This paper contributes to the growing body of literature that engages with ontological scholarship on fisheries management and governance, and more generally, to debates on environmental governance. It argues that fisheries governance is an ontological challenge that raises questions of culture, equity, legitimacy and inclusion/exclusion, requiring more context-sensitive and politically aware fisheries governance approaches. By engaging with the concept of political ontology, and drawing from empirical research carried out in Ireland's offshore islands, five ontological assumptions are identified that underpin Irish fisheries governance and management policies and practices and categorised as social-historical, ecological, geographical, technocratic and markets-driven. Articulating and examining these assumptions provide insights into why policy objectives aimed at supporting small-scale fisheries and their communities may, in practice, not be effective when they are operationalised within a governance paradigm designed around the realities of large-scale, full-time, highly mobile and more economically productive operators. Despite the efforts of ontologically disobedient islanders, the enactment of these ontological assumptions into the dominant world of fisheries governance inhibits the emergence of possible worlds that would enact Irish island inshore fisheries through island logics. The paper concludes that the squeeze on Ireland's island inshore fishers is not simply spatial, it is ontological. A dominant fisheries ontology has been created by the interplay of ontological assumptions. This dominant ontology undermines the State's critical policy to maintain and manage Irish fisheries as a public resource in order to avoid the concentration of fishing opportunities into the hands of large and powerful fishing interests. ABSTRACT Commercial fishing is an important socio-economic activity in coastal regions of the UK and Ireland. Ocean-atmospheric changes caused by greenhouse gas emissions are likely to affect future fish and shellfish production, and lead to increasing challenges in ensuring long-term sustainable fisheries management., The paper reviews existing knowledge and understanding of the exposure of marine ecosystems to ocean-atmospheric changes, the consequences of these changes for marine fisheries in the UK and Ireland, and the adaptability of the UK and Irish fisheries sector., Ocean warming is resulting in shifts in the distribution of exploited species and is affecting the productivity of fish stocks and underlying marine ecosystems. In addition, some studies suggest that ocean acidification may have large potential impacts on fisheries resources, in particular shell-forming invertebrates., These changes may lead to loss of productivity, but also the opening of new fishing opportunities, depending on the interactions between climate impacts, fishing grounds and fleet types. They will also affect fishing regulations, the price of fish products and operating costs, which in turn will affect the economic performance of the UK and Irish fleets., Key knowledge gaps exist in our understanding of the implications of climate and ocean chemistry changes for marine fisheries in the UK and Ireland, particularly on the social and economic responses of the fishing sectors to climate change. Like a number of countries, Ireland has set ambitious growth targets for its aquaculture sector. Economic analysis highlights that such growth has the potential to provide significant gains to the Irish economy in general, but also to peripheral rural areas in particular. However, through interviews with producers representing a significant proportion of Irish oyster production, this paper highlights the challenges faced and argues that for these growth ambitions to be realised there is a need to overcome significant regulatory, biological and financial constraints on the sector. In particular dysfunctional licensing arrangements are a major constraint on the development of the sector. It is argued that licensing reform is a necessary but not sufficient condition for a thriving oyster industry and that a more holistic view of the industry needs to be taken. [ABSTRACT FROM AUTHOR]

As an island nation, Ireland needs to ensure effective management measures to protect marine ecosystems and their services, such as the provision of fishery resources. The characterization of marine waters using satellite data can contribute to a better understanding of variations in the upper ocean and, consequently, the effect of their changes on species populations. In this study, nineteen years (1998–2016) of monthly data of essential climate variables (ECVs), chlorophyll (Chl-a), and the diffuse attenuation coefficient (K490) were used, together with previous analyses of sea surface temperature (SST), to investigate the temporal and spatial variability of surface waters around Ireland. The study area was restricted to specific geographically delineated divisions, as defined by the International Council of the Exploration of the Seas (ICES). The results showed that SST and Chl-a were positively and significantly correlated in ICES divisions corresponding to oceanic waters, while in coastal divisions, SST and Chl-a showed a significant negative correlation. Chl-a and K490 were positively correlated in all cases, suggesting an important role of phytoplankton in light attenuation. Chl-a and K490 had significant trends in most of the divisions, reaching maximum values of 1.45% and 0.08% per year, respectively. The strongest seasonal Chl-a trends were observed in divisions VIId and VIIe (the English Channel), primarily in the summer months, followed by northern divisions VIa (west of Scotland) and VIb (Rockall) in the winter months. • The paper provides a pioneer tool to differentiate visually between egg masses of two sympatric commercial squids, L. vulgaris and L. forbesii. • Celtic Sea and western English Channel are spawning grounds of L. vulgaris in late winter – spring. No reproduction of L. forbesii was found there during this season. • L. forbesii forages in Celtic Sea and English Channel but reproduces in deeper water further west, mostly west of Ireland. European squid, Loligo vulgaris and veined squid, Loligo forbesii have nearly coinciding distributions in the northeast Atlantic, a similar reproductive seasonality, and largely overlapping depth ranges of spawning grounds. There are no unambiguous criteria to distinguish between egg masses of both species. This pioneering study was focused on the Celtic Sea and western part of the English Channel and combined both research survey data and observations by recreational divers ("citizen science"). Loligo vulgari s was found to reproduce there in late winter – spring; distribution of egg masses coincided with a bottom temperature range of 8.5−10 °C and bottom salinities of 35–35.5 psu. No L.forbesii egg masses were found across the study area though they are known from literature to occur in deeper areas further west. Based on original material and data from the literature, we provide a guideline to distinguish between egg masses of both squids based on egg size and embryonic stage as a tool to map species-specific spawning grounds, towards improved understanding of population structure, migrations and development of fisheries management measures. • Sustainable fishery management requires constant monitoring and ready to use data. • We used logbook data from recreational anglers to explore factors affecting catch. • Results indicate that individual bag is influenced by fishing method, location and licence. • Results can be used to monitor catch rates and tailor site specific policies. This paper presents a methodology that uses fishery data collected for the purpose of administering and monitoring harvest quotas in a recreational fishery to give additional insights into effectiveness of various fishing methods, and expected catch rates associated with different licence types. The empirical application is based on the Atlantic salmon (Salmo salar) recreational fishery in Ireland but the statistical analysis is easy to replicate and the models are flexible enough to allow different specifications applicable to other fisheries. The output of the analysis facilitates a better understanding of the factors associated with recreational catches, which in turn provides supplementary information to inform the regulation and management of recreational fisheries. The global seafood industry, influenced by consumer demand, is closely linked to the global fishing industry, which determines the variety of fish available for consumption. The recently revealed issue of seafood mislabelling threatens to weaken this link by removing consumer power to influence patterns of fisheries exploitation through informed choice. Recognizing this, there is an urgent need to go beyond the mere documentation of the phenomenon and learn more about the origins of this problem and the nature of factors influencing its occurrence to develop solutions. In an attempt to understand seafood mislabelling more thoroughly in Europe, 226 cod products were purchased from Ireland and the UK, genetically identified using a DNA barcoding technique (COI barcoding gene), and species identification results were compared against product labels. Cod mislabelling proved more severe in Ireland than in the UK (28.4% vs. 7.4%). Moreover, whereas data show that in Ireland, cheaper species are sold as cod, in the UK, threatened Atlantic cod ( Gadus morhua) may be sold as 'sustainably sourced' Pacific cod. Considering these countries operate under the same EU policies for seafood traceability and labelling, it is likely that this situation has been influenced by heightened consumer awareness in the UK, which has created an environment where mislabelling is discouraged. In addition to identifying samples, traceability information from packaged cod was used to trace products back to supplying companies. Although inconclusive in determining blame, this exercise has demonstrated that using traceability information can add explanatory power when attempting to determine responsibility for the occurrence of mislabelling. The implementation of many fisheries management-related activities in fresh water depends on habitat area inventories over extensive geographical scales. While river lengths are readily available, representative widths, necessary for area calculations, are difficult to obtain. As field surveys to collect this information are resource intensive, a predictive model was developed to enable the calculation of river wetted width using GIS-derived values for catchment and river descriptors. A model containing upstream catchment area and the Shreve river drainage network index accounted for 88% of the variation in field measured river wetted width. Comparisons in Irish and Scottish rivers between modelled and measured widths were highly correlated and suggest that the model may be transferable to neighbouring geographic areas. As an example, the model is applied to provide an estimate of the usable fluvial habitat available to Atlantic salmon in Ireland. [ABSTRACT FROM AUTHOR]

The Irish Sea data-enhancement project: comparison of self-sampling and national data-collection programmes—results and experiences. – ICES Journal of Marine Science, 68: 1778–1784.The Irish Sea Data Enhancement Pilot (ISDEP) was initiated by the UK and Irish fishing sectors, with the objective of improving the precision of commercial catch data (landings and discards) from vessels engaged in demersal trawling in the Irish Sea (ICES Division VIIa). The programme was supported by the Irish and UK Governments and managed by national laboratories. The experience of establishing and managing such a programme, including logistical, data-quality, and participation issues, is discussed. By contrasting with parallel national programmes, it is shown that the new data are robust and have improved precision. Experience has also shown that it is preferable to involve a few vessels in providing frequent samples, but that positive incentives are needed to maintain the participation. The ups and downs of working with industry to collect fishery-dependent data: the Irish experience. – ICES Journal of Marine Science, 68: 1670–1678.Working with the fishing industry to collect fishery-dependent data for scientific and advisory purposes is essential in most countries, but despite the many advantages of working with fishers, it is not without challenges. The objectives and the ups and downs of 16 recent projects in Ireland are described, and four case studies are discussed in detail. Some common themes that characterize both successful and unsuccessful experiences are identified. One critical aspect is industry's sometimes unrealistic time-horizons and expectations when engaging in scientific data collection. Detailed communication of objectives, procedures, results, and relevance not only to industry representatives, but also to vessel owners and crew, is required throughout the life cycle of a project. For some projects, there is a clear need to include incentives in the design, but for others this is less critical. The critical needs for ongoing quality control and assurance, validation of data, and appropriate project design are discussed, along with the link between successful management systems and participatory research. The article discusses the highlights of the 2006 ICES Symposium on Fisheries Management Strategies which was held in Galway, Ireland from June 27-30. The symposium tackled issues related to reforms in management practices, ecosystem, decision making and institutional framework. The role of the "ICES Journal of Marine Science" in the symposium is highlighted.

A study of a stocked upland reservoir trout fishery, using gill nets, revealed the presence of a large stock of pike and poor trout numbers. The overall growth rate of pike was slow. Two year-classes of pike dominated, but the broad age and length frequency ranges, and the high average weight of individuals were indicative of an unexploited stock. Higher than normal water levels during the spawning period and into the summer period in both 1985 and 1986, coincided with the dominant pike year-classes recorded several years later.
