Abstract
The article presents information on concerns over the nuclear weapon race in the world. Project East River was the first major effort to combine the thinking of scientists and military leaders on the problems of national defense against atomic attack. It assumed years of continuing tensions and rapid development of atomic weapons. It estimated the casualties that might be inflicted by a single night attack launched without warning against the U.S. It concluded that 50 percent of the population within the city limits of each target area would be killed. The threat of aggression is real, it lies less in the continuing conflict of Communism and democracy than in the tremendous bonus that modern weapons confer on the aggressor. Surprise attack opened the South Pacific to Japan and Korea to the Chinese Communists.
