research is limited to teachers' interpretation of score reports (Impara, Divine, Bruce, Liverman, & Gay, 1991; Luecht, 2003; Underwood, Zapata-Rivera, & VanWinkle, 2007). For example, Impara et al. (1991) investigated the extent to which teachers were able to interpret student-level results on a standardized state assessment and the extent to which interpretive information provided on the reverse side of the student score report improved teacher understanding. Findings suggest that interpretive material helped facilitate teachers' understanding of student scores on the assessment. However, few studies have examined how stakeholders actually use the interpreted information. Moreover, very few (Miller & Watkins, 2010) have examined score reports from the parents' perspective. To gain a deeper understanding of the meaningfulness and utility of score reports, it is necessary to examine both educators' and parents' perspectives. The study on which this paper is based investigated how two stakeholder groups--K-12 ELL educators and parents--interpret and use ACCESS score reports. Findings from qualitative interviews offer implications for score report development in general and how to further enhance the quality of ACCESS score reports. In the study, the authors addressed the following research questions: (1) How do K-12 ELL educators and parents interpret the information in an English proficiency exam score report?; and (2) How do K-12 ELL educators and parents use the information in an English proficiency exam score report?

The role of the public school principal has expanded dramatically in recent decades. The expanded role means they are now significant multipliers of effective teaching and have a real opportunity to affect student achievement. Most states have spent recent years working to improve teacher effectiveness, recognizing its importance in improving student outcomes. States have focused considerably less on principals as levers for school improvement, however, research on the importance of school principals in advancing student learning is compelling. Governors have authority over principal preparation programs in their state and are uniquely positioned to address gaps in the systems that influence aspiring and current school leaders at the state and local school district levels. "Promising Practices in Boosting School Leadership Capacity: Principal Academies" explores principal academies--a tool that governors can add to their policy toolkit to augment preparation and training for aspiring and sitting public school principals.

In a 2012 paper for the Center for American Progress, "The State of Evaluation Reform," Patrick McGuinn (Drew University) identified the opportunities and challenges facing education agencies in Race to the Top (RTTT) grant-winning states as they prepared for the implementation of new teacher evaluation systems. The 2012 study undertook in-depth comparative case studies of six states: Tennessee, Colorado, Delaware, New Jersey, Rhode Island, and Pennsylvania. For this paper the individuals interviewed in those states two years ago (or their replacements if necessary) were re-interviewed to understand how and why their efforts differ today. By analyzing state implementation efforts at two different points in time, the new study utilizes a longitudinal qualitative approach that can reveal the extent to which states are learning and adapting in this work over time. Rather than the detailed state case studies of State Education Agency (SEA) implementation work provided in the 2012 paper, this report uses a more thematic approach that will synthesize the lessons that have emerged from the field. This paper serves 2 purposes: (1) To provide a snapshot in time (Jan 2015) of SEA implementation efforts around new teacher evaluation systems; and (2) To contrast more recent implementation efforts with those two years earlier to understand the ways in which SEAs have (and have not) learned and adapted their implementation work over time. More specifically, the paper will address the following questions: What kinds of capacity--financial, personnel, technical--have SEAs added to support the implementation of new teacher evaluation systems? What kind of capacity is still lacking? How rapidly and how effectively are states implementing their new teacher evaluation systems? Why do some states appear to be having more success/smoother implementation than others? How are states approaching this implementation work differently from one another--do some approaches appear to be more or less effective than others? What challenges are emerging and how are states addressing these? What lessons can be learned from these "early adopter" states that can inform teacher evaluation reform in the rest of the country? How are states approaching the training of evaluators and the principals and teachers who are supposed to use the evaluations to improve personnel decisions and classroom instruction? How well are new teacher evaluation systems being aligned with other reforms such as the move to Common Core and new assessments? How are states dealing with the challenge of measuring student achievement in non-tested subjects? The following is appended: Interviews Conducted As Part of Research.

Children's academic and social development before third grade is highly predictive of later success in school and beyond. Research shows that during those early years, the gains children make in language and literacy, mathematics and social skills, and their growth as learners and thinkers are associated with a range of benefits, from academic achievement to economic stability to healthy habits and behaviors. "The Untapped Potential of an Early Childhood Assessment System: A Strategy for Improving Policies and Instruction from Early Childhood through 3rd Grade" outlines how state leaders can reduce or streamline the assessments being used in early learning programs and elementary schools, achieve economies of scale for educator training and leverage existing data systems to yield more powerful data to inform decision-making.

Although states and school districts have begun to evaluate school principals, there is little evidence on the validity of principal evaluation measures. To fill this gap, we examined Pennsylvania's Framework for Leadership (FFL), a tool for measuring and evaluating principals' professional practices. Using data on more than 300 principals, we find that FFL evaluation scores are significantly and positively correlated with estimates of principals' contributions to student achievement. The strongest relationships are in the domains of (1) systems leadership and (2) professional and community leadership. Contributions to math achievement were more highly correlated than contributions to achievement in other subjects. The results are driven mainly by evaluations of principals who have led their schools for at least three years. This is the first study to find evidence that ratings of principals' professional practice are correlated with credible measures of principals' contributions to student achievement.

States across the country are developing systems for evaluating school principals on the basis of student achievement growth. A common approach is to hold principals accountable for the value added of their schools--that is, schools' contributions to student achievement growth. In theory, school value added can reflect not only principals' effectiveness, but also other school-specific influences on student achievement growth that are outside of principals' control. In this paper, we isolate principals' effects on student achievement growth and examine the extent to which school value added captures the effects that principals persistently demonstrate. Using longitudinal data on the math and reading outcomes of 4th through 8th grade students in Pennsylvania, our findings indicate that school value added provides very poor information for revealing principals' persistent levels of effectiveness.

Bolstered by the recommendations of the 1998 Boyer Report, US federal agencies have put significant resources into promoting opportunities for undergraduates to engage in research. American universities and colleges have been creating support programs and curricular opportunities intended to create a "culture of undergraduate research." Yet our knowledge about the commonality of undergraduate research engagement--how it integrates into the educational experience, and its benefits or lack thereof--is still very limited. Universities exude the ideal of a pivotal link of teaching and research. We have assumed that personal interactions between active scholars and undergraduates--via traditional curriculum, research courses, working in a lab or doing fieldwork--have positive influences on students' maturation and their overall academic and social experience. The following exploratory study looks at data generated by the 2010 Student Experience in the Research University (SERU) undergraduate survey, an online census administered that year at fifteen major research-intensive universities. In this case study of mostly AAU campuses, we find that while some 83 percent of upper division students (juniors and seniors) students experience one or more courses with a significant research requirement like a research paper or project, many lower and upper division students do not--a disappointing finding that needs to be addressed by these campuses. At the same time, undergraduate research engagement outside of the traditional classroom is a relatively common experience. Among those students we find that research engagement leads to self-reported learning gains across many areas, but especially in the areas of field knowledge, how to present and communicate knowledge, research skills, higher levels of satisfaction, better use of time, and higher levels of non-quantitative skills. Yet not all research activities are created equally. Participating in student research and independent studies contribute much more to the learning gains across all dimensions than merely assisting faculty in research. Among the two research activities, participating in student research course is more effective than independent studies in enhancing student learning. Among the three activities involving assisting faculty research, assisting faculty research as a volunteer without credit tends to be connected to higher level of gains than for credit and for pay. Taken together, it appears that research activities that involve active learning contribute more to student learning. We offer a number of recommendations to SERU campuses, including: 1. We encourage member campuses to explore what are the causes for some students not engaging in a research paper or project and seek a path to have all students have this form of research engagement; 2. Use the SERU database to provide regular reports on undergraduate research engagement, and include those reports in Academic Program/Department reviews; 3. Expand existing efforts so that most, if not all, undergraduates have the opportunity for two or more non-classroom forms of research engagement, perhaps depending on the field of the major and discipline. Building a stronger teacher workforce requires the thoughtful orchestration of multiple processes working together in a human capital system. This white paper presents a framework that can be used to take stock of current efforts to enhance the teacher workforce in school districts or educational organizations, as well as their underlying theories of how the teacher workforce improves over time. The paper refines and provides evidentiary support for a human capital system framework composed of four subsystems that ideally work together to build a stronger teacher workforce: (1) getting the right teachers in the right positions on time (Acquire); (2) supporting professional growth in school-based learning communities (Develop); (3) nurturing, rewarding, and challenging high-performing teachers (Sustain); and (4) informing evidence-based personnel decisions (Evaluate). Attention to this framework will engender a corps of teachers with the capacity and expertise to collectively facilitate enhanced educational outcomes.

As governors respond to the need to significantly improve the quality of public education, they should consider incorporating stronger actions to improve mathematics instruction as part of their overall reform agenda. Governors can take the following actions to promote high-quality mathematics instruction for young children: (1) Become a champion for improvements in the quality of early math education with legislators, business leaders, educators, parents, and students; (2) Align high-quality mathematics standards through the educational pipeline, and support appropriate use of student assessments to measure results. State leaders could consider raising standards for the math skills and concepts children should learn in their state's early learning guidelines; and (3) Promote changes in policies that improve educator preparation and that support their capacity to teach mathematics to young children. Although governors are already strong proponents of early reading initiatives, they have an opportunity to become champions for improving early mathematics instruction in their states, as well. Many of the actions described in this brief require no or minimal new state funding and can help lay the groundwork for a state's focus on high-quality early mathematics teaching and learning.

This report summarizes findings from one component of the Consortium for Policy Research in Education's (CPRE) evaluation of the General Electric Foundation's (GEF) "Developing Futures" ™ in Education program in Erie Public Schools (EPS). As described in the CPRE proposal and research design, the purpose was to closely analyze district capacity to support system-wide instructional improvement. Specifically, this phase focused on a single, overarching question: to what extent has the district central office adopted and institutionalized the core principles of "Developing Futures"™? To answer this question, this evaluation assesses the Erie Public School District's progress in scaling up and institutionalizing seven core elements of "Developing Futures" ™. They include: (1) Internal constituency engagement. The district engages stakeholders at all levels of the system, and establishes common vision and buy-­in for improvement efforts. (2) External constituency engagement. The district engages partner organizations and institutions, parents and the community; and effectively communicates about reform efforts. (3) Curriculum and instruction. The district communicates and supports a system-­wide vision for instructional improvement. (4) Professional development for instruction. The district delivers high-quality professional development on curriculum, instruction, standards or assessment. (5) Professional development for leadership. The district delivers high-­quality professional development on leadership or management. (6) Management capacity. The district collects and uses data, attracts and develops talent, and evaluates staff performance. (7) Evaluation. The district monitors and evaluates reform efforts. These seven reform elements were identified through a review of GEF program materials and documentation, and through a close analyses of each districts' reform trajectory over the life of the grant. Based on a thorough review of the research and evaluation literature, a set of indicators was constructed to allow the research team to determine the extent to which there was evidence of effective practice in each of these seven areas.

The latest installment of the Fordham Institute's "Creating Sound Policy for Digital Learning" series investigates one of the more controversial aspects of digital learning: How much does it cost? In this paper, the Parthenon Group uses interviews with more than fifty vendors and online-schooling experts to estimate today's average per-pupil cost for a variety of schooling models, traditional and online, and presents a nuanced analysis of the important variance in cost between different school designs. These ranges--from $5,100 to $7,700 for full-time virtual schools, and $7,600 to $10,200 for the blended version--highlight both the potential for low-cost online schooling and the need for better data on costs and outcomes in order for policymakers to reach confident conclusions related to the productivity and efficiency of these promising new models. A long standing debate among policymakers as well as researchers is whether and how funding affects the quality of education. Often missing from the discussion is information about the costs of providing education at the school level and below, yet such information could impart a better indication of the linkages between outcomes and resources than is available with more macro-level data. In addition, because No Child Left Behind (NCLB) and state accountability systems often require reporting of performance at the grade or school level, micro-level cost information would be useful to school administrators as they try to allocate resources productively. In this paper, we analyze the challenges involved in establishing a system to track costs at the school, grade, and subject level that will fit the needs of both internal and external users. To begin, we review the literature on cost accounting that is relevant to micro-level costs and the research that analyzes sub-district level resources. Next, we describe general challenges that arise in reporting at the level of the school and below and we then discuss school-level reporting in practice. We follow with a case study of an improved reporting system that links resource use, student demographic characteristics, and student outcomes at the school, grade and subject level. We conclude with recommendations for states when constructing such systems. Leadership is key in the success of any reform, especially one as ambitious and complex as that in Philadelphia. "The case of Philadelphia is noteworthy as an exemplar of the implementation of paradigm-breaking new reforms in the governance and delivery of urban education." This report follows the first five years of the state takeover and the role of leadership. It examines the dynamics of leadership in this changing school district by examining the interaction of the new governance structures, the political and policy context, and the leadership styles and actions of key players. It argues that the district's leaders, during the first four years of state takeover, calmed the political waters and capitalized on the national and state policy context created by the No Child Left Behind legislation, and managed an infusion of state and city dollars to Philadelphia to build legitimacy for their reform agenda. The report concludes with a discussion of the ways in which the leadership was successful in establishing the legitimacy of the new governance structures, of the leaders themselves, and of their reforms. It also highlights areas that still need work within the leadership structure. (Contains 37 footnotes.) The Pennsylvania legislature is considering a school finance proposal, exemplified by House Bill 113 of the 2003 legislative session, that would shift some school funding away from local property taxes and toward state funds and local income taxes. The proposal would give greater proportional benefits to homeowners with lower property values. A shift toward broader-based and less regressive tax funding of the public schools would be admirable, as would the progressive nature of the proposed property tax relief. However, the proposal has two harmful features: (1) It would do virtually nothing to change the total revenue available to any school district in the state, but would simply replace some revenue that each district currently raises from local property taxes with revenue from local income taxes and additional state funds. In so doing, it would perpetuate Pennsylvania's current, highly inequitable pattern of school funding; and (2) It would impose a limit on increases in school tax rates in each district and prevent districts from obtaining additional revenue from new taxes. A district would be able to override these limits through voter approval in a referendum.One source of evidence is the research literature on outcomes in other states that have imposed limits on school taxes and funding. Although the details of limits imposed vary from state to state and no separate research analyzes proposals exactly like the Pennsylvania proposal, the literature on other states that have imposed limits is the best available gauge of the impact of a similar Pennsylvania proposal. This briefing paper reviews this research literature. (Contains 22 endnotes.)

In an era of high-stakes accountability, school leaders often face contradictory pressures as they strive to improve student performance. They must meet the federal mandate of NCLB for student achievement; at the same time, many believe that NCLB constrains their professional judgment about how to best teach and assess students in the context of their own schools. The case of Baker, a K-8 school in Philadelphia, is illustrative. The case study discusses the complicated choices school leaders made as they attempted to meet the needs of all students. As Baker implemented the school district's highly prescriptive approach to curriculum and instruction, using a Managed Instruction System, it struggled to maintain its progressive educational philosophy and "best" practices. The school's pedagogical goals included: student-centered and project-based learning, teaching for life-long learning, performance-based assessments, and an emphasis on higher order thinking. Baker was a successful learning community for students and adults, whose significant accomplishments were obscured by the fact that it never had made Adequate Yearly Progress (AYP). If the U.S. Department of Education had permitted the state to use its valued-added growth model, the Pennsylvania Value-Added Assessment, as an alternative to the status achievement metric that focused on the percentage of proficient students, Baker would have made AYP in 2006-07, the last year of this research. At the request of the State of Pennsylvania, the School District of Philadelphia, in the summer of 2002, asked three for-profit firms to assume responsibility for 30 of its lowest-performing schools and it asked four nonprofit managers to assume the management of 16 other low-performing schools. A difference-in-differences analysis is used to estimate the impact of nonprofit and for-profit management on individual student achievement. Gains in test scores at the treated schools are estimated by comparing them with gains in other low-performing schools in the district. Students at schools under for-profit management outperformed those at schools under nonprofit management in all six years in both reading and math. Most estimations are statistically significant. Impacts of for-profit management relative to district management were positive in math, but no reading impacts could be detected. At nonprofits, students appear to have learned substantially less, especially in math, at nonprofit schools, than had their school remained under regular district management. However, impacts fell short of statistical significance. (Propensity Score Analysis is appended. Contains 21 endnotes and 9 tables.)

This paper explores the proposition that if American higher education has been broadly successful in serving its society, it is in large part because American colleges and universities, and the system of which they are part, were created under conditions of weakness, both academic and financial. Systemic efforts to implement data-based decision making at the school and classroom level face several challenges. First, most data available within district information systems are limited to what has been deemed important for the operational needs of schools and the district. Second, educational organizations have little experience integrating complex data into their decision-making processes. Third, although large-scale assessment and accountability data are more generally available for gauging the performance of educational systems, there are major differences between the evidence used for external accountability systems and the data needed for making instructional decisions on a daily basis in the classroom. "Medicaid undercount" occurs when the number of people enrolled in exceeds the number estimated to be eligible for the program. One hypothesis proposed for this phenomenon has been inadequacies in the estimation of the number eligible for benefits, including health insurance status reporting error. This paper presents a methodology for calculating the number of Medicaid-eligible children by combining multiple sources of data, using as a case study Allegheny County, Pennsylvania. The analysis includes adjustments for undercount and uncertainty about the population size and income distribution. It finds that for most age categories and income levels, the number of children enrolled exceeds the estimated eligible population. It discusses three possible explanations for this apparent over-enrollment and speculates on the likelihood of severe census undercount of America's poorest children. (Contains 44 references.) (SM)

Giving Back to the Community: African American Inner City Teens and Civic Engagement was an exercise in ethnographic research. Intentionally different from the more common quantitative studies conducted on civic engagement, this qualitative data gathering project was intended to focus solely on the patterns of civic engagement habits of low income inner city African American youth to better assess the likely causes of civic engagement trends. My research, however, resulted in the uncovering of a much broader story about African American inner city community traditions, networks, and norms. In the end, the research attempts to define this community's version of "civic engagement", and its relationship to mainstream civic institutions and civic life. This study examined the effect of institutional size on the six year institutional graduation rate for undergraduates, controlling for five variables known to affect graduation rate: (1) student academic preparation; (2) enrollment to dormitory capacity ratio; (3) percentage of part-time students; (4) expenditure per student; and (5) student to faculty ratio. Institution size was defined as the number of headcount students enrolled in the Fall semester of 1993. Data were gathered for 800 four-year postsecondary institutions from a variety of sources including the Integrated Postsecondary Education Survey (for headcount data) and several published national surveys of postsecondary institutions (for graduation rates, Scholastic Assessment Test scores, student-faculty ratios, and educational expense per student). Statistical analysis indicated that institutional size has a significant and negative influence on graduation rates. The state with three 10,000-student institutions can be expected to graduate 3 percent more students than the state having one 30,000-student institution. Application to the state plans of Florida and Pennsylvania suggest that nearly 1,000 fewer degrees can be expected in Florida than in Pennsylvania with $60 million of a $2 billion budget spent unproductively. Results have implications for the long range planning of state systems of higher education. (Contains 18 references.) (BF)

This study analyzed trends from 1971 to 1989 in academic ranks and salaries of women faculty as compared to men faculty in Pennsylvania's higher education institutions. The data for the study were culled from public documents published yearly from 1971-72 to 1989-90 by the Division of Educational Statistics, the Pennsylvania Department of Education, covering academic ranks, salaries and tenure status of faculty in Pennsylvania. Analysis of the trends found that, by rank, representation of women professors had increased by 5.8 percent, most of which could be attributed to increases of women faculty at community colleges. Examination of salary trends showed that at the professor level, women were earning approximately 90 percent of men's salaries. With regard to trends in numbers of tenured faculty, limited data indicated that at state-owned institutions tenured positions for all faculty declined over the years. Overall, the study indicated that the status of academic women in terms of rank and compensation has not improved significantly over the past two decades. Equity was found to be greatest in the state-owned institutions where faculty have union representation. (Contains 20 references.) (JB)

This study evaluated the cost effectiveness of Instructional Support Teams (IST) in Pennsylvania, by comparing IST costs to those of traditional special education programs. An introduction notes pressures for change and the objectives of the prereferral intervention utilized in the IST approach. The study compared costs and program effectiveness of 1,074 schools in various phases of the IST process with those of a subset of the schools prior to IST implementation. Program effectiveness measures included the number of referrals to IST, the number of referrals for special education evaluation, number of special education placements, and number of same-year retentions. Cost measures included estimates of staff involvement, average salary and benefit costs, estimates of current and long-term costs, and extra costs of retentions. The study found that the IST had approximately equal costs to the traditional program. However, fewer students were placed in special education with the IST approach, and many more students with learning and behavioral problems were provided services than through the traditional program, indicating substantially higher effectiveness for the IST program than the traditional program. A new model of public school district performance concerns the "employment relations" (ER) system within a school district--the policies, practices, and actions that govern relations between a district and its teachers. The model posits that the performance of public school districts is propelled by the quality of ER. Productive ER, indicated by low levels of administrator-teacher conflict and positive work attitudes held by teachers, has been posited to facilitate high levels of school district performance. Archival data on 180 public school districts in Pennsylvania, combined with survey data from 10,308 teachers from these districts, were used to test the model. Results show that productive ER in school districts is positively associated with the test pass rate and negatively associated with the dropout rate. These findings result after controlling for student socioeconomic status, per-student instructional expenditures, and the adequacy of school facilities. The study has managerial implications for school administrators because it focuses attention on the degree to which administrators effectively manage ER within schools. In conjunction with reform programs focusing on curricula and school funding, training administrators to manage ER could be a relatively inexpensive component of an overall scheme for improving public education. The large difference in average achievement test scores between white students and black students is exacerbated in Pennsylvania by the fact that 90% of the black students are enrolled in only 9% of the state's 500 school districts. The nature of this achievement gap was examined, focusing on the variation of the gap's size as measured within a school. In 154 elementary schools that served both black and white students, the achievement gap varied from very large to no gap at all. Using statistical procedures for studying many factors simultaneously, it was found that of the 88 school and home factors studied, providing more opportunities for preschool and kindergarten experiences for black students seems to have the best chance of reducing this achievement gap. Research also indicated that home stimulation had a positive effect on student performance. These results reinforce the need for Pennsylvania to address the first of the National Education Goals, starting school ready to learn, seriously. (Contains 3 figures, 1 table, and 12 references.) This report examines program integration as a way to improve the delivery of rural human services in Pennsylvania. A panel of policymakers, human services providers, and representatives of state agencies identified barriers to effective rural human services delivery and generated policy recommendations. Most county-based human services in Pennsylvania, including services related to aging, children and youth, drug- and alcohol-abuse, and mental health/mental retardation, are provided through separate or categorical county agencies. Problems associated with categorical human services delivery include: administrative duplication, treating interrelated problems separately, forcing clients to shop for services, promoting competition among client groups for scarce resources, and inappropriate funding to rural counties for their human services needs. Program integration would involve the creation of a single department at the county level responsible for providing all human services programs. Case studies comparing categorical and integrated human services agencies are presented. Strengths of the integration approach are: reduction of county administrative costs, referral of clients for the most cost-effective treatment, provision of family-centered treatment, promotion of comprehensive planning, encouragement of staff communication and cooperation, and reduction of client "shuffling" between separate agencies. The panel recommended that integration of county human services should not be mandated by the state but instead should be encouraged through changes in state policies and procedures. This report examines the wealth of Pennsylvania school districts, the effort districts exert to support education, school expenditures, and the effects of district wealth on students. Important findings related to disparities in wealth and spending on education include: (1) the polarization of wealth distribution during the 1980s made over 90% of rural school districts and over 50% of urban school districts below the state average in wealth per student; (2) the wealthiest school districts raise nearly four times as much local revenue per student as the poorest school districts; (3) poorer school districts exert a greater tax effort to support education; (4) expenditures for instruction, teacher salaries, and specialized classrooms are greater in wealthy school districts; (5) poorer districts have higher dropout rates; and (6) a smaller percentage of high school seniors from poorer school districts plan to get a postsecondary education. Adequate funding should be provided to guarantee children a quality basic education, which will require changes in the way education is funded in Pennsylvania. Telecommunications can increase educational opportunities in rural schools. Efforts should be increased to encourage students to further their education after high school, particularly in scientific and technological fields. In addition, more educational partnerships should be formed to increase resources. This document contains tables, figures, and a map of school districts. (KS)

The Test of Essential Learning and Literacy Skills (TELLS) has been administered to all Pennsylvania students in grades 3, 5, and 8 since 1985. An analysis of results from the 1,505 public elementary schools that served both third and fifth graders between 1986 and 1990 show that in 150 of these schools more than 50 percent of the students scored below the minimum skill level. The figures also indicated that no matter for what grades or years scores are analyzed, schools tend to be consistent in their performance ranking. The achievement differences among schools are almost completely predictable from the socioeconomic status (SES) indicators of the families being served by them. Simple solutions for raising the basic skill level of students from homes with low SES, such as raising teacher salaries or reducing pupil/teacher ratios, do not look promising. Higher salaries can increase applicant pool quality but will not necessarily raise teaching staff quality. Smaller classes can be helpful if instruction is designed to take advantage of it. Proposals for improvement include investing in preschool experiences that increase school readiness skills. Four tables illustrate the data analysis. (8 references) (EJS)

To identify 5-year trends in revenues and expenditures for Pennsylvania's 500 school districts and to show how fiscal trends interact with changes in variables such as student enrollment, statewide school financial data from 1984-85 through 1988-89 are analyzed. The figures indicated that financial trends include increases in total district expenditures, expenditures per pupil, state and local revenues, and teachers' salaries. A decrease in the pupil/teacher ratio was also evident. Variances between the richer and poorer districts show that state funding and local revenues have increased more for the richer districts even though they have decreased their local tax efforts whereas the poorer districts have increased their local tax rates. Although changes in expenditures such as transportation costs were unrelated to changes in student enrollment, regular program expenditures, such as the number of teachers, were highly related.
